Istalian citizens internated in Vorona!

I retourned to the World Congress to denounce Vorona which is acting against our citizens to blackmails my Nation demanding that our Parliament will vote against the introduction of more sanctions against Vorona. We are ready to hear any proposals, it is what it want this Organization, right? But we cannot assure you that we will not prepare our forces in Baltusia and we really hope that this Organization will decide as soon as possible.

Golda Manstein, Baltusian Ambassador to World Congress and the Security Council:

We are extremely concerned to hear what action Vorona is taking against the citizens of Istalia and the Federal Republic of Mordusia - both long-time allies of ours.

We support both countries in calling on Vorona to drop these actions immediately or face the consequences of their blackmail attempts.

Furthermore, we can confirm for those nations that do not know that Istalia has long-established military and naval bases in our country. Similarly, we have military bases in Mordusia and have recently sent several battalions of troops there along with several craft from our navy to carry out joint training exercises with Mordusia.

What we need now is no rush action or warmongering especially since the responsible public persecutor has not yet made a formal accusation. We need to carefully analyize the situation and need also to value that any judicial decision will surely be influenced by political games.
We are not in a kindergarten where hurling insults at each other or warnings will help in any way. Quiet and patient diplomacy is needed. What about a neutral third nation which would be given a mandate by the General assembly and the security council to meediate between the two nations?

"Good afternoon ladies and gentleman, it is the opinion of my party and our plan for our government that we need a serious reform of the World Congress, notably the Security Council. It became very apparent that over these past few Security Council sessions that the current situation with the Security Council is untenable. We cannot allow it to continue. We have countries that are elected to the Security Council and fail to uphold their duties to the Security Council and more importantly the protection of the International Order. We need to introduce new mechanics to allow the World Congress to function better, it is simple fact. We cannot allow the world to stand idly by anymore.

What we propose is permanent membership for the Security Council. We would have 5 Permanent Members, with a mechanic for the Security Council to remove a permanent member in the case of their failure to uphold their duties and a mechanic for the General Assembly to remove a permanent member of the Security Council by majority vote. These 5 Permanent Members should reflect the respective continents, with the exception of the former colonial nations who are too young to be involved yet in permanent membership. The General Assembly is the true authority of the World Congress and we cannot allow this organization to fail. I demand that the members of the General Assembly step-up and work to build a new stable International Order."

While the Dorvish Social Nationalist Party Representative's intentions are admirable, I wonder how we would choose permanent members? I note on the Seleyan continent the battle for Seat C is near on neck and neck. It would seem harsh to exclude one over the other in perpetuity when both frontrunners are active - hence the flexibility of Seat E for the best runner up and regular elections to keep the competition fresh.

Having said that, I heartily agree that more needs to be done to step up action in the General Assembly and will work with my esteemed colleagues to ensure this organisation takes effective action, when and where necessary, against rogue states. And, I urge all parties to alert this body to potential dangers around Terra and not just leave it to Istalia all the time.

This World Congress has managed to fight back against those who advocate slavery. However, there is another large issue that this esteemed Assembly has not dealt with. This is the problem of child labour. To subject children to tough working conditions at their age is deplorable. There are several nation who are barbaric enough to legalise this practice. Two in particular we would like to name - Mordusia and Pontesia Seluciana who provide the same or less regulation as adults for children respectively. However there are also some other interesting names amongst the other fourteen nations. One of these nations is the international moral warriors Istalia. To lecture the World Congress the way they did, whilst having Child labour legalised is abominably hypocritical of them. We would ask of all nations who currently allow this heinous practice - most notably Istalia - to ban it immediately. Otherwise they are indeed no better than Vorona.

I believe the representative from Kanjor needs to be careful when drawing comparisons between child labour and slavery.

Surely with the correct regulations in place this can mean anything from a paper round to working in a fast food restaurant during college holidays up to unrestrictive and irresponsible underage working in a dangerous environment?

In the case of Istalia, a quick glance at their law suggests the government policy concerning child labour is to allow it but with additional regulations to those of adult labourers. I am sure this is a reasonable situation.

In response to what the Honourable Leader of the Nacia Socialisma Partio of Zardugal has to say, I agree that there is a necessity to distinguish between child labour and slavery, however child labour at its worst is a form of slavery, and whilst we recognise that children can work for the reasons you clarified, that is not what child labour fundamentally is.

The precise definition of child labour is: "the use of children to do work that should be done by an adult." Now, do we want to subject our children to this? Or do we want to stand with the future of Terra and not wear down our children. If another country forced a child from your nation to work for them, they would be furious - so why should they force children into child labour in their own nations.

In regards to your Istalia remark, with this definition set in place, and this is the definition of child labour, no form should be permitted by any country. In Istalia's case we were mainly pointing out the hypocrisy of their nation. The country's we should concern ourselves with first are Mordusia and Pontesi - who have policies worse than nations such as Davostag, an historic civil rights abuser.

Finally, why wouldn't we want all our children to have an education. In Pontesi these child labour laws go hand in hand with legislation that says that school is voluntary. Shouldn't the World Congress be assisting in Pontesi to help make sure all children receive an education? Can this body do something beneficial for once, as opposed to declaring war on countries with policies that they don't like? These are all issues that we need to address, otherwise the necessity and point of this organisation will yet again be pulled into doubt.

I thank Mr Allaid for his further clarification. I am still wary over the exact definition of 'child labour' in this instance. In the absence of a specific law on child employment, I would suggest that a child labour law with further regulations could, in fact, mean something like: a child can only be employed when they reach a certain age, in certain sectors for a certain number of hours and with extra welfare protections. I would be interested to hear what other interpretations there are on this as we seek clarification.

That said I most whole-heartedly agree that a country that has laws in place which seem to promote unregulated child employment of any kind as an alternative to education are exposing young people to exploitation and that should be addressed.

Estimed Representatives of the Terra nations,
let me respond to the Kanjorian ambassador showing the Underage Employment Regulatory Text with which Istalia regulated the matters and let me introduce you the part of the text on limitations and safeguards for minors involved in the workplace:
- Only minors who are at least 14 years can enter into working world, but when it is cultural, artistic, sports, advertising and entertainment industry working activities, minors of 14 years old can work but only with the written consent of the parents and with the authorization of the National Labour Inspectorate.
- Minors can not perform jobs that potentially could arrest the full physical development
- Minors can not perform jobs classified as dangerous and high intensive.
- Minors can not perform jobs classified as high responsibility.
- To minors is prohibited carry out the work at night from 23 to 7 o' clock unless it is a cultural, artistic or sports activity and the work does not exceed midnight, but exceptionally and for the strictly necessary time, they can be used for night work in cases of force majeure which hinder the operation of the company, provided that such work is temporary and does not allow any delay, adult workers are not available and are granted equivalent compensatory rest periods within three weeks. The employer must also give immediate notice to the National Labour Ispectorate.
- Minors must be guaranteed a rest period of at least two days a week, if possible consecutive and including Sunday. The minimum rest period may be reduced for justified technical and organizational order, but in no case be less than 36 consecutive hours. The rest periods may be interrupted in the case of activities involving periods of split or short duration work in the day.
It also foresees the possibility to grant the weekly rest also on different days from Sunday to minors employed in working activities of cultural, artistic, sports or advertising or in the entertainment industry as well, with exclusive reference to adolescents, in tourism, hospitality or catering.
- To be able to start to work the teenager has to undergo a medical check before to begin and to regular check during the work period.
- Maximum workingtime 8 hours/day for those minors which have finished their school courses gaining a professional degree.
- Maximum workingtime 6 hours/day for those with no professional degree.
- Maximum workingtime 6 hours/week for those involved in school-working world cooperation programs.
- The job, if out of schooling programs, shall not interfere with school courses and with the child right to the study, but these minors can follow home schooling at the request of the parents and with the consent of the National Inspectorate of Education.
- The provisions of the UERT does not apply to teenagers (>14) employees in occasional or short-term jobs concerning domestic service in the family and performance of work not harmful or detrimental or dangerous in family businesses.


(OOC: sorry if you in the original text you'll find some errors, I paste and copy the several articles and I forgot to do some changement for the bill :P)

As already explained by the Zardugal's ambassador, a thing is the exploitation of child labour, another thing is a resonable, intelligent and pragmatic way to deal with such a matter, a way which, as you can read, protect the minors and protect their right to the study.
But furthermore, this regulations doesn't force the minors to work but determine in what cases they can work and with what kind of conditions.
We don't think that this text encourages the exploitation of the child labour, the allowed cases are very far from child of few years obliged to work in a mine or into a factory.

However, Istalia would be glad to cooperate to join an international moratorium against the exploitation of the child labour.
