1) The head of state is responsible for the appointment of military officers
2) The head of government is responsible for the appointment of military officers
3) The national legislature is responsible for the appointment of military officers
4) The Ministry of Defense is authorized to appoint military officers (DEFAULT)
5) Military officers are only appointed through battlefield commission
6) Only members of the nobility can be appointed to military officer positions
7) Individual units elect their officers

1) Large increase in unitarianism, large increase in government responsibilities, large increase in aggression
2) Moderate increase in unitarianism, moderate increase in government responsibilities, moderate increase in aggression
3) Small increase in unitarianism, small increase in government responsibilities, small increase in aggression
4) Default option
5) Large increase in aggression, small increase in government responsibilities
6) Large increase in aggression, small decrease in government responsibilities

Good idea! However, I don't think this should affect the big government rating.

I'd make the argument that it does purely because more political appointments of officers (ala Soviet Union, East Germany, Saddam-era Iraq) means larger government? no?

You should add "Units elect their own military officers"
A la Russia in between Feb and Oct Revolutions, which is why the army crumbled after the Fed Rev., even though Russia was in a perfect position to launch a large and successful offensive before the Emperor's abdication. As always, Russia cannot be beaten by an invasion, but by its own internal problems.
