Election 4676: Prime Minister announced!

Cise - Ethnic Kepo Kardakas Sergekhovich Kuobakhov, a leading member of the Legislative Council from the Kepo-majority Liberal Democratic Party has secured the support of the majority of the Legislative Council and been announced as the Prime Minister of the Republic of Utari Mosir. Kuobakhov is the first Kepo to be appointed to the position of Prime Minister, succeeding ethnic Utari Uda Unkei from the Golden Dawn party who lost their election in October, 4676 after a tightly contested election. Utari Mosir is largely dominated by the ethnic Utari who are a descendants of modern day Kunihito but influenced heavily by the Kepo people, who are descendants of the Rodshyadam people who founded a colony on the eastern portion of the Dovani continent. While the Kepo are the largest of the Trigunian descendants, there are other smaller groups that have taken up residence. According to a census conducted in September, 4676 the Utari are the majority, siting at around 57%, the Kepo minority increased to roughly 33% with the Hulstro-Dundorfian minority sitting around 10%. A series of government programs underneath the Ostlandic lead State Commissariat of Nord-Carina promoted a growth of the Kepo minority.

The October, 4676 Legislative Council election saw the Kepo-majority Liberal Democratic Party take 91 seats in the legislature with the Golden Dawn party taking 79 seats. The two other parties, the People's Party (Volkspartei) which is largely Hulstro-Dundorfian, took 50 seats and the Social Democratic Party took the remaining 30 seats. It is likely that the Liberal Democratic Party will offer a coalition to the Golden Dawn party as the two parties closely align but rumors exist that the People's Party might be interested in working with the more liberal conservative Kepo LDP to form a coalition. Traditionally in Mosriak politics the Prime Minister comes from the largest party and has to work to build a coalition. In his victory speech the incoming Prime Minister announced his intention to develop several trade hubs focused on major cities across Utari Mosir. His first order of business will be appointing a government, the negotiations, which according to the Prime Ministers' Chief of Staff Tuskulana Uygulaanovna Baannakhova "...are productive and underway..." will likely conclude in November, 4767 after a series of meetings. The Prime Minister noted an eagerness to work with Ostland and other countries, notably those in the Western Dovani Economic Area to develop the countries fledgling economy.

The government of the Grand Duchy of Ostland announced that they would conduct a state visit with the new government of Utari Mosir within the coming weeks to "...secure relations with our northern neighbors and work to better our countries and Dovani."

Cise - Prime Minister Kardakas Kuobakhov announced the new Commander of the Utari Mosir Border Troops (sometimes called the Utari Mosir Border Service) Lieutenant General of the Border Troops Kozato Tsuneyo. The Prime Ministers' announcement came several hours after the formal creation of the Utari Mosir Border Troops before the Legislative Council known as the "State Defense Law of 4676". The move, criticized by foreign governments following its public announcement, is meant to "...provide the people of Utari Mosir with the ability to protect their national sovereignty and to ensure that the territorial sovereignty is not violated." Some critics of the Prime Minister, namely those of the previous government have cited the move to consolidate the power of the former Utari Mosir Army officer. Despite this, the announcement of an ethnic Utari was seen as a "unifying" move by ethnic watchdog groups in the country. The new Utari Mosir Border Troops will be considered a component of the military but will serve in a civilian law enforcement capacity. The Utari Mosir Border Troops will be organized in a light infantry style but will be equipped with locally produced helicopters to cover the vast areas of Utari Mosir. The Utari Mosir State Border Authority, underneath the Ministry of the Interior will share joint command and control with the Utari Mosir Defense Forces of the Utari Mosir Border Troops.

In his discussion with the press regarding the announcement of a new commander for his premier border guards, he also announced that the Legislative Council had approved close ally and friend of the Prime Minister, Talygyr Bytykovich Vasilyev as the Minister of Defense within the General Council. The Prime Minister subsequently promoted the Minister of Defense to the rank of Colonel-General within the Utari Mosir Army and approved his appointment of Mano Natsume as Chief of the General Staff and with the rank of Lieutenant General within the Utari Mosir Army. The State Defense Law of 4676 also officially created the General Intelligence Agency, the collective foreign, domestic and signals intelligence of the Republic of Utari Mosir. The incoming Director of the General Intelligence Agency was announced as Byrkina Omogoyovich Myarikov, a former Utari Mosir Navy Intelligence officer. The act of law also created the National Police Agency which will provide police services across the country.

State Economic Council founded

Cise - Prime Minister Kardakas Kuobakhov announced the formation of the State Economic Council to address a wide number of issues facing the Mosriak economy, notably the absence of major foreign trading partners. The formation of the State Economic Council will give the government of Utari Mosir the ability to coordinate economic diplomacy. The Prime Minister appointed Inai Heiji as the Chairman of the State Economic Council, the veteran businessman has several close ties to Dovani-based businesses and business interest. In his first speech before the Mosriak media, he agreed that the Prime Ministers' plan to expand several ports along the Sea of Carina as well as growing the sole eastern port in Utari Mosir was necessary for the economic success of the country. Inai Heiji welcomed the creation of the Utari Mosir Border Troops, he noted that in discussions with the Minister of the Interior they had agreed to reorganize the State Border Authority which will be responsible for immigration, emigration and customs duties and would have joint command and control over the Utari Mosir Border Troops.

The incoming Chairman welcomed the coming meeting with the Grand Duchy of Ostland in December, 4676. The Chairman stated that the meeting will focus on oil imports, something that Utari Mosir relies heavily upon to continue to function. He proposed the creation of a brand new pipeline that would provide lower cost oil and gas to the eastern portion of Utari Mosir where the country relies heavily upon imported oil and gas from Artania. The pipeline project would reduce costs and allow the government of Ostland to provide fuel and gas across the entire country which is largely divided by sprawling plains known as the Great North Dovani Plain. Despite the lack of mountains the Great North Dovani Plain is believed to be home to areas of vast natural resources and mineral wealth, something that the incoming Prime Minister and the Chairman of the State Economic Council wish to exploit for Utari Mosir's good.

Prime Minister Kuobakhov announced earlier this week that the 235th Motor Rifle Brigade will take up residence in the capital. The 235th Motor Rifle Brigade is believed to be one of the only full strength motor rifle brigades within the Utari Mosir Defense Force. An amendment to the State Defense Law of 4676 permitted only one unit of the Utari Mosir Defense Force to take up residence in the capital. The 235th Motor Rifle Brigade is underneath the command of Major General Duolan Ayaalovich Mylakhov, a close ally of Prime Minister Kuobakhov.

The General Council includes 6 Kepos, 4 Utari's and 1 Hulstro-Dundorfian. Despite promises of having a government in place within a month, the negotiations went on for two months. Officially all the members of the General Council are apolitical appointments. A vast majority of the appointments are along party lines, the Utari are from the Golden Dawn party while the Kepo members are from the Liberal Democratic Party.

Administrative Divisions Reform Law passes General Council

Cise, Cise Prefecture - Sergekh Aydarkhanovich Elesin, Minister of the Interior announced that the "Administrative Divisions Reform Law" had passed the Legislative Council after several years of debate. The ADRL, as it is commonly called, outlines for the first time a dedicated plan for administrative divisions within Utari Mosir. The brainchild of the plan, the Minister of the Interior, called the passage of the legislation "...the first major leap to rule of law in Utari Mosir." The ADRL established a Prefecture and Sub-Prefecture structure. Prefectures are lead by a democratically, directly elected Prefect and a similarly elected Prefecture General Council. Sub-Prefectures are similar to counties in Baltusia or shires in Luthori. Sub-Prefectures maintain a Sub-Prefect who is likewise directly elected and a Sub-Prefecture General Council. Beneath Sub-Prefectures are three classifications: Cities, Towns, and Villages; these are based largely on population. Each one of these classifications maintains a directly elected Mayor and either a City General Council, a Town General Council or a Village General Council. A special caveat in the law grants the Ministry of the Interior the authority to make certain large cities and special areas "City-Prefectures" which grant them Prefecture status. The first of these was directly included in the legislation, the Cise City Prefecture was formed and centralized the overall administration of the Mosriak capital underneath it.

The ADRL also assigns some responsibilities to prefectures, for instance in accordance with the law each prefecture now maintains a locally hired, but centrally controlled police force. The Mosriak National Police will oversee the various prefecture-based police forces. While the MNP headquarters will ultimately have command and control over the local police force, the prefecture police forces will have locally trained and hired police that will have to meet a universal standard set by the MNP overall. This was done to alleviate the high cost of a centralized police force according to Chief of Staff of the Office of the Prime Minister.

The investment from the Dorvish prompted the Minister of Minister of Economics and Commerce, Hara Tsumemasa, to use the funds to open a new headquarters for Utari Mosir Railways in Cise. The investment, which began nearly 2 years ago has seen hundreds of miles of track laid down in cooperation with the Dorvish State Railways and the Dorvish contractors that were brought over to assisting the building of the first major series of railways in Utari Mosir. The first major leg of the project was to connect Cise to the now second largest city in Utari Mosir, Horokeu-kotan which is located more towards central Utari Mosir and sits on the coast of the Sea of Carina. The third major leg of the project, expected to be completed within the next year, will be to connect to the far eastern city of Kisevsk, the second largest port in Utari Mosir and the home to the largest population of Kepo's in Utari Mosir. The Economics and Commerce Minister also confirmed that Cise International Airport was being expanded to accommodate several new terminals and offered them to various airlines for open competition; it is likely that regional airlines will dominate the new terminals as they are reported to have funded 25% of the new terminals but sources remain sketchy on such information. The Dorvish military advisors have expanded parts of Cise International already due to the necessity to train the Utari Mosir Defense Forces on several dozen new types of aircraft, mostly rotary wing. It is likely that the Utari Mosir Air Force will take on the air base following the departure of the Dorvish military advisors. The State Economic Council announced a measure backing 25% of initial public offerings in Utari Mosir following the tumultuous two year limited trading on the Cise Stock Exchange. The idea behind backing will be "shore up" investor confidence.

Social Democratic Party wins landslide, announces reforms

Cise: The Social Democratic Party, previously the second largest force in parliament, has won in a landslide election which saw it grab over 60% of the seats in parliament, blasting away the current Golden Dawn government and pathing the way for a new SDP government to take over. The SDP saw its strongest support within the cities and suburbs of the country, heavily focussing on promises of increased social welfare and a focus on the industrial sector. SDP leader Atuy Ekashiba stood before a crowd of supporters in the capital, thanking them for the support and pledging to further Mosirak progress.

The election win came in light of the Golden Dawn government being blamed for the stagnating economy and poor condition of social services in the country. Furthermore the increased polarization in society between different ethnic groups but also ideological rivals has caused the left leaning and Utari majority SDP to win, but also gave the People's Party, representing minority Hulstrian interests, a large victory with them gaining more then 10 seats and 5% more votes then previous election.

The SDP is now able to govern itself and is expected to do so. A government is likely to be created in the coming months and the first leaked plans, which include nationalizations of the main Utari industries and the creation of a comprehensive social welfare system, have been met with positivity.

SDP Government accelerates industrialization program

Cise: The SDP majority government under Prime Minister Atuy Ekashiba has announced its intend of accelerating earlier plans to industrialize Utari Mosir. The plans, which are layed out in a hundred page document and spread out over the next 10 years, include heavy government investment into the creation of additional industrial sites, subsidies for new industrial companies and the government handing out licenses on public lands at a much quicker rate. The plans had been solidified by a vote in the Legislative Council at the beginning of this government's term and have now been accelarated from the initial 20 year period it should take place in to 10 years now. The hope from the government is that by industrializing the nation can not only progress much faster but could also lift its population out of poverty. Over 20% of Mosirak citizens are living in extreme poverty and 10% more live in relative poverty. It is the SDP its intend of industrializing in order to grow the economy and in turn enact new social welfare programs to lift these parts of the population out of poverty.

While the plans seem to be working as intended and many SDP supporters seem supportive to the program the People's Party, historically standing up for Hulstrian rights, has been critical of the plans calling them a "attempt to move away from traditional Mosirak culture and turn Utari Mosir into a socialist state without traditions or morals."

Since the SDP took office the economy has been steadily growing with a growthrate of over 4% as of now, prompting many to praise Prime Minister Ekashiba for establishing the first real stable government in Utari Mosir since 20 years.

Government Announces Military Reforms, Rumblings in the Ranks

Cise: The SDP government, recently reelected to its second term, has announced a ambitious and daring military reform program aimed at "better representing the Mosirak majority and preparing the military for its role as the protector of al Mosirak people". The reform, aimed at retiring Hulstrian officers and generals in favour of a new generation of leadership from other groups in society, has seen oppossition from the Hulstrian minority and the People's Party that represents it. According to them the Hulstrian people have been "serving Utari Mosir and its people honorably and has made sure that democracy is maintained and both minority and majority protected." According to the Hulstrian minority forcefully removing Hulstrian leadership from the military will, "worsen standings between communities." and "Push our people in the wrong direction." There have already been reports of some generals being unwilling to step down, with fears of possible defections against the government if it pushes on with its plans.

Haukist and far right Hulstrians have used the insecurity surrounding the subject to sow hate and division, setting up Hulstrian communities against their Utari neighbours. The reform also includes the introduction of new Mosirak recruits and possible modernization of the ground forces. But with most military leadership still being of Hulstrian decent many wonder how these reforms will take shape and if they will have consequences to the created stability in Utari Mosir.

Dayu-Tatarov to form coalition

Cise - The Social Democratic Party and the Liberal Democratic Party, each representative of their people have agreed to form a coalition following the July, 4917 general elections in which the Social Democratic Party took 93 seats in the Legislative Council, following by the Liberal Democratic Party which took 90 seats. The Haukist, often considered far-right, People's Party took 40 seats and Golden Dawn took 27 seats in the Legislative Council. According to political experts it is likely that Golden Dawn will provide support for the new government, to be lead by Yuuma Dayu and joined by Luchok Tatarov, the leader of the Liberal Democratic Party as First Deputy Prime Minister. The election comes at a time when the Utari economy is reeling from decline, the continued debate over Kamphon and rising unemployment throughout the country. The coalition agreement provides for a near equal number of seats within the General Council, the composition of the General Council was announced as follows:

A number of inclusions in the General Council have notable backgrounds, incoming Minister of Social and Religious Affairs Tikhon (Tisha) Chichkanov is one of Utari Mosir's leading animist and has called for a spiritual revival of animism in Utari Mosir, the traditional religion of both the Utari and Kepo peoples. Minister of Health and Social Affairs Kishi Sawao has called for a radical overhaul and implementation of universal healthcare throughout Utari Mosir to address structural inequalities in access to healthcare. According a report published by the former government, the leading cause of death for 57% of Mosriak's is access to standard preventative medicine. Sawao worked as an administrator and chief executive officer of a Sekowo-based healthcare program in Cise and remains committed to working to improve healthcare access to all Mosriak's.
