For Role Play purposes, we really need a law on right to trial by jury.

Excellent suggestions were made here, though ideology effects need to be added. @MODS, would those proposals receive a favorable treatment from you if players went to the effort of adding effects to that thread?

A less thorough proposal was apparently rejected here.

I think this was previously rejected because Moderation at the time thought this was more of a constitutional type of law, and we cannot add constitutional variables to the game. But personally I don't think that should prevent something like this from being added. There's plenty of more expansive laws that are just implemented as regular variables. If people come up with reasonable ideology effects I'd be open to adding this to the game.

Here is shed's original proposal with minor clerical edits and draft effects. I'm not 100% set on the effect so please give feedback.

1 Name of Law: Right of a Trial by Jury

Category: Judicial

Options:

1. Individuals accused of any crime are entitled to a jury trial. +++Permissive Civil Rights
2. Individuals accused of serious crimes (defined in bill) are entitled to a jury trial. +Permissive Civil Rights
3. Only certain individuals accused of any crime are entitled to a jury trial. +Restrictive Civil Rights
4. Only certain individuals accused of serious crimes are entitled to a jury trial ++Restrictive Civil Rights
5. No one is allowed a trial by jury. +++Restrictive Civil Rights
6. Local government decides about who are entitled to a trial by jury (default) +++Devolution, ++Small Government

2 Name of Law: Selection of a Jury (if jury trials are allowed)

Category: Judicial

Options:

1. Jurors are chosen randomly from the population. +++Permissive Civil Rights
2. Jurors are selected based on certain factors (race/gender/class). ++Restrictive Civil Rights
3. Jurors are chosen among lawyers only. ++Big Government +Restrictive Civil Rights
4. Jurors are chosen in a political way for a political purpose. +++Restrictive Civil Rights, +Big Government
5. Local government decided about this (default) +++Devolution, +Small Government

1. All adult citizens are required to serve on a jury when called. ++Restrictive Civil Rights +Big Government
2. All adult citizens are required to serve when called or obtain a formal exemption. (default) +Restrictive Civil Rights +Big Government
3. Any adult may volunteer to serve on a jury, they are not required to. +++Permissive Civil Rights
