Mr General Secretary,

Whilst we welcome Deltaria taking a more constructive stance on this matter, we have reservations about their choice of the Northern Council as a third party mediator.

Our objection stems from the fact that the lead nation in this organisation is Kazulia a nation that has strong links with Deltaria through its Treaty of Friendship Co-operation and Mutual Security and also has a naval base in Deltaria, giving it a vested interested in Deltarian and Majatran affairs and, in our opinion, a conflict of interest in this matter.

Perhaps the relevant ambassadors (Kazulia and the NC) have some thoughts to add before I draw a final conclusion.

The Deltarian Ambassador to the World Congress


Members of the assembly, with the Vanukan Veto of Security Council resolution 61, it is clear that they are not interested in a functional peace in Jelbania and would only settle for their side this so-called "Northern Khaganate" winning the war. Essentially they are fueling this conflict with their own jingoism. The Deltarian Government acknowledges that an impartial power would be the best option for mediating this issue. So far they have rejected a Security Council enforced No Fly Zone and oppose the intervention of the Northern Council basically because Deltaria had a nice old chat with them. Also its quite important to point out that the Northern Khaganate is as illegitimate as the Khatonid Khanate ever will be for most of the international community recognize the Free Republic as the legitimate government. Vanuku nor the Jeztri Sympathising Northern Khaganate will respect Deltarian assets which, a serious indication of their contempt of all things Deltarian. We highly doubt such an aggressive and hostile entity as the Northern Khaganate will compensate Mr Zima and the Deltarian Government for their investments. The Deltarian troops will remain but will not join the conflict unless Khaganate troops pass the 3-kilometre border zone we have prescribed. Meanwhile, the war-loving Vanukans have already joined in the action. If Vanukans are so Jingoistic as their foreign policy has shown, maybe they should go back to fighting themselves so the rest of Majatra does not have to suffer their imperialism.

Although the Vanukean representative in his statements on an agreement between Deltarian and Kazulia, it is important to note that it does not mean the Northern Council and foremost the Kazulian government does not know right from wrong. The mere fact that in the Security Council the Kazulian Government and the Northern Council condemned the actions of the Vanukean government and the Deltarian government in their efforts to arms the respective sides of the issue accentuates the fact that there is an understanding that the actions of both government were irrational. The mere fact that the Kazulian government introduced resolutions that sought to prevent further conflict is a testimony to the fact that we do not view this as an attempt to move towards "picking sides of this situation" similar to the Vanukean and Deltarian government. If the Vanukean government views an agreement made between the Deltarian and Kazulian government prior to the development of tensions in Jelbania as a "conflict of interest", the Vanukean and Deltarian government should take a review of their actions for their direct intervention in the situation, by taking sides to the situation in one breath but championing a peace process in another breath is a conflict of interest within itself and can only be viewed as hypocrisy.

The Northern Council Treaty Organisation has voiced its intention to work with the Majatran Alliance on resolving the issue. It appears that decoding information failed on the part of the Vanukean government, as it does not clearly understand that the Northern Council has voiced its utmost interest in working with the Majatran Alliance on resolving the issue. Perhaps the Vanukean government should spend decoding information properly, as intended and listen to understand instead of listening to respond. But i digress, we are here to cooperate.

What certainly does not need to be decoded now is that the Northern Council and, its leading power, Kazulia, is showing, once again, an unhealthy interest in the affairs of Majatra. Why? We can only assume because Deltaria, Kazulia's current diplomatic beau, and one that provides them with a significant military base on the continent, is under extreme pressure for propping up an illegal and oppressive regime, which needs to be disassembled.

It is, therefore, clear that despite an insistence of neutrality neither the Kazulians or by extension the Northern Council can be. Why else would they not condone the totalitarian Katonid Khanate when their humanitarian crimes are clear for everyone to see? Why else would they not try to deter Deltaria attempting to form an alliance with Zardugal after the latter carried out airstrikes against civilian target - an act that would significantly extend this conflict?

Based on this, we respectfully ask the Northern Council and Kazulia to prove me wrong and prove their neutrality towards this matter by taking a step back and letting the Majatran Alliance nations, particularly Istalia, work with us to bring this matter to a peaceful conclusion.

Further interference by Kazulia and the NC at this point will only muddy the waters and demonstrate the point I have made.

Finally, Vanuku wishes to restate its position in Jelbania, which has been clouded by false allegations of aggression spouted by the Deltarian ambassador: Our mission is to retain the integrity of the Northern Khaganate whilst bringing the legitimate parties together to resolve a long-lasting and unified peace. Any military presence is purely for defensive and supportive purposes to deter further offensive aggressions by the illegitimate Katonid Khanate forces.

Once again the Vanukean representatives make their intentions clear: Majatra for Majatrans. We have stressed the importance on the international ripples of the situation. However in the spirit of understanding, the Northern Council will step back from the issue and allow for the Majatran Alliance and the World Congress to resolve the situation. The Northern Council, however wishes to inform the World Congress that the GAMS-2 satellite and the Oliver-Fiske and the Lister NBG-596 satellite will remain and in a similar manner the NC-delegation send to the Romula conference will remain and will offer commentary in the conference.

We certainly believe that Majatran problems can be solved by Majatran nations and that the continental Alliance is perfectly placed to deal with this issue better than any other organisaton.

That said, we welcome the Northern Council's decision to step back and to not allow the aforementoned international ripples to transform into stronger maelstroms that could easily spin out of control.

With the Deltaro-Zardic Conference concluded with a peaceful settlement we hope this will carry on to a safe end to this crisis. We have been able to get Zardugal to halt its strikes on the tribal regions in Deltaria. While this does not end the crisis alone, it helps eliminate more foreign players in this crisis of ours. If this doesn’t show the Deltarian commitment to peace, I don’t know what does! I now hope that an agreement can be reached at the Romulua summit. Too many lives are at stake for both sides to resort to centuries old Jingoism.

Ambassadors,

As a Majatran nation, the government of the Res Publica Seluciae does not recognize the legitimate existence of the Katonid Khanate, while supporting the Northern Khaganate. However, e are more than willing to collaborate to find a peaceful solution to the problem as soon as possible.

How could a peaceful solution be found when various Majatran nations are continuing to confirm their inability to be impartial in the situation? How could nations champion a peace process in one breath, but in another breath champion action against one of the parties within the situation and throw support for another side within the situation? Once again, the actions of the Majatran nations only confirms our sentiment that their inability to remain impartial to the situation shows that they are flaming the situation instead of truly working to resolve the issue. One can only wonder how unbalanced the Romula conference will be if other Majatran nations continue with this trends of being unable to be impartial.

Mrs. Nordlund, being partial does not mean not being a diplomatic. While a nation may be partial in this issue, our duty as diplomatics, one of the most difficult works as politicians, is to listen to the other's positions while trying to expose our own arguments and convictions, trying to find a common point in where we all agree and start working from there in finding the best solution for the issue. Of course, nobody said it was going to be easy, but it has to be tried.

Selucia cannot be impartial against cuts or violations in human rights. But it does not mean we not willing to find the best solution for the ongoing conflict.
