King proposes infrastructure bill in Parlement; opposition accuses him, Queen of "using blood money to finance capital"

Le Palais de Dieu, Nuomonde- The King, Henri, First of His name, Lord and Sovereign by the Grace of God, has reportedly presented a bill to the Parlement for their approval. The Act, known as the Finances de la Loi sur les infrastructures (Finance of Infrastructure Act) reportedly spends a before unseen amount on the nations roads, buildings, and other key points of national interest. The total cost shall be forty billion LOD, and shall be accredited to the "health and charity of Her Most Hosian Majesty, The Queen".

The bill shall also do something else; it shall give the Queen's family a majority share in all state owned and state subsidized companies. This particular provision has met anger from lawmakers, who have claimed that it is merely more nepotism on the part of the "enfeebled old man" towards his new bride. Already there is a small yet vocal faction within the Parlement that have formed an opposition to the Queen. They have dubbed her "the King's foreign whore".

Nonetheless, Marie of Barmenia remains well liked among the commoners of Nuomonde. She has been on several official and impromptu visits throughout the nation since her marriage to the King, making her presence known at hospice centers and day care facilities as well as early entry educational programs. It is this accumulated good will that shall likely see the bill pass.

Yet still, the Queen must be wary; if she and her husband allow that vocal faction to grow, the royal couple could be in trouble in the days to come.

Golpe in Noumonde: King Henri dethronized by the Armed Forces
After months of tension between the Crown and the Parliament finally the military high ranks took the decision: "It was time to move the queen out of power"

RENNES - Henri, first of His name, has been officially deprived of the Noumondese Crown by the National Security Committee (NSC), the supreme national body created by the Chiefs of Staff of the branches of the defense which assumed temporarily the full power in Noumonde.
The golpe was conducted by the sea as well as by the groud while the air force took control of the airspace over the Capital but despite the massive mobilization there were no fight while the military took control of the Parlaiment, the National Radio-Television Broadcast, the keys Ministries and finally the Residence of the Prime Minister and the Royal Palace.
It seems that the Armed Forces acted supported by numerous members of the Parliament as well as several Government officials, a large front which have arose against the Royal Family and particularly against the Queen Maria, former monarch of Barmenia which arrived in Noumonde almost two decades ago during the global financial crisis and after the fall of her reign in Barmenia.
The putschists declared the King Henri not able to avoid the negative influence of the Queen which instead has been accused to have manipulated the Crown and the Noumondese politics for personal interests, especially for personal enrichment. For this reason the NSC has ordered to seize all the assets of the Queen in the nation.
However, the opposition to the Queen has already accused her for Illicit financial flows and declared that once a new Parliament and Government will be formed, they will ask the opening of an investigation on the foundations tied to the Queen.
The current Head of the NSC, the General André Moreau, speaking to the Nation after the golpe, declared that the Armed Forces acted esclusively against the Queen and the King, who unfortunately was totally subdued by the former, a too high threat for the Country and the Kingdom, an act to save the Monarchy too by an increasingly fierce opposition and a general popular discontent, a very different situation compared to the first years of Maria has Queen when indeed was popular and appreciated by the population.
The major internal as well as international observers foresee a short transitional period given the motivation behind the coup and in support of this came the announcement from the NSC of its intention to graant the Crown to the brother of the King, the Prince Philippe August, Duke of Dunemour and Count of Nordeaux, who was not in Noumonde at the time of the coup being in voyage for personal affairs in Rildanor. It is espected that the Prince will be reached by a jet of the Air Force to return in Rennes to succeed to the Throne.

Philippe VI officially crowned as King of Noumonde
The new Sovereign officially opened the new Parliament which majority was gained by the Liberal Party

RENNES - After months of military junta, free elections were held in Noumonde while Philippe August, brother of the deposed Henry I, was officially crowned King, 31st Lord and Sovereign of Noumonde by the Grace of God, with the name of Philippe VI of the House of Demitreus. Among the first commitments as new sovereign, the King officially inaugurated the new Parliament in which the Liberal Party gained over 38% of the consensus against 31% of the Socialist Workers' Party and 13% of the Communist Party who joined the socialists in the Front Popular. The Liberal Party has already announced that an agreement to form a government has already been found with the Centre Alliance (16% of votes), a coalition formed by the Agrarian Party and the Democratic Aurorian Party.
Liberal leader Jean Luis Martin has, however, stated that he will work closely with opposition parties to investigate the troubled affair of deposed Queen Maria. The emergence of Martin during the electoral campaign as a champion of the legality for the Liberal Party (which with the Socialist Party for decades has established a quasi-bipartite system), decided to go to the bottom to bring to light the turbid affairs of the previous Queen consort, breaking with part of the establishment which would have simply wanted to turn the page with the new sovereign, has in fact attracted a lot of votes to the Liberals, from some even indicated as collaborators of the former royal couple, overturning the predictions about a victorious Popular Front: again in a few years the issues surrounding the previous queen have marked the fate of the Kingdom.
King Philippe has already appointed Martin as Prime Minister, who in the coming days should present the new government to the National Assembly, while during the speech to the new Parliament the King also took advantage of offering an image of what his kingdom will be:

When this crown was placed on my head, I vowed to defend the Kingdom and its Institutions as well as its Constitution and I can assure you that I will honor this oath with the utmost zeal. Noumonde and its citizens deserve a modern Kingdom, in keeping with the times, to be looked at with respect from the rest of the world. The people expressed their will and elected its representatives as well as its legislators. As Sovereign of Noumonde, despite the powers recognized to the Crown, I will respect the will of the people and will respect the decisions and the role of its representatives, and I will respect the Government as the expression of the parliamentary majority. In the recent past, we have seen how greed and personal affairs literally can make thrill a secular throne when they are mixed up with state affairs, and therefore, the only bill as Noumonde's Sovereign I intend to submit to Parliament, National needs and requirements permitting, will be a law to ensure a strong separation between the Crown assets and public funds, with the categorical prohibition of transfer of public funds to activities related to the Crown, obviously except for the Royal Purse recognized to the Crown.

Philippe VI therefore seems will maintain as a Sovereign a formal, symbolic and representative profile for Noumonde leaving in the hands of the Government and the Prime Minister the management of internal, foreign and general affairs.
Although many, even among the socialist files, have applauded this respect for Parliament and the Government, among the ranks of the Communists many demand for a Constitution Review to reduce the powers of the King (who today can: appoint and dismiss the Prime Minister, dismiss Ministries, dissolve the Parliament after consulting the Prime Minister, present legislative proposals, put the veto on the laws approved by the Parliament which can only be overcome by a majority of 3/4 of the parliamentarians, is the supreme commander of the armed forces and appoints several Supreme Court judges).
Others, however, have been more interested in the Royal Bill which Filippo seems to have ready in the drawer: the law will totally separate the Royal Patrimony from the Treasury, but among the numerous ancillary rules, stood out the many related to the privacy on the Royal Patrimony. Someone winced saying that since the Crown will continue to receive public funds (the Royal Purse), its use should also be subject to public control, but on regard of this the Royal Palace has already released a communication: how much receives and will receive the Crown will remain public as well as all the expenses related to the institutional functions and representation of the Crown, but will not be disclosed any further information on the rest of the Crown Assets since the rest of the Royal revenues and funds come from private activities which have no link with the Treasury or other public assets.
Following this response, the most critical commented on this: it is not the King who wants to respect the independence of the Government and the Parliament but he is concerned that nobody puts his nose in his business, alluding to the participation and control of the Crown to some of Noumonde's most important activities, notably the Noumondese Investment Company and hence the Western Squibble Holding through which the Crown controls and have holdings in myriad of domestic and foreign companies, an environment in which the new King should be very comfortable having been a businessman and a banker in the previous years.

Former queen Maria on the road of a complete acquital: protests throughout the Country
Government in serious embarrassment in regard of the evolution of the trial and the socialists arise

RENNES - The reaction of Noumonde's population finally came after the last session of the ongoing trial against former Queen Maria, with the public accusation seriously embarrassed by the defense that has cracked all the accusation system, accusation which apparently does not seem to be able to provide sufficient evidence to support their position. Announced several time the submissions of irrefutable documents, these never came out and finally the public prosecutor admitted he was unable to get into possession. However, under the accusation of public opinion, there is not only the judiciary, but also the same government, many of whom were part of the government before the golpe, as well as many parliamentarians of the majority.
Banks of the Socialist parliamentarians exploded after the report held in parliament on the session of the trial and they demanded the resignation of the liberal government and the opening of a further inquiry into the activity of the liberal government before the coup, accused by the Communists instead of having voluntarily ignored if not covered the Crown activities.
The government has not issued any statement but it seems that the members of the centrist alliance have not at all been well-received the news, which could jeopardize the tenure of the executive.
However, the increasingly probable acquittal of Maria of Barmk seems to have already begun the countdown for the liberal government and therefore for early elections.

Martin resigns while Maria of Barmk is ready to leave Noumonde
Former Queen acquitted and the centrist retire their support to the liberals: soon early elections

RENNES - As predicted the fate of the Government was joined at the hip with the one of the former queen Maria. The spouse of the deposed Henri has been acquitted, mainly because of lack of evidence and almost instantaneously the centrist alliance announced his outbreak by the government led by Jean Luis Martin.
The Socialists then sent a formal message to the King in the evening, signed by the communists as well as by other members of the other parties, inviting him to dissolve the National Assembly and call for new elections.
For now, no statements have been made by the High National Council, but the silence of the Royal Army suggests that the military will not oppose the early elections.
The King will surely announce the date of the next electoral round within a few days and most likely the result may be expected from now on: the liberals have been overwhelmed by a strong popular protest that will most likely reward the Socialists, a popular protest that in Rennes has led to violent clashes between demonstrators and gendarmes, and already the authority are thinking to the necessary precautions for the likely near departure of Mary of Barmk from the country, probably a security cord will have to be deployed along the streets of the capital to the airport.

Terra nervously looks on as election day begins

Eve of election rally by the Fifanarahana Fandrosoana in Renivohitra

Noumonde is heading to the polls today in what promises to be its most tense election in living memory.

The royalist Parti National (PN) or National Party risks losing its grip on the monopoly of political power for the first time in decades. Louis Poullain, Prime Minister for the last 14 years, has seen his Canrillaise (OOC: French)-dominated party decline in the opinion polls at the expense of the newly-formed Fifanarahana Fandrosoana (FF) or Alliance for Progress.

Tombovelo Tsitohery, the Alliance leader, has already survived 3 assassination attempts, and is determined to effect what he calls "a fundamental shift in economic, social and political power in this country in favour of working people and their families". His party's support comes almost entirely from the country's native Malgy (OOC: Madagascan) community, who make up about 70% of Noumonde's population but have long played second fiddle to the Canrillaise.

The Alliance and particularly Tsitohery, are not trusted by the Canrillaise establishment, particularly by King Norbert Demitreous, a nominally constitutional monarch who in practice wields considerable political influence; the army; the judiciary; the upper echelons of the civil service; the great landowners; the business community and the major press barons. Their discomfiture has been exacerbated by the PP's radical policies, which include abolishing the monarchy, reforming the army and civil service, and embarking on a far-reaching land redistribution program.

It is widely believed that if, as expect, the Alliance wins the election, then the King, with the support of the army and the establishment, may attempt to disregard the result. He has already appeared on national television, urging his subjects to "vote and act responsibly" and not to "abuse the privileges of liberty that I grant you in order to support populist demagoguery".

Polls close, Tsitohery claims victory

No sooner had polling stations across the country closed at 8pm than opposition leader Tombovelo Tsitohery emerged from his party headquarters in Nouville to tell the assembled international media that "the Alliance for Progress has convincingly won the National Assembly elections". He also called for Prime Minister Louis Poullain to resign and for King Norbert Demitreous to abdicate.

Unable to vote: Alliance for Progress supporters protesting outside a polling station in eastern Renivohitra

There have been scuffles between Alliance supporters, police and polling officials outside several polling stations in eastern Renivohitra, where in the last half hour of voting, long queues meant not everybody was able to cast their vote before the polling stations closed. Alliance officials called on the authorities to allow the polling stations to open for an extra half an hour or hour in order to allow everybody to vote, but this request was refused by the Noumonde Electoral Commission, which insisted the 8pm voting deadline be adhered to.

Other than this incident, today's events have so far been relatively peaceful, but now the polls have closed, you can easily sense an air of nervous anticipation in the air. Few expect either than the Canrillaise establishment will hand over power meekly, or that the opposition will rest quietly if it is denied the political power it believes it now believes it legitimately deserves.

Election Commission delays poll results
Police and army clash with opposition protesters

Image
Army patrol in western Nouville

In past elections, by this time in the morning - 3am - a number of polling results have already been declared and it is reasonably clear who is on the way to victory.

This time, it has been different.

Observers have been waiting all night for results to be announced. Usually, the first results come in just after midnight, and a flush of results start to come in between 1am and 2am.

Not today. Today has been a night of eerie and sinister silence. Speculation is rife about what is really going on.

Less than 5 minutes ago, Francine Delannoy, the Chairwoman of the Noumonde Election Commission, told the national radio station that the election results will not be revealed for "at least another 48 hours", in order to "give us time to complete all necessary processes to count and verify the votes". She also called for "calm", and assured the public - and the world - that "this has been a free and fair election, and the results will be known soon".

Alliance supporters reacted furiously, pouring onto the streets and accusing officials of "stealing the election". According to the reports coming in from social media and from journalists, the authorities are so far being relatively tolerant of smaller gatherings of protesters, but much more confrontational where the gatherings are larger or looking like they could become at all threatening. Protesters are clashing with the police and army in some parts of the country, particularly in the two largest cities, Nouville and Renivohitra. An estimated 73 people have been killed and 653 injured.

Alliance win election, but royalists seizes power

Image
Soldiers confronting Alliance protesters

Following an unusually long delay, the Noumonde Election Commission has revealed the full national election results, which showed the Alliance for Change winning an outright majority with 103 seats, whilst the long-ruling National Party lagged behind on 77.

Even more unusually, the King has not invited the leader of the majority party, Tombovelo Tsitohery, to form a government. Instead, he has issued an emergency decree allowing sitting Prime Minister Louis Poullain to continue to rule until further notice. Tsitohery and a number of other Alliance leaders have been placed under house arrest.

Addressing the public on national television, King Norbert Demitreous cited his concern for "security and long-term national stability", telling his subjects that "a wise father allows his children to make their own decisions, but when they make decisions which are dangerously wrong, sometimes the father - if he is a good father - has to intervene and do for them what is right and in their own interests".

Remy Blanchard, the army Chief of Staff, later issued a statement saying "the army is loyal to the King, who is the father of the nation".

Marie-Laure Fournier, one of Noumonde's 9 Supreme Court judges, has resigned in protest at the King's suspension of democracy. She has been placed under house arrest.

Alliance supporters are congregating in public sqaures, calling for the King to reinstate parliamentary rule. Clashes between protesters and the police and army are continuing, particularly in the Alliance stronghold of Renivohitra.
