Fuat Akinci, Jakanian Ambassador to the World Congress

My government has instructed me to report the rising ethnic tensions in Kalopia. Leading figures in the ruling Reform Party have made several ominous remarks about the Turjak minority in the country. We ask that the World Congress address this urgently before it turns into "just another Kalopian genocide" In a country as divided as Kalopa, mere fighting words can turn into the most appalling ethnic cleansing in a jiffy. We have a moral and legal duty to prevent acts of genocide from happening and should condemn the rhetoric of the ruling party which has evoked humanitarian horrors such as mass deportation, de-recognition of citizenship and denial of political representation for minorities. Never again!

The Jakanian Government are vastly overstating the facts, and are failing to recognise the development of the scenario since the provided article was produced. Let us put some facts right. Firstly, one member, Mr Ajax Costa, called for mass deportation of Turjak Nationals. This is not, nor is intended to be party policy. Two. We keep maintaining that Turjaks have citizenship. We are confused by the Representative's claim by this as neither Reform Party Leadership, nor anyone in the party as far as we are aware, have called for the de-recognition of citizenship.

Their third claim that we will deny minorities political representation is the biggest lie they could have possibly brought to the Assembly. To begin with, Siphinans, Majatrans, and Istochniaks are all minorities in Kalopia, but we challenge them to prove that do not support them fully. In fact all but one of our leaders in the history of the party has been a Siphinan. Our position with the Turjak population is that they have full power to take part in the political process as citizens of Kalopia. We just do not view Turjaks as a native ethnicity to our country, rather a group of people who have immigrated here. We are getting a lot of stick for leaving the Turjak translation out of official translations for our Nation's Official Title - that is in fact how this all began. But I want the House to ask itself what would be the point of Istalia making Egelion an official language? Or Kazulia making Canrillaise an official language? There would be none. The same applies in our scenario.

As students of genocide know well - the denial of citizenship of members of a hated minority is almost always the first definitive step towards genocide. It is shameful to hear the Foreign Minister himself deny the citizenship of millions of Kalopians of Turjak descent who have resided in the country for countless generations and are as native born as any other Kalopian. This dangerous rhetoric coming from the highest diplomatic officer of the country is exactly the kind of thing Jakania's worried about. We have taken reasonable measures to try and prevent this and ask that the World Congress do the same.

Its is irrational for a government to call itself a representative government when it refuses to respect the cultural backgrounds of said nation's ethnic groups, whether they are minorities or not. Where it pertains to Mr. Ajax, it should have been the responsibility of the leadership of Mr. Ajax's party to move swiftly in condemning his exuberant statement and in a similar manner they should have made it clear to the international community and those involved/affected by the situation that the views of Mr. Ajax, were clearly not the views of the respective party. It should not matter whether they have immigrated to Kalopia or whether they are native, the Kalopian Government should have made it clear that they intend on championing the interests of its minority groups through alternative avenues which do not causes tensions within the nation. In Kazulia to curb tensions and favouritism, although we mandate that all individuals learn Kazulianisk and Luthorian as these are the languages of interaction and commerce within our nation, within our education system, the choice to learn other languages mainly the eastern languages is optional but sometime mandatory due to our geographical position and the fact that we believe that through education in said languages we enable our educated citizenry to have professional interactions with persons from their surrounding region in an attempt to bring down the previously established language and cultural barrier.

For Leader of the Reform Party to label their Turjak minority as "enemies of the Kalopians" and "not their friends" is irrational and irresponsible and should have been followed by an immediate apology. It is truly up the Kalopian Government as to whether they wish to maintain a friendly relationship with the Federal Republic of Kazulia.

With respect to the decisions made by the Jakanian Government, the mobilisation of troops to the border of Kalopia, although backed by the premise of "defending Jakanian citizens" will be seen as an aggressive move. Without opening the channels for a diplomatic discussion to the issue, the Jakanian Government decided to escalate the already intense situation to near conflict levels. In a similar manner It is truly up the Jakanian Government as to whether they wish to maintain a neutral relationship with the Federal Republic of Kazulia. Might I remind both parties that with the rise of fascism internationally and within their immediate region, the fact that both nations would rather seek to grow further from each other instead of growing closer against the rise of fascism, is irrational. If the Jakanian Governments and the Kalopian Governments do not de-escalate the situation, the Federal Republic of Kazulia does not intend on repeating its demands for a diplomatic solution throughout discussions and cooperation.

The government of Zardugal is similarly concerned about the mobilisation of troops, now on both sides of the Kalopian-Jakanian border, and the irrational actions and rhetoric surrounding this escalating situation. An issue like this can not be resolved satisfactorily while soldiers are pointing guns at one another. We therefore urge, with all urgency, that both of our Majatran neighbours take steps to stand down their armed forces and then diplomatic channels can be more effective.

We also urge our allies in Istalia and Cobura - both now Security Council members - to step up to help resolve this issue, which could have repercussions for Majatra as a whole.

It is really concerning, and also sad, to see such a situation, again, blow up in the heart of Majatra. We clearly understand the concerns of the Government of Jakania for the fate of millions of Turjaks in Kalopia and indeed we invite the Government of Kalopia to take a really democratic and tollerant stance toward the Turjaks, which were present in Kalopia also when Istalia established long time ago its protectorate, since many many times before this ridicolous diatriba. Those born in Kalopia from people born in Kalopia, indipendently by their ethnicity have equal right to be fully considered citizens of Kalopia.
To be frank, after so many centuries if not millennia of history, really there are still ethnicities which pretend to be considered REAL KALOPIAN while the other should be considered as the last comers? We are talking about people whose ancestors lived in Kalopia since the begin of the modern and contemporary era!
We can understand that there are maybe some enmity due to the recent Turjak military junta, but what the Government of Kalopia thinks to solve fueling the hatred and the ethnic tensions?
Why the Governments and the several regimes of Kalopia still continue to fuel such divisions and boast their ethnicity as the better and the only with right to be in Kalopia?
After so many millennia, by now, no ethnicities can demand such a thing, but, indeed, any single ethnicity should be celebrated by Kalopia, because the nowday nation of Kalopia, a veritable explosion of culture, art and knowledge, a unique mix which generated the current kalopian society, has been created thanks to the interactions, the exchanges, the melanges between these culture, including the Turjaks.
And, in the end, do you really want continue to blame someone, to blame millions of children, without fault if not to be born in Kalopia from Kalopian citizens? Or we should understand the declarations of some radicals kalopian as based on racial discrimination? This would be simply unacceptable!
Kalopians, Siphinians, Wantunians, Turjaks and so on... they all are simply human being and kalopian citizens, stop! This is the only thing to be considered.

But then, about the measures adopted by the Government of Jakania, Istalia invites Jakania, in the name of the long lasting cordial relations between our nations, to stamp out any solutions which involve the armed forces in favor of the diplomatic solutions, because, and that's for sure, Istalia, and I think we can talk also in the name of all the Security Council, is fully supporting the protection of the rights of the turjak kalopians and we will all the possible to defend their rights and their safety.
But, as well as that's for sure, Istalia will do the possible to avoid a new conflict in Majatra and if necessary we are ready to ask to the Security Council to organize a mission to be deployed along the borders of both Jakania and Kalopia to avoid any military escalation.

We are also ready to host a Conference where to debate of the condition and the situation of the Turjaks in Kalopia and to find the best solution, but, the best solution for the Turjaks in Kalopia, we think this should be the first thing to be considered.

For all this reason we cannot but welcome and thanks the Governments of Zardugal and Kazulia for their statements.

Kalopia is more than happy to come to the table with any nation that may wish to discuss whatever they wish. We maintain that we have no blood on our hands, but are willing to listen and discuss what other nations would like, and then see if we can act upon it or not. The first example will be in the 4331 Elections, where the Homeland Party (the Turjak Nationalist Party) will not have any restrictions to running a full campaign, and will undoubtedly win at least some seats in the Grand National Assembly.

We do however believe that this has rather unfairly be slanted against us. As the Istalian Representative brought up, Kalopia still remembers the Turjak Junta of 4307 to 4314. What some Representatives may not realise is that Homeland Party is the very same pro-Turjak party that has returned to the foreground of Kalopian politics, following their leader's release from jail (which this administration had no part to play in). Say the Hulstrian Party reformed in the United Crowlands of Hulstria and Gao-Soto, with the same beliefs as before. This would be frowned upon by the World Assembly, and indeed they would be the party that is condemned. However, it does not appear that the chief orchestrates of a military junta, a junta that they themselves described as "bloody," seem to be viewed at fault at all.

To address the Kazulian Ambassador, perhaps the language that the leader of my party has chosen to adopt is not what would be seen perhaps in these halls, but that does not mean it does not reflect the anger of the people that a certain group of people can demand so much, and expect to get it, regardless of the disadvantages placed upon the vast majority of the country. For example, Honourable Ambassador, Helgeland, were the Mikokuzin advocating for expanded rights over the rest of the country, would that be fair for the Kazulians? No. It would be a preposterous idea, and that is what we are trying to say here. Are we saying that Turjaks should be discriminated against, or deported, or shot? Of course not. We are saying, however, that a Homeland Party government would be a lot more dangerous for Kalopians, Siphinans, Majatrans, and Istochniaks, than a Reform Party government for the Turjaks.

The Jakanian border deployment is not directed at aggression towards Kalopia. Rather we are assessing the risk of genocide realistically and want to be ready to act in the interests of self-preservation should the Kalopian rhetoric turn into words. The irresponsible Kalopian officials carry on inflaming passions in the populace yet we note that the prime issue seems to be Jakania's domestic arrangements. This shames the World Congress. Ask yourselves, if you had a neighbour who had had a dozen genocides in the past century, would you not act with alarm when such neighbour begins acting the way our neighbour is doing? Jakania remains committed to building strong ties with Kalopia but we cannot sacrifice our humanitarian principles just to keep Kalopia happy and free to act in a way that will negatively affect the region and Terra.

So it appears that Jakania has said no to talks. Do they have so little faith that they are not willing to take us by our word? Once again, Kalopia is open to debate with other nations, and especially with Jakania in order to iron out these misunderstandings, and positions. We are willing to listen to them, and I would hope they would be willing to listen to us. I will bold and clear now. Do Jakania wish for talks to commence under the guidance of an Istalian delegation, as expressed by the Istalian Ambassador, or will they keep digging their heels in?

While the anti-Turjak comments were made by only one person in the Reform Party, i would like to remember WC nations that every democratically elected government should consider itself the representative of all citizens within that state; not only their own electorate. While Cobura is not seeking to comment on internal Kalopian politics, we urge all parties to respect cultural diversity and, if elected, protect ethnic minorities. I also want to add that both Jakania and Kalopia have the full right to deploy troops on their side of the border, provided it is still on their national territory. However, the Coburan delegation does not deem a WC security force on that border the proper solution to this problem, since the conflict is not expected to escalate quickly and this way we want to encourage both nations to initiate communication between governments.

Furthermore, we encourage the Jakanian and Kalopian government to initiate talks (moderated by the Istalian or Coburan delegation if preferred) to promote communication. Let me state that neither the Jakanian government or the Kalopian government has done anything wrong, but to prevent this diplomatic struggle from escalating in the future, we believe that such talks are vital in coming to a solution that suits both sides' needs and ensures that both nations can engage with each other in a mature and professional way.
