I would argue, Ambassador Millar, that any Act of a legal Government would supercede any previous Act, as no Government should be bound by a previous one. Since the Istalian and Baltusian Governments have chosen to implement an Embargo against Vorona, an Embargo I recommend ALL nations consider enacting, then we believe this overrules any existing agreements.
No nation in Terra is above the law, but their is no international law regarding Treaties. If a Government violates the terms, their is no international body or Court to act. When the terms are violated, I suppose the Treaty is void, or at least the nations involvement or signature within or on the treaty or organisation is. This is even more important if the Treaty itself does not stipulate any penalties or response to a violation of any articles contained within it.
Luthori has personally contacted the Merela democratic Party of Vorona and the Democratic Yeudish Party of Beiteynu, to no avail on either count. On the matter of Bianjie and Utembo; given the comments and request of Representative Mushambazi for the Security Council to authorise a ' co-ordinated and massive bombing of its cities and military installations,' we are lead to believe that a Peacekeeping Mission is essential, to retain the status quo, not to favour any single Third World nation. Furthermore, we oppose the call to censure Representative Mikkonen. He has the right to raise any issues he feels necesarry once given the floor by the General Secretary.
Representative Zhelan, Louise Dougall, the Luthori Ambassador to the Security Council, is drafting a Peacekeeping Resolution as we speak. I can confirm that Luthori is minded to intervene, and see the World Congress intervene, to stop any enslavement or genocide by any nation, as we currently believe the Government in Utembo plan to undertake such operations, and we stand opposed to this wholeheartedly.
