OOC: true. I was going to use that as way for Hyperion to step in fully, because Jung would still be an idiot.
And also, the Republicans and Democrats still won big in the north and south respectively, even though they both basically started the civil war.
And also I would assume there is a period that they have to be held for processing, so that news post was during that time.

In light of the ongoing civil strife, and the fact the Civil War is no where near coming to a conclusion we are urging the Dalibor Government to agree to the deployment of a World Congress Peacekeeping Force, a Peacekeeping Force Hutori is prepared to not be a party of if the Dalibor government does not wish us there, to enter into Shanghui and aid in ending the conflict before more lives are killed and displaced by this never ending destructive conflict. If Dalibor were to approve we would create the Resolution within the Security Council and move for its immediate deployment.

Thank you, Ambassador, for your statement.
It is good that even in times of strained relations we ask first for diplomacy and not violence. I would also like to apologise for the vehement way we defended our rightful property. I have spoken to Prime Minister Jung Li-chi on your offer. If it is allowed, Cyphrus Security will offer all available protection. However, *holds up the lastest addition of the "Hyperion Star News"* I feel there is much trouble still to come.

The State of Indrala seconds the motion from the Ambassador Winters on behalf of Hutori. We need to create a state of peace so that aid can get into the hands of the innocent victims of this senseless conflict. If Prime Minister Jung refuses access to the World Congress Peacekeeping Force, we urge the global community, including Mr. Scott, to support international intervention nonetheless. Now is not the time to continue to condemn from the shadows.

Kalopia would be honoured to assist any World Congress Peacekeeping Mission in Dalibor. This we believe must be carried out, regardless of Mr. Jung's answer. However, any task force sent to Dalibor must remain neutral, and should not favour either side within the conflict.

The only side this mission must favour is the one of the people of Dalibor. All the involved forces must lay down their arms. Whoever will attack the forces of this mission will have to face the conseguences.
We really hope that the Government of Dalibor will show itself cooperative, if not, in case of remove of the current political power, we propose that the World Congress assumes a temporary administration of Dalibor until the elections and the formation of a new national administration.
We would like express all our concern about the elections recently organized in Dalibor, considered as heavily influenced and plagued by form of exclusion for individuals and political organizations.
We want also express our concerns about any deal which will allow the paramilitary forces of Hyperion to remain on the island, considered as highly turbative of the democratic process.
We would also express our concerns about the economic and financial influence the Hyperion could have on the future elections. However we will have the time to discuss about it.

Despite the fact that the Kommunist Party cannot proposes to replace the official representative of Dorvik, especially when we recognize the Government of Dorvik as expressiobn of a majority formed by regurlarly elected political forces into a good democratic frameworks, we cannot avoid to express some concerns about some of the complaints expressed by the Kommunist Party of Dorvik, especially the military programs and the influence of third actors into the dorvish democracy.
For the latter, we can only hope that never extremism or the will of a minitory could harm the democracy in Dorvik, but for the former, despite we cannot clearly express a condamnation, it would be pretty hypocritical of us to condemn Dorvik, the recent debate on this matter is pushing even more Istalia to work to present as soon as possible what we already proposed, a form of international supervision on programs and arsenals in which the world's nations could work also to establish limits and non-proliferation agreements.
Among democratic nations rather than condamn, we think will be more useful to cooperate, especially in such delicate matters.
