New Englia asks international community to stop sending potato famine aid

A potato blight has wreaked devastation across the Onglian community Central Province

Yesterday afternoon the international press corps were invited to a press conference at Lucas House, the seat of government, where they were addressed by Rafe Shevington, the Lord Protector, Bernard Grobbam, the Foreign Minister, Alban Fowler, the Minister of Agriculture, and Octavian Petley, the Minister for Onglian affairs. To their stunned amazement, for what may be the first time in centuries, they heard the government of a third world nation requesting the international community to stop sending aid.

In Central Province, the Onglian community is heavily dependent on growing subsistence crops, particularly potatoes. For decades, Inglians have been complaining about this, urging that the land should be used instead to grow "cash crops" like coffee and chocolate, which could be exported abroad to earn much-needed foreign currency. However, the Onglians who cultivate the land have always rejected this, insisting that "living off the land" is part of their way of life, and distrusting the idea of having to work with the exploitative Inglian merchants who control New Englia's agricultural export trade.

This year, however, the potato crop has failed, and hundreds of thousands of Onglians have found themselves forced into poverty, with many believed to be either starving or on the brink of starvation.

However, the government has refused to intervene to help these communities and has released a number of disparaging statements about them, such as accusing them of being "lazy" and "feckless", and insisting "the free market must be allowed to correct this situation in its own way" and that "any attempt to flood these communities with resources would only worsen the problem by giving them an excuse not to modernise their ways". Alban Fowler, the Minister of Agriculture, has even said "a few Onglians going hungry for a few nights would be a small price to pay for forcing them to abandon their inefficient and backward peasant ways", and told one foreign journalist: "We told them not to grow potatoes, and they did it anyway - so what can they expect of us?

Bernard Grobbam, the Foreign Minister, accused "well-meaning foreigners from the promiscuous liberal countries" of "not understanding the stubbornness of the Onglian peasant farmer" and "failing to appreciate that the Onglian peasant only learns from his mistakes by being allowed to suffer the consequences of them - that is the only way". Lord Protector Rafe Shevington said his government had "no plans" to ban attempts to send overseas aid to Central Province at this point, but warned that "the aid that is flooding in is only making things worse" and that "if it goes on much longer or gets any worse, our authorities will have to intervene".

In the evening, it was announced that 7 Istalian volunteer aid workers had been expelled from the country on the charge of "spying and attempting to undermine the stability of the state". It is believed the workers had been responsible for taking photographs of children affected by the famine and of giving interviews to journalists about what they had witnessed. They claim they demanded an interview with the Foreign Minister before they were expelled, and that when this was granted, he told them they should "stop taking pictures of things that aren't happening" and that "if you were taking the right pictures you would have been okay but you pushed us too far".

Beiteynu sends freighter to New Englia bearing food and arms

This morning under the cover of darkness the Beiteynuese merchant vessel Bronstein sailed into a small fishing village bearing 1,000 crates of imported food donated to the Beiteynuese merchant marine by the Union of Reform Synagogues for shipment to the famished Onglians along with various surplus K98 rifles, MG 42s, and 4 howitizers plus 900,000 rounds of ammunition in order to organize an armed revolt. Among the people aboard the Bronstein was a notable dissident and paramilitary officer Patrick Flynn who had been forced into exile for acts of violence against the current regime. Two other ships carrying Beiteynuese volunteers willing to fight for Onglian liberty also landed at the village.

Following weeks of failed negotiations between the New Englian government and representatives of Onglians farmers in famine-hit Central Province, the government has sent in troops to quell an uprising by the Onglian Liberation Army and seize control of the agricultural land from the Onglian farming co-operatives.

The government had insisted that the Onglian farming co-operatives were responsible for the famine, because they grew subsistence crops like potatoes rather than profitable "cash crops" like coffee and chocolate. On the other hand, farming co-operatives were reluctant to change their policies, partly because they saw subsistence farming as part of their way of life, and partly because they distrusted the Inglian merchants who control New Englia's agricultural export trade.

The government was insisting the farming co-operatives surrender control of the land, so it could be run along more profitable lines by Inglian-owned agricultural corporations, but the farming co-operatives resolutely refused, vowing to fight rather than give up an inch of field.

To begin with, the government sent in the New Englian Constabulary, but it soon became clear they were not up to the task of putting down the revolt. The farmers, closely working with the Onglian Liberation Army, then seized control of Hulnew City, hanging the mayor, the local police chief and several other unpopular local officials, and declaring the "Free State of Kilana". To this, the government responded by sending in heavily armed troops who, as we speak, are rampaging through Central Province, shooting at all suspected resistors and raiding Onglian homes pretty indiscriminately.

More controversially, the government has evicted all famine relief and famine relief aid workers from the region, asserting that the aid "is only fuelling the situation" and that "arms and explosives are being smuggled in amongst the aid".


Foreign governments accused of "fermenting terrorism and rebellion"

Foreign Minister Bernard Grobbam has blamed "the Terran Liberal Elite" for "undermining New Englian society by fermenting terrorism and rebellion, giving succour and direct support to those who would murder us all in our beds as we sleep". He pointed the finger particularly at Beiteynu, a country he accused of having "warmongering intentions" and "being a prime source of the armaments supply the Onglian Liberation Army has acquired".


Lord Protector invites "respected and impartial Istalian observers" to tour of New Englia

Responding to sanction measures and public criticism from Istalia, Lord Protector Rafe Shevington has commented he is "disappointed and pained by the lack of understanding for our situation in countries like Istalia" and has announced he has invited "12 respected and impartial Istalian observers to visit our country on a tour, so they can see for themselves what the conditions are like here, what the challenges are that we are facing and how the government is addressing them".

The attention of the international media was initially sparked by this, but it soon became clear the proposed plan was not anything that would be likely to carry any weight with the Istalian government or any other foreign critics. All of the invited "12 respected and impartial Istalian observers" are apparently members of the Amici di Nuovi Englia (Friends of New Englia), an Istalian group which in effect is a front organisation for the New Englian government.


New Englia only sends limited aid to Perica

It is no secret that the New Englia government is sympathetic to Edvard Perica's struggle to retain control of Statrica and would like to do more to assist him, but due to the situation in Central Province, only limited extra support has been offered in response to Perica's call for more help. However, amongst the extra support has been included the dispatch of the Onglian Landmine Clearance Team, a poorly-paid and poorly-trained army regiment. In the past, the New Englian government has received international criticism for its use of this regiment, with the accusation being that the lives of these soldiers are put unnecessarily at risk because they are not properly prepared to take on the dangerous tasks they are given.


Transcontinental Rail extension to New Englia postponed

Building work on the extension of the Transcontinental Rail extension from Delagogesa to New Englia has been postponed as result of the security situation in Central Province. The security situation, combined with the government's increasingly poor international reputation, is raising questions in some quarters about whether the extension will go ahead at all.

Beiteynuese Troops arrive in The Free State to aid Liberation Forces

This Afternoon 22,000 infantrymen, 89,000 APCs/Heavy Tanks, and 400 Heavily armed fighter jets from the Beiteynuese Defense Forces landed in the Free State in a show of support for the struggle against the government of New Englia. General Nathan Cohen, the commander of the 10th army corp has been authorized to size control of the border in order to contain the enemy. Fighter groups 110, 123, and 911 have received orders to conduct recon in the skies and if provoked strike a will. No mercy is to be shown towards military aircraft in the area. It is not yet certain whether our efforts will be victorious.

The Beiteynian landing/invasion wasn't agreed between us, and isn't in line with what I was planning. The plan is for this particular revolt to be put down pretty quickly and brutally. Although there will be further insurgency campaigns later on.

I'd be delighted to work with some Beiteynian arms/equipment/aid etc getting through the Inglian quarantine to the rebels in Central Province, but not a fullscale incursion like this.

Really enjoyed your RP with New Englia btw, it's just that for the big stuff, we need to talk it through first :).

OOC: My suggestion is to edit it and replace it with a post (doesn't have to be long) about sending in arms/supplies/etc. to the Onglian rebels, and some of them managing to get passed the Inglian quarantine.

Onglian uprising crushed

Onglian rebels vainly trying to hold out in Hulnew City

The Onglian Liberation Army (OLA) uprising in Central Province has been brutally crushed, leaving over 3000 Onglians dead, including 23 of their leaders, who were all publicly executed in Hulnew City, which they had declared the capital of their short-lived "Kilana Free State". Thousands more have been left injured, and many more have had their homes and belongings destroyed or damaged. The army went from home to home, searching them and turning them over fairly indiscriminately, searching for suspected OLA fighters and OLA weapons caches.

Lord Protector Rafe Shevington thanked the army for what he called "the fine professional job they have done, fulfilling the objectives of their mission whilst keeping civilian casualties at the lowest possible level".

However, the Onglian Civil Rights Association (OCRA) has fiercely disputed this claim, calling the army's actions "an act of pure and unnecessary murderous savagery". Their criticisms of the conduct of the campaign have been echoed by a number of non-government organisations and even by some elements within the established Church of Engles and the ruling National Party. Charles Panshawe MP, who is regarded as the leader of the liberal faction in the National Party, demanded a judicial investigation into the military action, complaining that "there is so much evidence of wrongdoing that we cannot simply brush this under the carpet". However, his motion was defeated by 69 votes to 23. He then attempted to block the government's bid to prevent the seizure of the Onglian's farmland and its redistribution to several Inglian-controlled agricultural corporations, but was again defeated, this time by 58 votes to 34.

OCRA has denounced the seizure of Onglian land as "a gross injustice and a theft", but Agriculture Minister Alban Fowler defended the move, arguing it was "the only way to modernise our agriculture, give those people a viable economic future and prevent the repeat of another famine".

The OLA has issued a statement vowing "to continue the armed struggle against the illegitmate New Englian government" and appealing to the international community "to recognise that the only long-term solution to the troubles in this country is the complete dismantlement of the Inglian state".


New Englia demands extradition of Uinseann Mac Giolla Phádraig from Beiteynu

Following the mass execution of its key leaders, the shadowy Uinseann Mac Giolla Phádraig is believed to have emerged as the new Chief of Staff of the OLA. Phádraig is known to have been present at the Battle of Hulnew City, where the OLA tried to fight the army to the bitter the end, but he somehow escaped the net and evaded capture. The government has claimed he has fled to Beiteynu, where he is attempting to quietly raise funds and organise arms deals. The Foreign Office is demanding his immediate extradition from Beiteynu, although most observers believe Beiteynu would be unlikely to hand him over, even if he is in their country.


Yeudish synagogues forced to join police register

Beiteynu's suspected sympathy for the OLA has resulted in the government passing a new law, approved in Parliament by 61 votes to 31, requiring all Yeudish synagogues to join a police register and be subject to regular police checks. Lord Protector Rafe Shevington described this as "hopefully only a temporary measure, but it is necessary for our security". New Englia has a very small Yeudish community, mainly concentrated in New Indrala, the capital city.

Many of the Yeudis resident in New Englia are comparatively wealthy, and have thus far identified more with the Inglian ruling class than with the Onglians, but rising anti-Yeudism is beginning to encourage a shift in attitudes.
