PM Bawn: expect extensive constitutional reforms

Newly-elected Prime Minister Cody Bawn has told the public to expect major changes to the New Englian constitution during his first major public address as head of government. The outlined reforms would result in New Englia being split into two subdivisions along the ethno-linguistic lines. Kilani-speaking residents, who generally identify as "Kirlawan", are concentrated in the northern part of the country they call the "Ardtailte" and will have a devolved assembly with powers to form educational, cultural and social policy with a significant deal of independence from the national government. For their part, Englians also will have a devolved assembly with similar powers. The national government will remain in charge of foreign policy, defence and maintaining a number of the public services and works that require cross-community cooperation.

The reforms are part of the coalition agreement between the PM's Liberal Party and a number of smaller groups, alongisde the Kirlawan nationalist party Inár Lámha ("In Our Hands"). The election results meant that neither the traditional parties of the centre-left nor centre-right could form a coalition, leaving the various Kirlawan minority parties in a position of power. Inár Lámha, a Hosian socialist party which has historically supported Kirlawan separatism, broke the political impasse by agreeing to form a government with their political rivals on the condition that sweeping autonomy was granted to a devolved Kirlawan assembly.

Inár Lámha has won a surprising majority in the regional assembly of Ardtailte, the country's majority-Kirlawan subdivision. Lead by a controversial former comedienne, Caitlin Ní Maotháin, the party managed to amass stunning levels of support in rural areas and smaller towns while more moderate parties won support in the city of Ardubh/Ardue. Ní Maotháin will become the region's first female First Minister and is likely to cause trouble for the federal Prime Minister, Cody Bawn. Bawn and Ní Maotháin agree on little and their parties have only ever united for brief initiatives aimed at empowering the country's Kirlawan minority.

The party is ideologically Hosian-socialist and ran on a platform of Kilani-language revitalisation and significant infrastructure development. It ran without allies in the election, competing against the centre-right and centre-left factions that ran better-financed and less controversial campaigns. Regardless, the moderate groups struggled to recover from a devastating debate in which Caitlin Ní Maotháin blasted her opponents to raucous applause from the audience. The Inár Lámha leader's sharp jabs and quick wit lead to a poll bounce that was further propelled when the centre-left grouping fell into a sudden, chaotic leadership election during the campaign because of internal divisions.

Ní Maotháin: Kilani to become North's sole official language

First Minister Ní Maotháin has announced that her government will be pursuing a policy of official monolingualism in the autonomous region of Ardtailte, comprising most of northern and north-western New Englia. While Luthorian will remain an optional language for students, the sole language used for all devolved and local government purposes will be Kilani. Everything from road signs to government briefings are set to be affected. The Ardtailte region comprises about a third of the nation's total population and was already drawn along linguistic lines, though 20% of the population remain Luthorian native speakers.

Ní Maotháin has not shied away from controversy in her short period as the North's devolved leader. Her championing of the Kilani language has undoubtedly increased divisions on a national level but is not the only issue on which the First Minister divides opinion. Ní Maotháin has made no secret that she seeks to work closely with the Aurorian church on matters of welfare reform and social policy to ensure that 'changes we make in our government remain true to our region's cultural values'. Her party, Inár Lámha ("In Our Hands"), has made no secret of its Hosian-socialist views in the past but many had expected a less blatant approach from the First Minister.

The constitution of New Englia permits the two autonomous regions, Ardtailte and South Englia, to create their own independent policies on issues of cultural importance. While this has been interpreted to include full rights to language policy, politicians in the south and the north have condemned the decision as 'fostering an environment of disunion' within the country. Prime Minister Cody Bawn, who has seen his approval ratings slide in recent months, was among those that promised to take the matter to the nation's high court. First Minister Ní Maotháin is adamant that this is a devolved issue and is unlikely to back down, even with a legal challenge in the near future.

High Court rules in favour of Kilani language laws

The High Court of New Englia has ruled in favour of the regional government of Ardtailte in the case surroundings its Kilani language laws. The laws, which make Kilani the sole official language in the northern region of New Englia, had been challenged on the grounds they would lead to discrimination against the 30% of residents who speak Luthorian as their first language. The High Court, however, stated that the constitution grants the regional government full devolved powers to legislate on cultural issues including laws around language usage. The court rejects arguments that the law would damage other civil rights afforded to citizens according the constitution, with a 4-3 decision on the matter. Supporters of the case against the Ardtailte government have warned of a 'mass migration' out of the region and of increased cultural divisions within the nation. Federally, First Minister Ní Maotháin's party (Inár Lámha) has no pathway to a majority but will likely top the next electoral poll. The centre-left and centre-right also cannot form a government in their own rights, leading to two possibilities. Either the centre-right and centre-left would unite to prevent a Inár Lámha from getting federal power, or the party could get so close to a majority that its opponents cannot stand against it. Opinion polls put Inár Lámha's coalition at around 30% in the polls, the centre-right at 36% and the centre-left at 24%.

New Englia to send Kilani Women with "Téir Abhaile" to FOMAT

New Englian group 'Kilani Women' will represent the country in its first ever FOMAT participation. Their song, "Téir Abhaile" (translation: "Go Home") is a folk-inspired, Kilani-language track that was showcased live on broadcast television this afternoon. Kilani Women were formed six years ago and have had a number of hits in the Kilani-language charts. The song is entirely in Kilani, which has led some Luthorian-speaking New Englians to take to social media - calling for a bilingual version of the song to go to FOMAT or for the country to send Kilani and Luthorian music in turns to represent both communities.

The region's First Minister, Caitlin Ní Maotháin, used the press conference to make the case for her party on a state and federal level, pointing out that the event was handled by local people without much help from the national government. Election results pave way for Kirlawan-led, populist government

The federal election results have set the stage for a new government, with the Kirlawan-led 'New Direction' coalition in the driver's seat. The group defines itself as anti-elitist and open to high levels of public spending. It holds conservative issues on cultural issues and considers New Englia 'a rightfully Hosian nation'. New Direction campaigned in the north as a defender of Kirlawan interests and in the south as a force for social change. The centre-right stressed unity between the Kilani and Luthorian-speaking communities as the centre-left presented itself as the pragmatic voice in New Englian politics. Ultimately, the New Direction alliance won the most votes and seats (49 out of 120) but eleven seats short of a majority in its own right.

The centre-right grouping in parliament was hit hard by the election, losing their majority and likely to enter coalition. Government to make major road and rail investments next year

The government has announced intentions to fund a multi-billion pound project to modernise the New Englian road and rail systems, with a particular focus on rural areas that currently have poor transport links. Financed by a mixture of borrowing and newly-increased tariffs, road throughout the country will be fixed and upgraded and a number of new connections will be made. Poor-quality infrastructure has long been an issue in New Englia, particularly in rural parts of the northern region of Ardtailte. Many less economically developed towns and villages have few jobs available and few businesses opening up, meaning that residents often have to travel to a larger town in search of work. Due to the deficiencies of the current rail network, and the low rates of car ownership in many working-class households, it can be extremely difficult for people in the region to find jobs they can commute to. According to some researchers at Ardue City University, upgrading the transport links between these working-class towns could significantly decrease unemployment and improve the living standards of local people.

The project's high costs have caused concern among some political pundits, who note that the returns on investment may take decades to materialise. Members of the opposition have pointed out that the short timescale allowed for the project means that a significant amount of congestion will be caused, as many roads will be closed for extended periods of time.
