I am not good in explaining, so i am going try in the hope others who are interested can help. I thought it would be an idea to make a law in economics or welfare, that includes about homeless shelters, where the homeless is help with his problem and then give them guidance to work and reintegration to work.
Trying to put it like in the law:
Category: economics or welfare
Name: homeless shelters
Options:
1) governement runs all shelters and reintegration project
2) there are private organisations who coexist with a governement shelters.
3) only private organisations exist for running homeless shelters and reintegration
4) no policie towards homeless shelters and reintegration projects

My english isn't great so don't hesitate to gice tips or help
