World Congress General Secretary
The World Congress General Secretary is in charge of overseeing the day-to-day running of the World Congress. Primarily, this means chairing discussions and determining who may speak in both the Security Council and General Assembly as well as directing the implementation of Security Council resolutions. The General Secretary, however, should act impartially and apolitically. They must not become involved directly in discussions of either of the organs of the World Congress nor should they comment on the merit of Security Council resolutions.

Deputy General Secretaries
The World Congress General Secretary has the power to appoint any number of individuals to the role World Congress Deputy General Secretary in order to assist them in their role. Deputies can perform any role that the General Secretary can but only when explicitly authorised to do so by the General Secretary.


The Deputy General Secretary for Engagement is Nazli Hakim (Jakania)
The Deputy General Secretary for Human Rights is Maristella Vespa (Istalia)
The Deputy General Secretary for Peace is Tine Henriksen (Kazulia)


President of the Security Council
The role of the President of the Security Council is to provide leadership to the Security Council. Whereas the General Secretary should only moderate discussion between Security Council members, the President should actively seek to promote compromise and conflict resolution. They are responsible for ensuring that resolutions are robustly debated and properly crafted before being brought to a vote. In general, they are tasked with driving the dialogue forward within the Security Council.

President of the General Assembly
Like the President of the Security Council, it is the responsibility of the President of the General Assembly to guide discussions within the General Assembly. Though they do not have the same role of as the former with regard to overseeing resolutions, they do have a further role in ensuring that the debate within the General Assembly remains focused. As permitted by the General Secretary, they should encourage opposing parties to work together to reach a resolution.

Security Council Resolutions
Both Permanent and Non-Permanent Members have the right to introduce and vote on Security Council Resolutions. In order for a resolution to pass it must have the support of at least four Members, and none of the Permanent Members voting against it. If any Permanent Member votes against the resolution the resolution is defeated, irrespective of the total number of votes in favor. Security Council Resolutions are binding.


The Secretariat is allowing a 96 hour voting period on all Resolutions (4 RL days), after this period the vote is closed, the Presiding Officer will officially confirm the result. A new Resolution to overturn any that has passed must be presented if a member state opposed a Resolution, and the Resolution to overturn is subject to the same voting requirements and times as above.

General Assembly Resolutions
Any member of the General Assembly or the Security Council can propose a General Assembly Resolution. The proposal should be at most 3 sentences long and must include at least 2 voting variables. The Resolution must receive the endorsement of five additional nations before it can be voted on. Please note, this is nations, not parties, organisations or NGO's.

If the Resolution garners a plurality of yes votes from the 58 nations within a month, the Resolution is considered adopted, and Moderation will remove it from the list of in-game laws. General Assembly Resolutions are not binding but merely recommendations. However the Security Council may choose to enforce General Assembly Resolutions through binding Security Council Resolutions.


Any national representative may start a Resolution (a new topic) whenever they wish.

Elections
When an internal election comes up, all positions are elected by the SECURITY COUNCIL under the following base rule;

-NOMINATIONS lasts 96 hours (4 RL days)
-VOTING (if required) lasts 72 hours (3 RL days)

The Presiding Officer of the Security Council has the deciding vote if required, and the General Secretary has the deciding vote on any matter pertaining directly to the Presiding Officer of the Security Council.

A VONC (Vote of No Confidence) may be raised against any Secretariat official provided the Motion is presented and sponsored by 3 members of the Security Council, after which a 72 hour (3 RL day) vote will take place. If an official loses the vote, they will resign immediately, triggering an election.
