Without meaning to be a pedant, surely it's no longer lynching if it's legal, since lynching is extrajudicial by definition.

I wouldn't say allowing lynching is actually progressive. It's got nothing to do with being progressive or being conservative. I think it changes how big government you are.

As James said, practically by definition, lynching is a form of extra-judicial punishment. To provide the definition provided by dictionary dot com:

to put to death, especially by hanging, by mob action and without legal authority.


Or to provide wikipedia's definition:

Lynching is an extrajudicial punishment by an informal group. It is most often used to characterise informal public executions by a mob in order to punish an alleged transgressor, or to intimidate a group. It is an extreme form of informal group social control such as charivari, skimmington, riding the rail, and tarring and feathering, but with a drift toward the public spectacle.


Since this is extrajudicial punishment, this isn't really something that should feature amongst the law options, because it isn't something that legally sanctioned. But I certainly think you've raised an interesting subject area here, and there is no reason players shouldn't RP lynchings happening in their nations. After all, they do occasionally happen in real-life, sadly.
