Continued violence in Utari Mosir in post-Democratic Republic era

Yakubetsu, Republic of Utari Mosir - The Security Service of the Volksdundorfische Cultural Association has earned a fierce reputation in the wake of the Utari Mosir capitulation. Underneath Supreme Security and Police Leader Obergruppenführer Reinhard von Göthaus, an ethnic Dorvish citizen, has become a noted leader in the State Commissariat "Nord-Carina". The Security Service, alongside Ostlandic State Police and intelligence forces, have worked to handle the insurgency that has risen up following the capitulation in Utari Mosir in August of 4626, nearly 6 years later the fight continues to rage on. Ostland has expanded its military presence in Utari Mosir and had made leaps and bounds with re-building the failed state. Despite difficulties, State Commissioner Karsten Tugendhat has taken his place as an effective leader and a builder of bridges, he has worked closely with Prime Minister Suto Kanjiro to build an effective government that has representation from across the Utari Mosir population. The State Commissariat will continue to oversee Utari Mosir for the foreseeable future, its mandate extended by the Eastern Land Council until at least 4650. The Ostlandic State Railways has expanded its project across Utari Mosir and the first major component of the new Utari Mosir Railway has been completed, connecting the eastern coast of Utari Mosir to the capital of Cise which then connects to a railway heading south, connecting to Wolfsheim. The Director of Department VIII, the department responsible for Infrastructure and Building, Felix Binder has stated that the connections are important to the growth of the Utari economy and connecting the eastern coast to the heart of the country, its capital Cise, is important to building the necessary foundations of the state.
While the Utari Mosir Railway has been a success, not all ventures in Utari Mosir have enjoyed the same flourishing. Utari Mosir is largely a agricultural society and the implementation of modern farming practices have been resisted by a large majority of Utari Mosir farmers. Despite overtures and statistics showed by the Ministry of Agriculture, the Mosirak farmers have revolted against such practices. The "Mosirak Farmers Alliance" has taken up arms at several points against the fledgling Mosriak government and the Ostlandic liberators. In a series of hit and run tactics from September 4626 through October 4629, the Mosriak Farmers Alliance killed nearly 150 Mosriak troops and 25 Ostlandic soldiers and police. The Security Service of the VDKV was brought in, alongside Ostlandic intelligence forces and the group was undermined and eventually its leaders were brought to the Supreme Court in Cise for their crimes against the state. Despite this, the Mosriak Farmers Alliance gained traction and have aligned closely with the Rural Peasants Party, which is an underground agricultural socialist party that is outlawed. Prime Minister Suto Kanjiro has called upon the people involved to come forward and air their grievances with the new Utari Mosir government instead of conflict. Despite all this, agriculture has spiked in recent years since the end of open hostilities in January, 4630.
Despite failings in the largest economic sector in Utari Mosir, the building of infrastructure has given rise to a boost in manufacturing heavy equipment to fulfill such driven requests in Utari Mosir. The rise of several prominent cities which are mostly located in the western portion of the country have given way to a new economic corridor in the west. While Cise has been the capital of the country as a whole, the State Commissariat has taken up its residence in the new western hub of Yakubetsu which has become the administrative capital of the country, at least for the State Commissariat "Nord-Carina".
