General Assembly Resolution #1 (Hawu Mumenhes):
World Congress Budget :
The World Congress General Assembly hereby creates the World Congress Budget Office which will collect, administer, and distribute funding for all World Congress operations. On the first day of each real-life month, each Nation will deposit a Contribution equal to 1% of its national Foreign Affairs Ministry budget with the Budget Office. The Security Council will select and appoint a Director for the Budget Office who will have the authority to 1) contact Member Nations if they fail to deposit their Contributions on time, 2) create a World Congress Budget and distribute and audit World Congress funds in accordance with the Budget, and 3) take on debt in the name of the World Congress if monthly Contributions are insufficient to cover costs.
