The current policy is known as "Policy on mandatory minimum", which may be a familiar phrase in some countries but I don't think will be clear to most. I suggest the following changes for clarity and to add some extra interest to the policy.

Current:

Policy on mandatory minimums

There are mandatory minimums on all crimes
There are mandatory minimums on violent/serious crimes
There are no mandatory minimums

Proposed:

Policy on mandatory sentencing.

No mandatory minimum sentences are imposed.
Mandatory minimum sentences are imposed for repeat offenders only.
Mandatory minimum sentences are imposed for violent crimes.
Mandatory minimum sentences are imposed for all crimes.

I support that
