We must stop nuclear proliferation at it's core; we cannot allow states that have a historical of radicalism and extremism to have nuclear weapons. The World Congress has stayed quite for far too long, we unilaterally must condemn the Solentian government for their efforts in developing nuclear arms. We move to immediately call for an international task force to sanction and force stop any nuclear-based activities."

Dear members of the General Assembly,

my government is flabergasted that another member of this world congress starts to exclude members of this high house by adressing just the "August members".
We are also surprised by the claim "we cannot allow states that have a historical of radicalism and extremism to have nuclear weapons." Solentia has a longer history of democracy and moderate policies than even the country of the representative speaking and is committed to continue to spread freedom and democracy. Solentia, unlike many othet countries, has a constitutional court which protects and widens the rights for all our people and which effectivly checks and balances out government power.
Solentia, again unlike many other countries, does have codified rights for the oppositon, which gives the opposition enforcable opportunities to check and balance the government.

Finally, there is no intention to develop any nuclear weapons, because we already posess them. (OOC: I am just creating a little uncertainty here). All other programms have been in development for over 20 years now and are close to being finished and we intend to do so.

Mr General Secretary,

Whilst we agree with the need to prevent nuclear proliferation amongst rogue nations and applaud that notion, we are somewhat sceptical about the Dorvish ambassador's intentions here. His country has a recent history of trying to interfere in Majatra to suit its own agenda rather than to promote general peace and stability. The interference in the Deltarian civil war and Dorvik's recent attempts to disrupt travel in nations in the west of the continent by issuing false security alerts about my nation, being two such examples.

We must also ask whether a country that recently tried to ban certain democratic opposition parties through thinly veiled state defence and protection legislation, or one that believes socialism to be authoritarian and that communists be imprisoned, is suitably objective? Or, indeed, is a Dorvik where parties have collaborated to elect an ethnic supremacist and anti-Yeudish State Chancellor really in a position to brand another nation radical and extreme?

So when Mr Freisler talks about putting together an international task force without as much as a chance for Solentia to state its case, we wonder if it is another attempt to force the Dorvish agenda and an attempt to bring a regime to heel to suit its own political needs. We would, therefore, ask that the Security Council pay attention to the comments made by the Solentian ambassador and take these into account alongside our concerns before compiling a resolution that could have a profound effect on the stability of Majatra.

Finally, Mr General Secretary, I am instructed to say that If this heads in an unsatisfactory direction, or if we as much as hear the jack-booted march of imperialism heading towards Majatra, we may well be forced to intervene in order to protect the integrity of our continent.


(OOC: Please note, we fully comply with the Mod's decision some weeks ago that a whole host of nukes could not be sent from Vanuku to Solentia so that should not be used by any party IC in response to this. Simply put, our response is down to a cooling of relations with Dorvik, as well as Vanuku looking to flex its considerable muscle in its back yard.)

Wilmer Lundquist, Kazulian Ambassador to the World Congress

It would be appreciated if the Vanukean Ambassador focused mainly on the situation at hand; that being the fact that a rogue possibly possess weapons of mass destruction. He should not be engaging in fostering petty skirmishes across the board as there are more pressing matters to attend to. His decision to move away from the topic at hand to centre his attention onto an an issue that has no correlation to the previously mentioned situation only accentuates the amount of care the Vanukean Ambassador has devoted to the situation, especially a situation within the region he purports to "protect". His attention should be focused on resolving the issue not attempting to foster micro-arguments between the various representatives. If it is clear to him that his previous concern is an issue, it can be ironed out in another forum however as it stands, this is not the forum for that. A response is not needed as it would generate an unnecessary and wasteful tit-for-tat.

The Federal Republic of Kazulia believes that the incumbent regime peddling the development of weapons of mass destruction within Solentia has been in power for more than a decade. Its veracious appetite for aggression coupled with its manipulative methods are the driving force for its unwarranted and irrational actions. The nation's construction of border walls, its introduction of various strict security measures can only be presumed as an attempt by this regime to either (1) hide internal matters from the international community or (2) subtract itself from the international community as a means of focusing on unwarranted acts. It's isolationist views cannot be seem as simply a government that simply does not intend on interacting with the world around it. The presence of chemical weapons within Majatra is not simply an issue of Majatran Affairs, but it also involves the international community. The possibly exchange of these presumed weapons could lead to their appearances in various regions of the world.

It is thus the proposal of the Federal Republic of Kazulia to form a World Congress cited Investigative team to be sent to Solentia to investigate the scope of Solentia's nuclear programme in its entirety and report to the World Congress on its progress and intentions. We believe that once information is extremely clear to us, a thought-driven decision can be made collectively by both the General Assembly and the Security Council.

We are deeply committed to peace and order, especially with our neigbours, that is the reason why we passed in the Senate a declaration of friendship between Solentia and our neigbours (http://classic.particracy.net/viewbill. ... lid=560470). We are also in close contact with the Istalian government and see ourselves as their valuable ally in though times and to further forster understanding and peace we intend to invite all our neigbours to a joint summit meeting, because it is our neigbours we care about. Both points are included in the declartion of friendship. We are also with all our neigbours in peace treaties, something which the Kazulians never do.

We are also most suprised by the tone of the Kazulian amabssador and condem the principle that Majatran Conflicts are to be solved by outside forces, especially in a country which is bordering Istalia. The final goal of Kazulia is to posess a slave state next to Istalia and Vanuku which would give them a massive strategic advantage over both powers that's why they bring it up now. I would also like to reflect on a few things:

1. It was not Solentia which invaded Kalopia and threatened Solentia with war.
It was Kazulia.
2. It was not Solentia which bombarded Deltaria and tried to start a war between Jakania and Kalopia
It was Kazulia.
3. It is not Solentia which is creating chaos in various int. affairs at the moment.
It is Kazulia.
4. It is not Solentia which posesses enough non-conventional weapons to destroy terra.
It is Kazulia.


Finally:
" incumbent regime": The Solentian government was elected according to the last election result. An election result no party challenged before our constitutional court. A right the Kazulian parties even do not even have.
"Its veracious appetite for aggression"+" It's isolationist views": On the one hand we are isolationists but on the other hand we are agressive: Which way is it?
" that simply does not intend on interacting with the world around it." We have passed several treaties with our neigbours and built transit terminals which allow the more efficent flow of goods and services through Istalia. That is meaningful cooperation
"manipulative methods " To what is the ambassador refering to?
"(1) hide internal matters from the international community " How can we hide anything with a border wall or stricter security measures when we last year recorded the highest amount of people transiting through Solentia thanks to our investement in efficent transit stations?

Mr General Secretary,

We welcome the Kazulian Ambassador's proposal to investigate the issue further at this stage in a rational fashion rather than take the initial heavy-handed approach suggested by Mr Freisler.

However, we must take issue with the point the ambassador makes regarding there being no correlation between our concerns about Dorvik and the matter at hand, because it is absolutely relevant to the current situation. If Dorvik wishes to play the role of world policeman and condemn other nations for being rogue and radical it needs to be from a credible platform.

Right now Ambassador Freisler's country is run by a white supremacist who is pushing through isolationist policies - the very kind of thing Solentia is being accused of! So, the General Assembly must see why the Republic of Vanuku is concerned that Dorvik is trying to lead this action because it is not driven by a rational man's agenda.

That must be taken into account, as well as the fact that Dorvik has tried to interfere in Majatran affairs on several occasions recently and has form for destabilising the continent. In regards to the present matter, Dorvik's gung-ho approach has already forced the Solentian government to propose a law of non-co-operation with the World Congress thus seriously exacerbating the situation. To discount these facts is naive in the extreme.

In terms of Solentia, we take a neutral view and will not pass judgement until the facts have been established.
Because of our neutrality, our proximity to Solentia and substantial knowledge of the situation, we insist that Vanuku is heavily involved in any investigation that this organisation resolves to undertake. We will be taking this up with Majatran Security Council representatives in Istalia and Cobura to ensure a satisfactory resolution.

As outlined before, Solentia is prepared to enter into negotiations with the World Congress about the inspection of certain military premesis. However we still have to coordinate any eventual decision by the World Congress with our allies as the world congress still has to finalize any suggestion.

We agree with the Vanukean delegation and believe that such a Majatran affair can be handled amongst us Majatran nations, especially the one as great as Vanuku. We hence display our complete confidence that the investigation in Solentia will not show any anomalies and should the Solentian side so wish, we can send an Istalian delegation as well to help the Vanukean one, however as mentioned this Majatran situation should be handled on a regional level - the World Congress should not worry about that as anything else may seem insulting.

Moreover, Solentia is at the moment far away from being a rogue state, as it showed to be cooperative on many occasions including the crisis of Kalopia, which saw Solentia ready to dialogue, the crisis of the wall, and now its disponibility to inspection, despite there being no direct obligation to do so. Maybe we should all undergo one and we will see how you would feel about such an idea?
Furthermore, Solentia is showing common isolationist behaviour, nothing new for Terra, and Solentia possess substantial democratic institutions which acknowledge pluralism and human rights for its citizens.

In conclusion, if we would all agree on the Vanukean inspection, with potential addition of an Istalian delegation, this problem can be solved safe and sound.

Thank you Ambassador Rosso. Vanuku is ready, willing and able to spearhead this inspection with your support. We are delighted to see that through proper diplomacy, led by the two great republics of Istalia and Vanuku, and with considerable co-operation from Solentia, that this matter is progressing.

It is now for the members of the Security Council to prepare the proper resolution and legitimise this mission. Any attempt to stall this process now will be to the detriment of peace and stability.

Hello. I represent Klavia Okeano in the World Assembly. I would like to address the Security Councils resolution to use “appropriate force” to deal with Dankuk’s and Klavia’s nuclear program. However Klavia Okeano does not have a nuclear program and neither are we helping Dankuk with there’s. I request the Security Council retrial there decision before doing anything drastic.
