I will address the two comments separately. Firstly, we recognise that the Deltarian delegation is genuinely looking to seek peace. Therefore as of midnight tomorrow (September 9, 4420) we declare that a ceasfire exists between the forces of Vanuku and Deltaria. As for withdrawing forces following this cease fire, we ask the Deltarians to clarify where they are withdrawing to? Will they be removing all their troops from all areas of Jelbania inclding the Katonid Khanate? If this is the case we will also look to withdraw our troops from all Jelbania. However, if the Deltarians mean to leave troops in Katonid territory we will be obliged to leave troops in the Northern Khaganate but will withdraw from the western trbal areas and Free Republic. We ask for clarification on this matter and ask for the date of the withdrawal (full or limited) to be set for January 1, 4421.

To the points made by the Hawu Mumenhes Ambassador, Vanuku says this: despite the fact our new government wishes to be far more conciliatory than the previous administration it does not mean we are going to roll over and give in to unsupportable demands. Firstly, we are not a defeated power. Therefore, we will not stand by while other nations decide our fate and dictate terms. It is our intention to play a very prominent role in any future talks on the conflict in central Majatra as any decisions made directly impact on the security of our nation. This is an intention that has been accepted by Deltaria as we look to forge a peace and an intention we suggest Ambassador mSayty comes to terms with.

Let me be also be quiet clear that any attempt to disarm Vanuku is totally unacceptable. This is a critical matter to our nation and like any other nation our ability to defend ourselves is a sovereign right that will not be taken from us. In short, the ambassador calls for action to ensure the survival and health of Terra's future generations, it is my opinion that if her call is answered that future is very much in jeopardy.

Kalistan is a neutral nation. Our only interest vis a vis the machinations of the Northern Council is to counteract their hegemonic attitude in and around the national territory of Kalistan. We understand that their goal is complete world domination, and we counter to our friends from the Hawu delegation that the first step to peace and international security, if this is truly their interest, is for them to convey to their Government that they ought leave the Northern Council alliance.

As for Majatran affairs, Kalistan has no interest there, and will not be participating in any effort to punish one or reward another nation on that continent as a hired goon for the Northern Council. Our interest is security for Kalistan and removal of Northern Council presence from in and around the Anantonese Ocean, to the degree that we are able, and we are interested in the overtures of all who are interested in helping us in that direction, especially by countering the imperialistic expansion of the Northern Council.

If Hawu Mumenhes cares in any way about Kalistan's opinion, they will not call the Northern Council their 'allies' any longer. Instead, they will break free from that corrosive and demeaning clique and join the Kalistan in creating a non-aligned movement dedicated to improvement of nations who are not content to bow before arch-militarism and imperialist group think.

Mr. Lee is misinformed. Neither Hawu Mumenhes nor any of our allies in the Empress's Majesty are members of the Northern Council. Hawu Mumenhes and the Empire are willing to ally with any nation that demonstrates a commitment to peace, prosperity, and stability in Terra. At times that has been Northern Council, at times that has been members of the Majatran Alliance, at times that has been Kalistan. However, today, one fact is unequivocal: a nuclear bomb dropped without provocation on civilians and conventional soldiers is not a simple Majatran affair. It is indeed a crisis which places at risk the survival of our species. Now we understand the Kalistan government's concern for their security and sovereignty, but let's put aside the campaign slogans and jingoism for a moment: it is well and widely known that Lourenne never set out to threaten anyone, and your government knows as well as any other that a simple diplomatic communiqué with Lourenne authorities would have clarified and settled matters as effectively as the little war over water rights your government insisted on waging. Everyone knows that the only reason Lourenne did not seek Kalistani permission before venturing near your claimed waters is because prior to the revival of the Socialist Party, Kalistan politics were so confused and isolationist that there was no reasonable and responsible party to treat with. Now that there is, there is no need for miscommunication just as there is no need for pretensious sabre rattling. We would advise our Kalistani friends, whose partnership we still greatly value after all these centuries, that if they want to reclaim glory for their nation, they should join the international community in disarming the rogue regime in Vanuku, bringing their former king and prefect to justice, and ensuring that Vanuku never has the capacity to commit such unspeakable crimes again, rather than stubbornly nursing a plainly unnecessary cold war.

Dear Colleagues,

We are not acting in a manner that is acceptable for the protection of the World. As we all gather and convene here, the world is left unprotected by the aggressiveness of Vanuku. I believe that it will stay that way unless we commit to cease it. It has become clear that Vanuku will not cease their actions even after wiping 50,000 people off the face of Terra. Will we let them continue to attack our countries with uncalled for nuclear weapons? How many nuclear attacks will it take for the international community to realise that Vanuku must be disarmed? The only solution to end any devastating destruction is to fully disarm Vanuku of their nuclear weapons and bringing the former king to justice.

Northern Council fleets have already surpassed the Vanukean blockade in Majatra. The Northern Council is more than prepared to withstand any retaliatory attack from Vanuku. Therefore, I am asking all Northern Council nations to disarm Vanuku of all of their nuclear weapons. I am asking Kazulia to begin operations to disarm the aggressive and irresponsible nation that is Vanuku. It is ultimately necessary that Kazulia, along with the North's other powers, to end the possibility of nuclear attacks from Vanuku. Kalistan must put their petty differences against Lourenne aside and help the Northern Council and The Esinsundu Empire disarm Vanuku. Lourenne stands on the side of a nucleus free Vanuku. A Vanuku that is responsible with their military capability and their actions.

To the Esinsundu Empire, to Kalistan, to the Northern Council, and to Kazulia. Let us work together to dis-arm-va-nu-ku!

The first executive command carried out by the new Vanukean Prefect, Jlekai Nasir, was to put all military operations being carried out by our nation on hold. I was then immediately dispatched to the World Congress to broker a ceasefire with Deltaria - which is now in place - and we are now looking at holding peace talks, which will finally end this conflict and could see Jelbania unified for the first time in decades.

The new Queen, Her Gracious Majesty Mrjmai I, has said her mission is to bring peace to all Majatra, and all our moves towards a peaceful resolution have been welcomed in the Free Republic of Jelbania and in Istalia, amongst others.

Yet, despite the best efforts of our new government to demonstrate our intentions to try to forge peace, we find ourselves up against calls in this Assembly aimed at sparking further conflict - potentially catastrophic world conflict. Our government has stated categorically that the actions of the previous Prefect and his advisors was a tragedy we cannot deny, but as Prefect Nasir says now is not the time to linger on the mistakes of yesterday - let us focus on not making more mistakes today and tomorrow.

That is why the Northern Council must heed not only our words but the warnings of other Majatran nations - they must return home as their presence will obstruct peace talks. We have also received intelligence to suggest that the Northern Council is ready to carry out an invasion of our homeland, backed up by a series of nuclear strikes on Vanuku. We cannot allow that to happen as I have stated previously.

That is why our First, Second and Third fleets have been redeployed to the Vanukean and north-eastern Jelbania coastline where they will adopt a defensive posture. In addition, our troops in the Northern Khaganate, Free Republic of Jelbania and Western tribal areas will be left in place in a defensive posture too until the threat has passed.

And to echo the words of Prefect Nasir, and to be absolutely clear, we say this to the Northern Council: Any attempt to enter the national waters of the Kingdom and the two states protected by her in Jelbania will be seen as a declaration of war on the Kingdom of Vanuku. Return home and let our nations make peace and rebuild Jelbania.

We now call on Deltaria and all peace-minded nations to echo our thoughts and urge the Northern Council to depart and demonstrate that they are committed to enabling reunification in Jelbania.

The devastating nuclear attack on our troops was one of the greatest war crimes in recent history. We mourn these 50,000 boys who were lost that sad day. And we know all of Terra did as well.

The Northern Council's intervention was a predictable and righteous response. IT is now however questionable if its continued deployment helps or hurts. There is an opportunity for peace for the troubled Jelbek steppe and reunification of the Jelbek states and Deltaria is ready to try and achieve this peace. It has to be a strong and durable peace which will take Deltaria's security concerns into account. For that to happen, Northen Council withdrawal appears to be an important pre-condition which Deltaria endorses.

It is now January 4421. As pledged in the ceasefire agreement, Deltaria will keep her word and beginning withdrawing troops from the western tribal areas and the south of the Free Republic. It grieves us to announce that we will only be able to withdraw 1,500 troops by the end of this year. The security situation is not promising and as such we need the 240,000 who remain there to remain for the poor Jelbek people and of course our own fatherland's security. We expect our honourable northern brothers Vanuku to make similarly tremendous progress

The matter of peace in Jelbania is a foregone conclusion. That is because the two powers that matter -- Jelbania and Deltaria -- have agreed to lay down their arms and seek a settlement. Suggestions that foreign powers entering the Jelbania theater to enforce the ceasefire will inflame matters is yet another red herring by the Majatran powers. The only party here who is threatening conflict with foreign powers is Vanuku. And since Vanuku has has yet again shown itself to be an irresponsible actor in global affairs, and will therefore be disarmed whether voluntarily or by force, the charge of inflaming tensions in Jelbania is again misplaced. Vanuku will lay down its arms, and Vanuku soldiers will withdraw from the Jelbania theater.

As far as matters within Vanuku borders, we call on the Northern Council to unequivocally withdraw any threat of use of nuclear arms in the coming mission to disarm Vanuku. Any use of such weapons by the international community opposed to Vanuku would obviously be an inexcusable contradiction and hypocrisy, but worse, would spread an already catastrophic humanitarian crisis to even further limits. Let crazed threats of nuclear annihilation be the province of the rogue and the wretched like the Vanuku Foreign Minister who, it must not go unnoticed, has persisted in levying threats while in the same breath wrapping himself in the mantle of peace. He and his government, like the criminal government that preceded them, cannot be trusted. And the Esinsundu Empire and other responsible members of the Community of Nations will not trust our safety and the safety of Terra to his fork-tongued words.

As we view the sentiment of nuclear war as one which is detrimental to peace on any context, recognising the fact that nuclear forces had been initially deployed following Vanukean threats of a secondary strike against the Task Force, the Northern Council will withdraw nuclear forces from the region only on the terms of the Vanukean withdrawal of its nuclear submarines from Dovani. However, the Task Force remains within the region under orders from the Joint Headquarters.

OOC: I can't be bothered to make that news post. Consider this as the withdrawal

Collegues,
we should rejoice for the news coming from Jelbania, Deltaria and Vanuku. With the stick or with the carrot Istalia sees its hopes become reality. Peace talks and foreign forces withdrawal are on the horizon but the Northern Council intervention could brutally put an end to the only possibility for the establishment of a durable peace, for Jelbania, for Majatra and for the rest of the world.

As said, we understood the good intentions of the Northern Council, but we cannot ignore the voices of the involved nations as well as of the other nations in the area. Istalia already had confirmation of the fact that the Northern Council Peacekeeping Mission has been rejected not only by Vanuku and Deltaria and by us, but also by other nations, like Cildania or Beiteynu which already gave us their opinion and confirmed us this feeling. We are confident to gather the nation members of the Majatran Alliance to launch an official appeal to stop the NC's Mission.

But, most important thing, Istalia say to you this: let hear the Jelbanians! We, as already announced publically, received the positive response from the authorities of the Free Republic of Jelbania, the only recognized government at the international stage, about our proposed Plan for a Confederate Khagante which we are ready to expose also here:

After the retirement of all the foreign forces, the existent Jelbanian political entities should organize a national meeting to find a solution which could assure autonomy for each involved parties as well as an unificated and pacified Jelbania.
We reached to the conclusion that, after so many decades of division and war, the best solution, also taking in account the tradition and the cultural charateristic of the Jelbanians, would be a Confederal Nation under the moral and cultural oversight of the Nation and of all Jelbanians while confederal institution will lead the nation. A Confederal Parliament elected by all the Jelbanians alongside the tradition Kurultai which will act as Council of the Confederation continuing however to cover the traditional role of gathering of the tribal representatives.

We estime that the Confederation will be formed by:
- the current Free Republic
- the Northern Khaganate (which Kaghane will assume the role of paramount cultural and moral guide of all the Jelbanians.
- the South-Western Steppe under the leadership of a local Khan (formally under the authority of the Khagane)
- the Katonid Khanate.

However, currently we don't know the fate of the Katonid Khanate due to the fact that the Thaller who led the Khanate seems to have left the country to goes in Medina.

But now, in order to allow the Jelbanians to start such dialogue, for which we offered our technical/political assistence, Jelbanian needs to be freed by any foreign forces and so, Jelbania doesn't need now of the foreign forces of the Northern Council.

What the foreign powers can do, it's to send exclusively Humanitarian personnel and humanitarian assistance to face:

- the Tanhiri Eruption
- the conseguences of the Nuclear Blast.

About the Nuclear Blast, despite the allegations made against Istalia recently, we already demanded to the new Government of Vanuku that the military and political responsable of the attack must be judged by an international justice court.

In fact, we cannot condemn an entire people for the fault of the individuals which led the nation. It was not the Vanukean people to push the button for the nuclear attack, but the administration and the military hierarchy that at the time led the nation.
