Parliament debates legalising homosexuality

Noumonde's lawmakers are in the process of debating a controversial bill to lift the ban on gay sex.

In practice, under pressure from the Federation authorities, the justice system has virtually stopped bringing prosecutions under the old law. However, gay sex remains a criminal offensive, and campaigners are eager to lay the issue to rest.

Prime Minister Masoandro Androkae is supporting the reform, and it looks like a majority of his Alliance party will vote the same way as him. Barijaona Rahantasoa, the Deputy Prime Minister and leader of the Malgy People's Party, has indicated he will vote against, and it looks a majority of his party will also oppose the change as well.

Amongst the other parties, it looks like the majority of the National Party will support a change in the law, although the smaller parties - the Canrillaise Front, Action Canrillaise International and the Firenan Freedom Party - are all expected to vote against.

It is not yet clear whether the bill will pass or not, although most observers are expecting a close vote.


Government and Norbert finally agree compromise

After years of wrangling, it has been agreed that King Tristan's father, the former King Norbert, will be allowed to keep the Palais de Cristal, in return for surrendering other assets and pieces of land from his estate to the government.

King Tristan is known to be frustrated with his parents for allowing the dispute to drag on so long, and the long-running controversy about the "royal squatters" has caused significant embarrassment to the House of Demitreous.

Noumonde legalises homosexuality (but only for homosexuals)

Last night, Parliament narrowly voted down a bill to legalise gay sex by 307 to 293. However, it then went on to vote for an amended version of the bill by 304 to 296. The amendment, known as the "Bouthillier Amenment" afters its proposer, Jean-Paul Bouthillier, declares gay sex legal "for those whose sexual orientation is solely directed towards members of the same gender" but illegal "for those who are heterosexual or could enjoy heterosexual sexual relations if they wished to do so".

The new law has been widely condemned by gay rights campaigners, and also by legal experts who feel it is unworkable. Niaina Manasoa, a backbench Alliance MP, has indicated she is working with campaigners and legal specialists to challenge the new law at the Supreme Court.

Noumonde resists calls to sanction Tropica

Since the rise of communism in Tropica, and also that country's curious embrace of polygamy, incest and paganism, the Noumonde government has come under increasing pressure to impose economic and diplomatic sanctions against its close neighbour. So far, however, the government has resisted these calls, despite intense pressure from the opposition Canrillaise parties, and also some of its own backbenchers.

Prime Minister Masoandro Androkae stated:

We are concerned by the developments in Tropica, but it is important to keep the door open, and carry on economic and diplomatic interaction. This is, after all, a very important neighbour, and we do not want to jeopardise the relationship.

Supreme Court overturns homosexuality law
Heterosexuals now free to enjoy gay sex

Following years of deliberation and procrastination, the Supreme Court has finally ruled that the legislation legalising gay sex but only for homosexuals goes against legal principles and the Bill of Rights. Gay sex is now legal for all consenting adults, regardless of their sexuality.

In practice, the influence of the Canrille Federation in Noumonde has ensured that nobody has been prosecuted for homosexuality since the occupation began, but even so, this legal landmark comes as a welcome relief for civil rights campaigners and Noumonde's gay community.

Prime Minister Masoandro Androkae welcomed the ruling, saying "I hope this makes clear Noumonde is a safe and welcome country for everybody, regardless of sexuality", but also expressed his "frustration" that Parliament had failed to fully legalise homosexuality when the matter had been raised in the past.

Count Henri Beaumanoir, the Canrillaise Front leader, reacted to the ruling by accusing the Supreme Court and the Canrille Federation of "undemocratic political interference" and warning "the consequence of this ruling will be to invite predatory homosexuals to target vulnerable heterosexuals who have not yet become acquainted with this abominable vice".

Canrille Federation withdraws from Noumonde

Twenty years on from the Noumonde Peace Deal which cemented peace between the Canrillaise and the Malgy, the Canrille Federation has officially withdrawn from Noumonde, leaving behind a growing economy and the promising beginnings of a successful civil society and democracy.

General Fabien Leroux, who is now standing down as the Federation-appointed Governor, has announced he loves Noumonde so much now he does not want to leave. He is planning to enter semi-retirement, although he will act as a part-time consultant to the government on security issues.

In a ceremony at the Royal Palace this morning, King Tristan and Prime Minister Prime Minister Masoandro Androkae shook hands with Leroux and other Federation dignitaries, thanking them on behalf of Noumonde for the assistance they have rendered to their nation.

Constitutional Federative Assembly Elects First Mondesian Monarch, January 4750

The newly appointed Yang di-Berkhidmat will be crowned on the 1st November 4750.

The first ethnically Mondesian monarch has been elected to his position by a 1200-strong Constitutional Federative Assembly. Yang di-Berkhidmat Perwira bin Tuhan ("King" Periwa Tuhan, literally He Who Serves. Tuhan, "God" is taken up as the Monarch's patronymic name following in accession to the throne) has been appointed to lead Noumonde following several centuries worth of uncoordinated federal rule amongst Noumonde's 13 states. King Periwa Tuhan also claims the title Yang di-Menguruskan Bandar (literally: He who manages the city) of Nouville, Noumonde's Capital City, which is counted as the thirteenth state in its own right.

His Majesty's appointment comes following drawn out isolationism and intermitent conflict between the thirteen states following the final withdrawal many Rildanorian people, and whilst most in the Noumonde elite can trace their routes back to Canrillaise settlers, there are few remaining who could still be regarded as Rildanorian as many have married locals. Instead, a distinction is now made within the country between Noumondians (OOC: Malay-French) and the native Mondesians (OOC: Malay). Although a sizeable population of Noumondians remain in and around the capital and the North-West of the country, the absence of a centralised, Canrillaise-led government for several hundred years meant many Seleyan settlers have migrated back, leaving just 200,000 true Rildanorians left in the country.

Alongside confirmation of His Majesty's accession, the Constitutional Federative Assembly agreed upon the formation of a bicameral parliament; the Perhimpunan Kebangsaan (National Assembly) will act as the lower chamber (with 500 seats) and the Dewan Tiga Belas (Council of the Thirteen) will act as the upper chamber (with 26 seats - two for each state). This parliament, will be rather restricted, however, in the powers it has. Despite being the only body who can approve new taxes, as well as with constitional matters, and laws pertaining to civil liberties, most regulative powers have been handed down to local governments, whilst the King is solely responsible for foreign policy, though he must get a majority in the Council of Thirteen to ratify treaties.

The coronation for King Perwira bin Tuhan will be held in November 4751. Invites are expected to be handed around shortly, with the hope that the support of the international community will provide this new government and its King with validity it needs to set up ruling Noumonde.
