This should be something on the government involvement in infrastructure projects (building bridges, train lines etc.).

1: There is a state monopoly on infrastructure projects.
2: The government contracts private companies to complete its infrastructure projects
3: Both public and private infrastructure projects co-exist and public projects contract private companies to complete the work.
4: Infrastructure Projects are left entirely to the private sector.
5: The policy on infrastructure projects is left up to local governments.

I'd say this is probably covered by the public works variable, which is somewhat similar.
