Very good for the military, but this make me think: and such an option for the civil use of the drones? Like "they are permitted and unregulated", "they are permitted but regulated", "permitted only in public space", "prohibited for religious doctrine", "prohibited", etc...
I watched a news on TV about the first problems which came with the diffusion of civiliqn drones!

I like the idea as it could create the impetus for policy on civilian drone use.

Just a thing:

Don't seems that these two option express almost the same idea?

Civilian drone usage is not allowed above private property not owned by the drone owner

Civilian drone usage is only allowed above their own property

The first pratically says that you can use the drone only on your own property, like the second one.
Don't you think?

The first one allows drone flying above public property, the seconden one doesnt. I get the confusion, I think I should change,
Civilian drone usage is not allowed above private property not owned by the drone owner

to

Civilian drone usage is not allowed above private property not owned by the drone owner, civilian drone usage is allowed above public property

This is really a great law idea but I disagree with the effect of the third one ''3) Small increase in aggression, small increase in centralization''. I think that giving to the army the right to decide upon th right to use drones should be increase Devolution instead of increasing centralization.
