I meant to propose this a long time ago when Kalistan passed this bill (http://classic.particracy.net/viewbill. ... lid=478508) but I have only just got round to it. I'm open to suggestions on the intricacies of how this might work (e.g. the options and their effects plus whether it should be military or civil liberties) so please feel free to provide me with any ideas.
