Below are the archived discussions of the 10th General Assembly Session, which lasted from 4249 to 4265.

Kanjor thanks the Representative of Selucia for his clarification. However, could it not be argued that Istalia's positioning of troops could be viewed as the same thing? If we put aside the terrorist attack for a moment, I think that it is clear that Istalia have always had a slight government biased in these talks,
and the placing of more troops could be them trying to stamp out the ideology of the coalition.

Kanjor would request a statement from the Istalian Prime Minister on the matter that extends further than the condemning of the terrorist organisation and the mobilisation of troops. We would hope the Prime Minister would be able to comment on the matter, pre, and post attack about potential bias within the talks on Istalia's part.

Kanjor sends its congratulations to Rildanor who have won a place on the Security Council, replacing Baltusia. To think that they had just 3 votes fifteen years ago is quite remarkable. Their movement has really given a voice to Terran nations who want change. Well done Rildanor!

On behalf of Rildanor I thank you, Mnsr. Allais, and your government for your dedicated friendship and alliance. Rildanor is lucky to have friends to our south, and we shall do our utmost to represent you and your interests with more grace and dignity than you and the rest of Seleya have perhaps become accustomed to in the previous Council session.

To that end, I pledge to the members of this austere body that Rildanor, along with our friends in Dorvik, will now represent the interests of sovereignty in a body which has shown no respect or understanding of that concept for some years.
Rildanor's first act of business, in an effort to bring transparency to this body which has been abused by oppressive interests, is to present the following resolution for your consideration. Once the members of the General Assembly have had time to voice their thoughts, it will be brought before the Security Council for a vote.

The Security Council of the World Congress,

NOTING that for some time the members of the General Assembly have been denied their right to review and comment upon resolutions prior to their official submission for vote in the Securit Council,

RECOGNIZING that the World Congress is a vessel for the will of Terra's manifold nations, and that the Security Council bears a responsibility to represent the interests of those multiple nations, regardless of their own disposition toward the interests of the various states,

RESOLVES that upon passage of this resolution, all future resolutions shall be considered invalid and void unless they are first presented in the General Assembly chambers for open comment and debate, and allowed to sit in debate for at least 18 months (OOC: 3 days RL time). After such debate period, the bill may be presented to the Security Council for official consideration.

Just to informe the Kanjorian representative, with as usual is ready to take critics position against Istalia, the Istalian troops arrived in Badara to defend our humanitarian staff as well as all other istalians who were in Badara and, if my estimate collegue is missing it, were hunted like animals. 237 istalians part of the humanitarian mission have been slaughtered and still there are someone that accuse us to fueling the conflict when in effect no stance were taken in Istalia on the matter and no one of the istalians soldiers received any order about the supporting of the Badaran Government.
And I can say to you Mr Allais, wherever there are istalian citizens in danger, it is the duty of the Istalian Republic made all its efforts to help them and obviously we don't need the authorization of Kanjor or no other nation, also because it is clear that the international community is useless in case there are citizens of some nations endangered by this or that regime or criminals organization.

After this, could the Ambassador Allais show to the Assembly what Kanjor did or how contribute to solve this conflict, a part give its usual biased description of the events? Istalia, with clear unbiased position in this war, acted first of all for the victime of the conflict, the refugees, and we will not apology to have bring aid to these desperate.

Then, if this body want give credit to the usual vomiting world of the Allais Ambassador and identify a mission send to rescue our citizens persecuted and slaughtered by a bounch of terrorists as a military intervention, well... this Assembly will insult itself and first of all will insult the memory of the hundreds of victimes which with their committment it is sure that they were doing even more than this Organization for the Badaran civilians.

We ask to Kanjor to retire its allegations about Istalia has part of this conflict with its troops on the field ready to fight and any allegations for Istalia as responsable for the current situation of the conflict. My nation invited the parties involved to a ceasefire and to talk, and with an ignoble act we have been slaughtered and murdered, we did only our duty, no more.

Now... the death of so much innocent people, if could seems "weird" for this august body, has extremely touched all the Nation, all their representatives and officials. Given the fact that here also the innocent deaths are used as a political instrument to be used against us and all form of dignity seems desappears, the official Government Istalian delegation for the moment have no more time to spend facing the filth in which is fallen this body and I think that the Istalian Government will be also too much busy to bring back home its last citizens from Badara to spend time in furthuer useless and insulting debate. Istalia already presented its proposal of resolution into the Security Council, but given the proposal made by the Rildanorian Ambassador, we express our perplexity: when this resolution will be approved, maybe there will be really few refugees to rescue.
Doesn't import the international issue which the WC will be called to solve, but the proposal from Rildanor simply will slow down all the process and will paralize this organization which will be no more able to take measueres in a reasonable time, also if all the SC members showed to be hyper active. This resolution will institutionalize the immobility which conquered this Organization.

We asked for the Prime Minister not the Deputy Ambassador. We all know what the Deputy Ambassador is going to say - the same old tat. Kanjor would request a more experienced and influential voice in the prime legislator of your country.

Furthermore, we only requested a statement - there was no need for the Deputy Ambassador to get quite so flared up. Yet again, it appears, the Istalian Delegation are trying to whip up conflict.

And as for their rejection of Resolution 28, how power hungry can you get? You don't want the World Congress to do what it was originally designed to do? Look, you've lost your bed pal Baltusia, I get you are probably quite upset about that, but that does not allow you to stand in the way of giving countries the right to discuss the proposals that will effect them.

How fitting that Ms. Lacazetti of Istalia should condemn Rildanor's most recent proposition as leading to paralysis in the Security Council and then simply leave the chamber, as if to highlight Istalia's disdain for open discussion and transparency.

There is no doubt that it is to Istalia's benefit that a slower pace and a more careful deliberation on Security Council resolutions never be allowed, it is Istalia which has used the Security Council time and again to grant itself and its allies the unprecedented "international mandates" which they claim are behind their imperialistic campaign in Badara and their abortive campaign in Vorona. Their attitude toward the Kanjorian delegation, who, steadfast, stood alongside the poor people of Vorona in the face of international aggression, is unsurprising. Kanjor has represented the defeat of the Istalian agenda for nearly a decade, and now must face the brunt of Istalian frustration. To my friends in Kanjor, I say, "press on, Rildanor is with you!"

Ms. Lacazetti, were you here, I would have said to you - your Istalian troops were sent to Badara only to defend your "humanitarian staff?" Your "humanitarian staff" were there on a mission of subtle manipulation in the first place! Are we to believe that Istalia sent agents into a war zone and expected them to remain unmolested? We are not so stupid, and no one believes Istalia so naive. It is impossible to see the "humanitarian staff" sent by the Istalians to Badara as anything more than human sacrifices, despicably deployed in order to fuel the fires of war and create a casus belli for Istalian invasion.

Such treachery is nothing unexpected from the Istalians, who were so willing to blockade and starve the people of Vorona, halfway around the world, how could they be expected to ignore an opportunity to invade a country on the brink of joining the MRSF? It is precisely due to situations like this that my proposal are so important - if the situation in Badara was so severe as to warrant action on the part of the World Congress, that action should be given due time and quarter for deliberation among all the nations of this Congress. If the Istalians, or any nation of the Security Council, should wish to use the World Congress' name in order to justify "humanitarian missions," it should be able to do so only after just and critical consideration amongst all members of the World Congress.

Kanjor is pleased to see that Vorona are currently set to outlaw slavery once and for all. We are thankful that this melodrama is over, and are glad that other nations weren't stupid enough to begin military action, though at times it seemed almost inevitable. Assuming that this bill does not go the same way as the Federalist Party's, which we feel is most likely, I would call on all nations to retract sanctions, and begin treating Vorona as a normal, functioning nation again.

Honourable representatives of the General Assembly,

I am here on the invitation of Tomas Allais, Kanjorien Representative for the World Congress. I have encountered a main question that is being asked over and over again: ‘’In what way is Istalia responsible for the chain of events in the Badaran civil war and was the response on it justified and correct? ’’ Allow me to explicate the course of events in the Badaran civil war from Istalian point of view:

It all started when the government of Badara and the opposition party Quwwat Almuhafizin Almutahida and the MARINE armed group, together known as the Coalition, picked up arms and started fighting each other for power over the nation. At first, Istalia decided not to involve itself in this war, since it was a conflict between the Badaran people. However, when the death toll rose horribly fast, the then government of Istalia received a message from the government of Badara, in which they requested aid for the population of Badara, which had been suffering for more than a year by then. Let me be clear: the government of Badara never requested military aid against the Coalition, but humanitarian aid for the Badaran population that was heavily traumatised and impoverished since the war began. This operation was entirely Istalian, with no involvement from the WC whatsoever. This was because Istalia knew it was capable of sending much resources and personel within a short time. If the Istalian government would have organised a WC-organised humanitarian aid mission, it would have probably turned into an underequipped, unorganised group of volunteers created by sour isolationists like the Kanjorian and Rildanorian delegation. What I am trying to say is that Istalia does not need a mandate from the WC to send humanitarian aid in war zones. We are perfectly capable of doing so on our own.

After much debate within the then government of Istalia, a humanitarian aid mission was created to help the suffering people of Badara. The plan passed parliament quickly and two months later the first ships reached the Badaran soil. Approximately 700 aid workers had been installed in Badara and created several refugee camps. Along with the aid workers was a small security force to ensure the safety of the workers and order in the camps. This security force was very much needed since the refugee camps were still in a nation at war. To better protect the camps, the peacekeeping forces of Istalia created ‘safe zones’. These zones were perimeters around the refugee camps where no arms –accept security forces’- were allowed, and from which armed militants from both sides were actively excluded to remain peace within the zone.

The war continued, and the number of refugees grew faster and faster. The then Istalian government, with President Maggi as Head of State, invited both sides to negotiate a possible peace in the WC building in Romula. As a neutral nation in the war, Istalia was going to moderate the talks. The Istalian delegation was headed by myself, as representative of the Istalian government, and President Maggi as overseer. The first days of the negotiations went a little stiff, which was understandable, since the Coalition had to make their demands clear to the Yeudish delegation, whom they chose to be their representative instead of directly negotiating with the Badaran government.

On the eighth day of the negotiations, in the night/early morning, the Istalian delegation negotiated with the delegation of the Badaran government to formulate their demands for the upcoming negotiations with the Yeudish delegation. While the meeting was going on, an armed man in elite MARINE uniform infiltrated the WC building in Romula where the meeting was held, and killed several security guards after which he made his way to the Main Conference Room. The doors of the room opened and the room was filled with the sound of bullets breaking the windows. Two security guards and the Minister of Foreign Affairs of Badara, Abu Bakir Sharik, were killed instantly.

*Inhales* … *sniffs*

I dove under the table, and was shot in the shoulder and hip before my chief of staff jumped in front of me and got hit in his chest three times. The man shouted: ‘’The negotiations are over! Long live the king!’’(referring to the leader of the Coalition). Then the gunman started to shoot in the direction of President Maggi, hitting her in her shoulder as well, after which he was neutralised by security agents. The whole drama took no less than a minute, but it put a clear mark on the further events.

After the attack, deputy Prime Minster Tutti received message from the Coalition that Yeudish forces were moments away from invading Istalia and doing ‘whatever they desire’, as well as videos of hanging Istalian soldiers and aid workers in raided refugee camps. Later that night, the Istalian embassy and the BNC headquarters in Badara were attacked as well, killing dozens of others. The Coalition claimed responsibility. It became clear that they used the ceasefire to prepare an international terror attack to create chaos and murder innocent lives for political gain. Tutti ordered the evacuation of all aid workers in Badara, as well as the fortification of refugee camps in Badara, to protect the peacekeeping forces and refugees from the Coalition’s militants.

*Silence* … *takes a sip of water*

A total of 237 relief workers were killed that day. Innocent people who meant to do no harm to anyone, were brutally slaughtered and hanged like felons. Hundreds of Badaran refugees were killed as well, and their corpses burned. The weeks after the attack, the Coalition started to point their anger towards civilians instead of the Badaran government, using explosives to destroy residential towers and throwing dead corpses on the streets to sow fear under the survivors.

The Istalian government immediately proposed resolution 28, branding the Coalition as terrorists and mandating military actions against terrorism in Badara, IF the civilians were not harmed. This resolution was meant to put to justice those who attacked us at our very center of unity: the WC headquarters in Romula, and to restore peace in Badara for the population who had been suffering for way too long in an endless war that turned into a political genocide. However, the resolution did not pass due to immobilisme of the members of the SC. The resolution was later condemned by other nations in the General Assembly, which I find very worrying. A resolution to protect innocent civilians against terror imposed by a terrorist group with no decency or humanity whatsoever set aside and branded as ‘imperialism’ or ’fascism’. Honourable representatives, what is wrong with helping other humans in need? Istalia acted in a sense of empathy with the Badaran people. Unlike certain other nations in this world, Istalia is not going to stand by and watch people suffer while it can help. To brand those humanitarian actions as ‘fascist’ or ‘imperialistic’ is utterly disgusting, but most of all, very deplorable. If you want my word, then here you have it: As soon as peace in Badara is restored and the Coalition stopped, Istalian soldiers will go home immediately, because we have no business in Badara other than stopping the Coalition and protecting the Badaran people from their monstrous acts, since the Badaran government is not capable of doing so since it needs too many resources fighting the Coalition.

As I look into the future, I hope the SC will pass through the new version of Resolution 28, condemning terrorism all over the world instead of one single act. I hope the general stand-by-and-behold attitude towards humanitarian disasters will change, and I hope most of all that we as WC will be able to protect more people from terrorism in the future. I want to make clear that Istalia has never operated under the name of the WC, and that all actions from Istalian side were responsive to vicious acts of terrorism.

Furthermore, I propose an official WC request to the International Post-War Aftercare Organisation to give aftercare as soon as the Badaran civil war is over, so Badara will not stay in this endless spiral of destruction.

Ms. el-Nouri, forgive me if I question your labeling those of us in the World Congress who find the actions of Istalia suspect "deplorable" when it is you who so openly decries the supposed "Yeudish forces" set to invade Badara. It is anti-Yeudism like this that is deplorable - I had hoped for more respect in these chambers, but I suppose, as they say, when in Romula, do as the Istalians do. Perhaps you intended to imply that Beiteynese forces stood poised to intervene in Badara, but you would do well to note that Beiteynu is a multicultural nation, and your remarks do nothing but further the stigma of Yeudism already terribly prominent across Terra.

In any event, you do nothing to counter my most recent remarks, wherein I pointed out that Istalia could certainly hardly expect anything but what occurred to your "humanitarians" after you so callously acted in sending personal and armed troops into a warzone and delineated "safe zones," all while recognizing that you need not even answer to this World Congress to do so. Istalia acted unilaterally, deployed nearly a thousand men and women to an active war zone, deployed armed forces, and expected that the side opposed to their presence would do them no harm? And expected that this World Congress would support their nonsensical interventionist policies simply because you and your meddling president got your comeuppance at the hands of an oppressed people? No, it would seem far more likely to Rildanor and to the nations who elected her that Istalia instead sent "humanitarians" in as human sacrifices, people meant to entice the Coalition into attacking so that Istalia might garner support for intervention.

We need tarry only a moment on the irony of what occurred in Romula - Istalia seeks to bring "safe zones" and "neutrality" to the shores of Badara and Vorona and cannot even guarantee the safety of the highest level dignitaries in its own capital.
Why should this body lend you and your delegation any credence at all in regards to the efficacy of militaristic approaches when your first attempt was squandered by Kanjorien refusal to be bullied and your second attempt was so spectacularly unsuccessful? It would seem Istalian intervention is oh-for-two in bringing stability and two-for-two in creating chaos.
