Province Military Bill Passes; Provinces Recruit Militias

The People’s Party (Narodna Stranka) has pushed through a number of significant reforms recently, including loosening regulations on official language to allow official bodies to be named in Statrican not Dundorfian, granting greater power over taxes to the 11 provincial authorities and now devolving much of the military to the provinces. Already thousands have signed up.

“It’s all about democracy,” said President Oliver Gregurek in a statement today. “There will still be a national military, of course, but in line with our policy of granting the provinces more power, we’ve decided to devolve much of the military to local provinces to ensure that they can never have their rights taken away from them. We’re a diverse country, and we need to recognise that in our democracy.”

Opposition leader Edvard Perica has called the bill “a disgrace”, saying it will “likely just lead to more tension and conflict. What we need is order, peace and security, not this absurd attempt to ‘secure democracy’ by encouraging war.” His right-wing Monarchist Party (Monarhističke Stranke) supports the re-establisment of Statrica’s monarchy (albeit with a new family) and a stronger central state, which has led him to relentlessly criticise recent reforms by the People’s Party over the past few years.

In the last Presidential election, Perica lost by just 3%, with the the nature of Statrican politics remainiing both polarised and flippant even now, so long after such division first emerged in the aftermath of the Wolfshein Virus which ravaged much of Statrica.

Even the previously unheard of Socialist Party (Socijalističke Stranke) has been making gains in the north provinces and support is building massively according to recent polls.

With an election coming up in just a few weeks, Statrican politics is in a frenzy of excitement and we're all eagerly awaiting the results.

Monarchists Win Presidency, But Assembly Divided

The people have spoken: the October election has delivered a verdict. And yet the shocking results have likely flung this nation into one of the most difficult periods of political chaos in recent years.

With all three major parties — the radical Socialist Party, the devolutionist People’s Party and the right-wing Monarchist Party — all stuck with only around 30% of the legislature each, it’s unclear who will lead the government, even with Monarchist leader Edvard Perica winning the Presidency with a decisive 56% of the vote against the Socialists. They also have almost 38% of the vote, the largest party — though by no means a majority.

Perica won’t settle for anything less than dismantling the People’s Party’s new Statrican state, devolved in countless ways. But without a majority, they’d have to rely on the Socialist Party’s support, who are pushing for massive socialist reforms. The People’s Party — which sunk to just 27% of the vote — is unwilling to compromise with either party and is encouraging the Socialists to support a minority People’s Government, which seems unlikely. Socialist leader Kata Horvat said “The people voted for change: I can’t let the People’s Party take over again.”

Negotiations have been going on for hours now, with no breakthroughs on the horizon. Rumours say the Monarchists are ready to walk out on talks if the others don’t support them for a minority government, an absurd demand by anybody’s measure.

The powerful Provincial Authorities have been very active in negotiations, with the People’s Party’s ‘Devolved Democracy Bill’ — which mandates that the majority of provincial assemblies must support the government — making negotiations even harder.

In the province of Rozna, the Roznan Governor — who managed to win a decisive victory as the Tribal Defence Party, dedicated to improving the rights of local tribal peoples and to “reclaim Statrica from the Dorvish colonial overlords” — has already stated that he will “not allow” the Monarchist Party to remove state rights, and has supported a growing secessionist movement in the province in recent months. Some People’s Party governors have expressed similar views, while the President has already indicated he will “use any means necessary” to keep the country together. With the military now mostly in the hands of the provinces, however, this seems a difficult task.

Experts are baffled and it seems nobody can predict what will become of this situation. All that is clear is that tensions are running high, and if the recent violent protests breaking in small amounts across the country are anything to go by, violence doesn’t seem unthinkable.

Rozna Votes for Independence in Illegal Referendum: Caretaker President Oliver Gregurek Does Nothing

With negotiations still going on for who will lead the next government in the National Assembly, irritation in Rozna -- a province primarily comprised of tribal peoples, who have complained of oppression at the hands of Dorvish colonists' descendants and Statricans in the northern provinces -- has grown massively. Adofo Okafor, Governor of Rozna and the leader of the Tribal Defence Party (Shirika la Ulinzi wa Kikabila, taking its name in a local Asli* language), which only ran in the devolved Provincial Assembly of Rozna, has recently come to support a growing secessionist movement in the region, which is expected to inspire similar movements in neighbouring provinces with similar demographics.

Yesterday, the province organised an illegal vote on independence, which was won by the secessionist movement with almost 70% of the vote. Acting President Oliver Gregurek -- who has been overseeing the caretaker government with limited powers until a new government could be established (a prospect seeming ever more unlikely as negotiations continue to stall between the divided parties) -- said that, despite having the power to intervene, he would be respecting the decision of Rozna and working for a peaceful initiation of the process.

This has drawn a great deal of criticism from Monarchists, with President-Elect Edvard Perica, leader of the Monarchist Party, saying it was "an absolute disgrace nearly worthy of a revolution."

Adofo Okafor has described Edvard Perica, who is of Dorvish descent, as "a colonial fascist who wishes to once again establish a Dorvish monarchy in this great country and continue the oppression of our peoples." It is believed that Okafor is prepared to utilise the Provincial Militia to oppose any attempts to force Rozna to remain in the union, bringing about fears of civil war.

Some Socialists have even openly called for a civil war, saying it will help to overthrow the "oppressive capitalist state", though Kata Horvat, Socialist Party leader, has distanced herself from these calls.

*[OOC: West African langauge, in this case Swahili, as opposed to Statrican which is Croatian: forgive me if it's incorrect in some way, I'm just using Google Translate. (I'm also writing most of the names in English, just for ease, though you can find translations in earlier posts.)

For more info on languages and culture in Statrica, the Wiki details the nation's time before it was a Republic which I'm largely using as a basis for modern Statrican culture. (Basically, it's a former monarchy and a former Dorvish colony with African culture alongside German -- Dorvish -- culture. I'm RPing racial tensions for the Tribal Defence Party's motives.) I've also taken the liberty of painting Statrica as a "second-world" country, so somewhat developed.]

President Edvard Perica Leads Coup as Country is Plunged Into Civil War

After Oliver Gregurek failed to oppose an illegal vote in Rozna for independence, in the midst of a political crisis, Edvard Perica, President-Elect, has led a coup that has displaced the current caretaker government and has now granted Perica -- the new President -- extraordinary powers to deal with the "biggest crisis this nation has seen in years".

Perica has called up the National Military and the Provincial Militias -- of which only Trimavske, Sovu, Prutka and Nece have responded in support, all Monarchist controlled -- to deal with the Roznan independence movement, with the Tribal Defence Party now leading an armed "National Guard" to defend Rozna. Some citizens in Morava have also began a revolutionary movement for independence.

Gregurek escaped with his life and has fled to Socialist controlled Meigafia, where Kata Horvat is leading a Socialist revolutionary force, which has officially declared itself an ally of the Populist provinces under Gregurek, who have also stood up to defend themselves. They are believed to also wish to ally with the Tribal Defence forces, though the Socialist leader Kata Horvat seems to believe that unity must be maintained, saying that "the dissolution of this great nation into nothing but miniscule independent states would be nothing short of a tragedy" only last week.

With the nation set to fall into civil war, this is without a doubt the worst possible outcome. Perica is nigh-on-dictator in the National Assembly, which is totally dominated now by Monarchists. The proposed monarch and their family have been granted a state security detail and taken to an undisclosed location.

This is a period of profound turmoil and change for Statrica, and an event that will no doubt change the nation forever. Who will emerge victorious? And how long will this bloody battle last?

Battle of Sturzela Rages on in Samedza as Socialists Put Down Revolt in Morava

Monarchists move towards tactically important city of Sturzela

Shortly after the brutal Statrican Civil War began in late March, Sturzela, the capital of the province of Samedza, became a key battlezone as the government Monarchist forces attempted to secure their provinces in the north-west against the Socialist-controlled province.

Local Socialist troops, aided by some Populist troops in the east, have taken to using guerrilla tactics to fend off the Monarchist attackers, which had hoped their better-funded, better-armed troops would secure a quick victory. A stalemate seems to be upheld at Meigafia to the south, with Populist-controlled Galevo also reinforcing up the border. A Monarchist assault on the province of Bebrazska last month was mostly unsuccessful as the defensive Populists fired back with missiles secured from one of the country’s few military bases located in the province.

Meanwhile, a revolutionary force in Socialist Morava has been brutally put down, with the ringleaders all executed in a swift attack. This is the most aggressive we have seen the Socialists, with moderate leader Kata Horvat coming under increasing pressure to take more decisive action.

In Rozna, the Tribal Defence Forces have been keen to negotiate with the Socialists in the wake of the more aggressive stance, who have pushed for unity despite concerns of Populist leader Oliver Gregurek. The Socialists can’t afford to lose their allies in the People’s Party but cannot risk a battle with the Tribal forces either.

In the capital of Trimavske, and indeed Statrica, Breznica, President Edvard Perica has made number OJ’s successful attempts to push through Monarchist legislature, reversing almost every major reform made by the Peolle’s Party and establishing the foundations of a monarchy, which would be in place after a Monarchist victory. More significant however is the ‘Security Bill’, which has been accused of limiting freedom of the press — a restriction this newspaper will not be honouring — and establishing strict and arguably authoritarian policies, granting police extreme powers. One notable resident who has repeatedly criticised Perica and accused him of racism was recently arrested and charged with treason, which is now an offence punishable by death. Human rights campaigners have fought against the move, and the individual is contesting the accusation in the courts.

Perica has also recently appealed for the help of Dorvik, Statrica’s former colonial overlords and now longstanding allies, with whom Statrica has had an ancient “special relationship”. Dorvik has yet to take a stance on the issue, fearing conflict on its own borders. But if Dorvik does decide to take a role in the war, will they support the far-right, Dorvish dominated Monarchists? Or will they pitch for the Populist-Socialist Alliance, or even the independent state of Rozna (which has yet to be officially recognised by any government)?

Some have even asked if the World Congress should take a position, though this seems unlikely.

What is clear is that some form of great breakthrough is needed, rose all provinces will be stuck in this stalemate forever, warring states in a power struggle with no victors. What, then, is the purpose of the struggle?

Why We’ve Moved

Since Monarchist President Perica banned all media in Statrica from supporting the Socialist-Populist alliance or the Tribal Defence forces, this newspaper has managed to avoid direct oppression despite rejecting the restrictive laws.

Last week this all changed when our editor Jon Azikiwe has been arrested by the state.

We believe that Azikiwe, our friend and colleague, is innocent of all charges: we have always maintained and independent and factual stance, not a political one, not only on this issue but all issues. This historical principle is not about to change. What will change, however, is the nature of our business.

We have decided to relocate our headquarters to an undisclosed location, and have decided that all staff shall remain anonymous from here-on-in. We recognise that this may sacrifice some transparency, but in the face of oppression we have no other choice.

Sturzela: A Turning Point

A recently captured Socialist fighter is said to have provided key intel to the Monarchists that has led to the arrest of over 100 fighters, with more to come. The intel appears to have named key individuals in the guerrilla Socialist movmemnt, who, alongside stealthy Government moles, have developed a comprehensive list of names of people involved with the Socialist movement. The former governor has already been executed by a Monarchist mob, with none having received any form of punishment. Now, Socialist forces are believed to be retreating to the border — only to be intercepted by Monarchist forces there much of the time.

Arrested troops are likely to face death, possibly orchestrated in mass trials and executions. All have been detained without any legal requirement for release: all have also been sent to the controversial POW camps established by the government, which are believed to regularly flounder government regulations and international human rights law.

Now it is expected the Monarchists will push further into Socialist-Populist territory and towards rozna, though are still tied down by a difficult stalemate at the border with the Meigafia province and the peninsula it is located on. As troops push further onwards, they shall encounter landscapes riddled with Rocky Mountains and high ground in the east, which may mean conflict here will be even more difficult than at Sturzela, where guerilla tactics have led to chaos for government trade and reinforcements.

Populist Leader Oliver Gregurek Assassinated, Populists to Temporarily Come Under Socialist Leadership

Last night, Populist leader Oliver Gregurek was found dead in his camp, with his four guards all murdered. It is suspected that a small group of Monarchist forces managed to get across the border, but it is still unknown. Until new leader can be established, the forces will be led by the Socialists.

Dorvik, Talmoria and Hawu Mumenhes to Intervene?

International attention on Statrica is growing, with the Statrican Civil War internationally dubbed the ‘Statrican Situation.’ Historical colonial overlords and long-term allies, Dorvik, appear to be considering their government’s position after pressure has grown from new liberal party the PFG.

Meanwhile, Hawu Mumenhes and Talmoria appear to be ready to intervene once the situation has been thoroughly debated there, too, with a peaceful solution to the crisis favoured there.

While the World Congress remains silent, it is expected that Socialist leader Kata Horvat will wish to send a message in the coming months. Whether they respond favourably or not, this Civil War is quickly spiralling into an international conflict, and some are questioning if other Third-World countries will get involved too. Bordering nations appear to be mostly uninterested in the war, yet it is still early days it seems.

Mountainside Battle in Bebrazska Leaves Monarchist Forces Devastated

After government forces recently took the Socialist province of Samedza, the government has been cracking down on its opponents with ease. Hundreds of combatants have been captured, trialed en masse and sentenced to death or life without parole of hard labour. Edvard Perica said it was "simply war."

The government is now moving forces into Populist Bebrazska, despite worries about growing power in the Populist-Socialist alliance to the south in Meigafia. While the capital city was easily taken -- almost undefended, though many troops are believed to have integrated themselves into the populace, despite the risks evident as Sturzela --forces have occupied the high ground and mountain range in the north and east of the province. From this height, an aggressive assault is almost impossible, but moving on and leaving these forces would lead to nothing but a quick death for Monarchist forces. Attempts to bomb the mountains have been unsuccessful, and some environmental activists have opposed the measure. In addition, it runs the risk of attacking Lourenne and Sekowo by accident, so it must be used cautiously.

It is believed, according to official figures, that the Populist-Socialist alliance has only around an even number of troops with the the Monarchists, around 1,000 - 3,000 people per province in most areas. This means that positioning and tactics is key, and strategical positions like mountains and coves could be the tool to secure victory for one side.

Socialists to Negotiate Alliance with Rozna

Socialist leader Kata Horvat says she would like to build a democratic, unified state and will work with the Tribal forces to do so. This comes shortly after tensions have risen between the two groups as the Socialists put down an independence movement arming itself with stolen supplies in Morava, inciting aggressive language from Adofo Okafor, Roznan President and Tribal leader.

Oliver Gregurek Funeral Attracts Huge Crowds Despite Security Concerns

Oliver Gregurek’s funeral, which featured the newly unveiled Populist flag* and was publically funded by donations, has attracted crowds of thousands of people, despite concerns the Monarchists would assault the province of Galevo, where this was held.

Military forces guarded the funeral, and security has been on high alert for days. When Gregurek was finally laid into the ground, many faces in the crowd were seen crying. Chants spontaneously broke out: “DEATH TO THE MONARCHISTS! DEATH TO PERICA! LONG LIVE THE REPUBLIC!”

Aleksandar Novac was elected the new Populist leader last week, and is expected to take a more aggressive approach, with anger and fury erupting in many Populist hearts this month. All hopes of a peaceful resolution with the Government is quickly fading: this Civil War is looking to be an increasingly bloody and brutal affair. A tragic day for many, no doubt.

Kata Horvat Speaks to World Congress

Socialist Leader Kata Horvat has appealed to the World Congress to assist in any way possible in Statrica, saying:

Greetings, friends and allies. I come to you today as a commander, a soldier, a warrior, a revolutionary and an oppressed citizen in my own country.

I did not want this role. I was a politician. But Statrica has fallen to chaos. Why? Because when the Province of Rozna voted — illegally — for independence, and our democratically elected, now assassinated, President Oliver Gregurek vowed to work with them for a peaceful solution and recognise democracy, the right-wing President-Elect Edvard Perica led a military coup, and gave himself major powers which verge on dictatorial powers. He has organised mass executions, oppressed the rights of the press, and declared war upon the remaining non-Monarchist majority provinces and forced us to take up arms against the government.

As more and more nations become caught up in this bloody conflict, we ask that the World Congress consider assisting the Socialist-Populist Alliance to defend democracy and peace. We will not lay down our arms until this horrendous government is overthrown.
