Before members of the Supreme Committee, Khan An Cong announced his intentions to improve the economic and militaristic standing of the Khanate in response to both domestic issues and external issues. According to the Khan, the nation's deep dependence on agricultural activities cripple the economy in the event that said agricultural activities were to be halted due to either natural disaster or an unnatural occurrence. He instead insisted that the Supreme Committee, with his guidance shift the nation's economic activities from agricultural to industrial business. The Khan stated that with the development of factories and workhouses, the Bianjie economy and its respective people will see an increase in activity and general growth.
Chairman of the Supreme Committee, Tan Yazhu was not short of supporting the Khan's request for a government push for the industrialisation of the nation. Posterior to the Khan's general address in economics, Chairman Yazhu addressed the Supreme Committee, calling on the opposing parties to support the Khan's request.
It is understood that we must never ignore nor question the requests of the Khan nor must we never question his dominance. It is understood that within the constitution, the Khan does not have to request our permission to implement national and local reforms, but due to his kindness of heart he has allowed us establish the democratic proceedings we exercise today. I call upon the opposing parties to support the Khan's request, not because you are obligated to, but because it will bring positive change to the nation.
Apart from economic reforms, the Khan has proposed stringent militaristic leaning reforms with the aims of reviving the prowess of the armed forces. The proposal outlined the renaming of the armed forces from the Royal Bianjian Armed Forces to the Royal Bianjian Armed Protection Service signalling a change from an offensive posture to a defensive military posture. The Khan stated that he wanted to model the Bianjian armed forces around the Kazulian Kongeforsvar (Royal Defence Force).
Apart from this the Khan announced his intentions to increase security within occupied territory of Dogodama amid threats from the Utemban King to retake the territory and enslave the Bianji population. The territory of Dogodama was taken from Utembo during the initial conflict between Utembo and Bianjie. Under the Khan's decree, a military administration was established and was placed under the direct control of Brigadier-General Cheng Jie and the 1st Dogodama Brigade (consisting of 5,000 soldiers). General Cheng Jie stated that he intends on defending the sovereignty of Bianjie in Dogodama. Currently, life in the occupied territory has been hard as it is being reported by the Human Rights Foundation that citizens of Bianjie are beginning to displace Dogodama's local population in a resettlement scheme, however, Chairman Yazhu denounced these claims as being Utemban propaganda.
