Mr. General Secretary, Members of the General Assembly,

Joining several other nations in solidarity, we also condemn the nuclear attack in Jelbania by the Kingdom of Vanuku, But Valruzia would like to stress an equally important notion: The cleanup of the area from radioactive fallout. Valruzia will make all the necessary steps to send liquidators there to clean up the affected areas as quickly as possible. Fallout from the region poses a great threat (and likely already has) to surrounding nations as well as the environment. Contamination will likely seep into local groundwater systems as well as be picked up by the wind and settle in the ocean. Pending approval from Jelbania, the Valruzian government will send liquidators, accompanied by a research team, under contract with Walatom, our nation's largest state-owned nuclear power organization to assess the affected areas and begin cleanup. I urge the General Assembly to take action against not only the unspeakable actions of the Kingdom of Vanuku, but to prioritize the health of our enviroment and the safety of citizens all across Terra just as equally.

"Mr General Secretary, Members of the General Assembly,

The Commonwealth of Hutori stands in solidarity with the other nations that have condemned Vanuku. There is no excuse for using nuclear weapons in conventional war. We will not stand by while another nation is so disgustingly attacked, especially when that nation does not have the capability to defend itself from nuclear attacks. As such we, along with the rest Northern Council, will be sending a carrier group to the Matjaran coast to prevent further action from Vanuku.

Hutori will always stand against the use of nuclear weapons. Unfortunately, the Security Council's failure to mediate this conflict has allowed for a large amount of lives to be lost, and a large chunk of land to become completely uninhabitable. The damage caused by Vanuku to the Jelbic people, would not have happened had the Security Council been able to find a peaceful resolution to this conflict.

Mr General Secretary, Members of the General Assembly,

What we have seen unfold is a tragedy. Two things have been easily noticed by the international community. One, the world has seen how disgusting and ruthless Vanuku really is torwards the nations of Terra and second a failed Security Council. Vanuku's actions have been intolerable and unreasonable. Not only have they shown that they are ruthless, but that they do not deserve to be anywhere near the Security Council.

Speaking of which, as Ambassador Jordan Houston explained, this nuclear attack could have been avoided if indeed the Security Council had taken careful measures to find peace among nations. Lourenne will not wait for the next nuclear attack to happen as a result of the inactivity of the Security Council. Who knows, next time it could be Skalm or Romula or even Bekenial.

We will no longer stand and wait and let another strike occur again while the Security Council does nothing. This attack should be a large wake up call for the world and the security council. Let this be the beginning of the end of an inactive Security Council and of Vanukean Agression.

The Kalistani Ambassador to the World Congress rises to address the forum.

"The Government of Kalistan has instructed me to say that this Forum should be one to locate peaceful solutions to the world's problems. One such solution aimed at achieving peace was to close the Ananto Strait to warships from various nations. Kalistan still patrols the Strait and still turns back warships from nations who are not allied with Kalistan, in a singular, solitary effort to increase peace and reduce the ability of others to make war upon one another, and our efforts are spat upon, by the way by members of this Forum, who are bound and determined to either wage war upon each other, or assert some sort of imagined hegemonic dominance over others. We maintain that closure to military transit unilaterally, and as we have said, nothing short of war and decimation of the Kalistani people will cause us to ever open it again.

We have also taken bold steps to eject Vanuku from a base they relied upon for forward projection. The Northern Council alliance, who asserts that it should be able to dictate terms to nations on its geographical perimeters, viewed this basing as a threat to its efforts at domination in the region, and rightly so. While discussing peaceful commercial transit of the Strait, one leading member insisted that Kalistan work with it on a treaty banning nuclear powered craft from the Anantonese Ocean. On the one hand, it asserted that Kalistan did not have the right to declare a tiny part of the Ocean closed to THEIR ships, although that part of the Ocean lies entirely within the sovereign boundaries of Kalistan, and then on the other hand, it seeks our help in closing the entire ocean to all vessels from countries it views as a threat, so that only its vessels may pass in the Seas. We offered to help because we would like to keep War as far from our own shores as possible, but no proposals were forthcoming, until the stupid, murderous detonation of Vanukese nuclear weaponry over Jelbania forced us to eject the Vanukese military and diplomatic personnel from our country. And then nothing more needed to be said about the nuclear powered vessels, as the ones the treaty was meant to remove were gone.

And we have done this. A few others are offering sanctions of closing their ports to Vanukean shipping and we support them in their efforts, but mostly we see condemnations and calls for sanctions, and yet no action. And silence from the vast majority of the countries who hold seats in this Assembly.

Kalistan is cutting its own throat by imposing sanctions. We are weakening our own defenses vis a vis the Northern Council, itself an expansionistic, militaristic cult, by ejecting the Vanukean Navy from our Port. We weaken our economy by not trading with a major investor in our Nationalized Industries. We do ourselves no favors this way.

We call upon the World Congress, and specifically the Security Council to advance a package of sanctions aimed at restoring norms against Nuclear Weaponry.

And we call upon ALL nations who claim to be morally outraged at the use of nuclear weaponry in warfare to immediately join Baltusia and Kalistan and sign the Anti-Nuclear, Biological and Chemical Treaty which not only takes a stand against nuclear weaponry, but also outlaws its possession or research into these horrific weapons of war.

Otherwise, you, members of this World Congress, are merely practitioners of RealPolitik, and are no true friends of peace, and Kalistan will re-evaluate its position vis a vis Vanuku. After all, just like in the Straits Crisis, why should Kalistan be the one to shoulder the whole Burden of Peace, especially in the face of such blatant and self serving militarism we see from groups like the Northern Alliance? If you are truly committed to peace, bear some of the weight yourself, or you inform the world that the burden is not worth carrying. And if that's the case, then there really is no reason for Kalistan to remain a part of this Body.

The ambassador from Kalistan's claims that the Northern Council is an expansionistic, militaristic cult are just absurd. The Northern Council strives to keep peace across Terra, and to bring peace when there are times of war. We enter into conflicts for the greater good of Terra, and try to ensure the best possible outcome for everyone.

We find it laughable that Kalistan would claim that we really do not aim for world peace, when Kalistan itself broke international law, not our Norther Council allies. Breaking international law is no way to keep peace. The Northern Council was merely enforcing international law on a rouge nation. We believe it is hypocritical for Kalistan to only denounce a rouge nation when it benefits them politically. The Northern Council was going to intervene in the Jelbic conflict, but was shut down by the World Council. We follow international law, its a shame that Kalistan does not.

As for Hutori signing the Anti-Nuclear, Biological and Chemical Treaty, we will not be doing that. Hutori already currently bans the pruchase, production and use of biological and chemical weaponry, and only uses nuclear weapons in retaliation to a nuclear, biological or chemical attack against us. Nuclear weapons are our only deterrent against a rouge nation who have already proven their willingness to use nuclear weapons. I'm really not sure why the Kalistani ambassador cannot understand that.

Hutori and the Northern Council have a proven track record of creating peace where there is war, keeping the peace after a conflict, and following international law. We will continue to do that, regardless of how "imperialistic", "militaristic", or "expansionistic" the Kalistani ambassador says we are."

There: Our colleagues from Hutori said it themselves. The Northern Council creates war where none exists (in the case of Kalistan) and expands war where it does exist (in the case of Jelbania). And yet, they are willing to do nothing to avoid war, as the Hutori Ambassador admits, and continues to acquire weapons of mass destruction for the sole purpose of using them against others. The Northern Council reveals itself to be nothing more than a war machine. I suppose the ends justify the means, as long as they ensure the "best possible outcome." But for them, not for everyone. When Kazulia sank two Kalistani destroy, they certainly were not interested in what is best for everyone: They were interested in defying the law of a sovereign state within the boundaries of that sovereign state. The Northern Council's opinion on sovereignty and positive opinion of war is reflected in Kazulia's refusal to sign the Ananto Strait Ceasefire.

The representative from Hutori claims that Kalistan has violated international law. We ask which law is that. We only recognize the international law which is contained within Treaties to which we are voluntarily Party. So which Treaty that Kalistan is currently a Party to did it violate? And if the answer is found within a Treaty that Kalistan is not a Party to, what authority does that have over Kalistan's actions? We think the Hutori Ambassador is attempting to apply Northern Council dictates to Kalistan when they decry our violation, while we assert we violated no law to which Kalistan is bound. In fact, in closing the Strait, we actually upheld Kalistani Law, which is supreme to international Law and the laws of all other states, combined, within Kalistan's borders, and those borders include the Ananto Strait. Kalistani Law, within Kalistan's borers, is most certainly supreme to the self-serving dictates of the Death-cult known as the Northern Council.

I wish to make General Assembly members aware that a new coalition government and cabinet has been installed in Vanuku under the stewardship of Chairman Nasir and our King is in the process of abdicating, which will see his daughter ascend to the throne. This new order is dead set on a constructive peace in Jelbania and on bringing to an end the international tensions which have led to several nuclear carrier fleets facing off in the Majatran Sea.

First and foremost, our government wishes to propose an immediate ceasefire with the Deltaria in a bid to bring to a end hostilities in Jelbania. This will come into effect immediately once agreed to by the Deltarian Grand Council.

Secondly, with a ceasefire in place, Vanuku will an urgent request to the World Congress to establish a peace conference at which all nations, sub-states and organisations who are involved in the conflict, either directly or indirectly, are represented. The ultimate aim of this conference will be to create a stable political structure in Jelbania which all parties can agree on and to provide a clear process for all Vanukean and Deltarian troops to withdraw from the theatre.

We hope the Deltarian Ambassador will convey this message to the government in the Grand Principality immediately and we await their response.

We also wish to address the situation in the Majatran Sea, where tensions must be eased. Our government thanks Istalia for its attempts to broker a resolution in this matter during the height of the crisis. We will never know if their actions prevented the outbreak of hostilities between Vanuku and the Northern Council but they certainly helped to buy time for our government to reach this point.

As an immmediate action we are now able to offer free and safe passage for rescue and medical staff from the Northern Council along with small accompanying security attachments to enter Jelbania and gain access to the area around the site of the nuclear strike in the Western tribal areas. We believe that this action should be carried out in liaison with the health and rescue personnel of Istalia, as per their request, and that the Northern Council should work with the Istalians to gain access through the Free Republic of Jelbania before moving overland to ground zero.

However, we agree with Istalia that the deployment of Northern Council military personnel into Jelbania willl do nothing to ease the situation and given the rise of the Purple Revolution the arrival of more foreign soldiers will only accerbate the situation. Therefore, we stand firm on this. No NC military personnel will be able to enter the theatre.

We ask the Northern Council ambassador to convey this message to the organisation's leaders and await a response.

Finally, I wish to make it clear that the new government of Vanuku retracts the statement made by the former Prefect regarding the use of further nuclear weapons. It is not our intention to launch a further nuclear strike against Deltaria and our appeal for a ceasefire should reinforce this statement. There will further statements made regarding the nuclear strike carried out by my nation but my first priority now is to get a ceasefire in place wiith Deltaria and to ease tensions between Vanuka, Istalia and the Northern Council.

The Deltarian Government agrees to a ceasefire with Vanuku which will take effect immediately. We agree that a peace conference of all the parties is necessary to create a lasting solution. We also call upon Vanuku to withdraw its troops from Jelbania and we will do the same.

The arrangement offered by the Vanuku Foreign Minister is entirely unacceptable. With the nuclear attack on Jelbania, the Vanuku government has not only marked itself as no longer a legitimate political actor, but also as a threat to humanity in Terra. The idea that the Vanuku delegation should play any leading role in setting the terms for resolving the crisis that they have instigated and escalated at every stage is unconscionable.

Futher, the Majatran powers including the Republic of Istalia have repeatedly insisted on shielding regional conflict from outside intervention, always raising the specter of inflamed tensions. Well that plea has proven to be hollow, for there can be no greater inflammation than a nuclear warhead launched at civilian populations and conventional soldiers. The Majatran powers were powerless to stop that, and so the world cannot leave it to trust and faith that they will demonstrate the neccessary acumen to stop further atrocities, ones that may risk even greater destruction and loss of life.

Vanuku may try to blockade Lake Majatra against the deployment of Northern Council assets, and it would be no surprise since they have stood against every constructive attempt to resolve this conflict since its inception, par for the course of their rogue actions in foreign affairs for many centuries. But I say to the governments of the Northern Council and to all responsible governments committed to good global citizenship and peace and prosperity in Terra: Do Not Be Fooled. We have seen repeatedly with Vanuku that given an inch of benefit of the doubt, they will take a mile of advantage and abuse. Those are the marks of a rogue regime. And it is now time for the world to put this rogue regime in its place by totally disarming it and dismantling its capacity to create further destruction.

My government along with the governments under the Empress's Imperial Majesty will soon be announcing its plans for contributing to this urgent imperative. I call on our Northern Council allies, the government of Kalistan, and all nations with sufficient military capacity to join this effort to ensure the survival and health of Terra's future generations.
