Ibrahim El Salefi, President of the General Assembly of the World Congress

As announced some time ago, after months of work, I would like present and propose this Resolution to the World Congress, a resolution which, after the serious events which were at the top of the debates recently, I think it's time to adopt.
It's a resolution to establish a WC Bureau to monitored and assist the organization and conduct of free and fair nation around the world, especially in nations which are in a situation of political transition from non-democratic regime.

Elections Assistance and Overseeing Act
A resolution to increase democratic freedoms

RECOGNIZING that free and fair elections are vital to the preservation and success of democratic institutions,

ACKNOWLEDGING that nations transitioning from a non-democratic system of government to a democratic system of government face special challenges in both forming an electoral system and ensuring the legitimacy of elections themselves,

RESOLVED that all nations who choose to have elections should comply with certain common expectations of what constitutes a free and fair election,

The World Congress hereby enacts the following:

Article I - Definitions

Sec. 1. "Public office" shall herein mean any office of a government that is subject to an election, whether that election be direct or indirect, popular or otherwise.

Sec. 2. A "plebiscite vote" shall herein mean any vote put forth for the public to decide on an issue where the public’s vote is binding.

Article II - Principles of Free and Fair Elections

Sec. 1. Where all direct elections are held for public office, a secret ballot shall be used, whereby no person’s vote shall be involuntarily disclosed to the public.

Sec. 2. In all elections for public office, the aggregate results of the elections shall be made publicly available and open to scrutiny.

Sec. 3. Nations are encouraged to establish an independent body or bodies to monitor and officiate all elections for public office.

Sec. 4. Nations are encouraged to use a vote-counting methodology that does not provide a disproportionate advantage to any candidate or groups of candidates.

Article III – Assistance

Sec. 1. To assist first of all nations transitioning from a non-democratic to a democratic form of government, hereinafter "transitioning nations," the World Congress Bureau for Electoral Assistance and Overseeing (WCBEAO) is established.

Sec. 2. The WCBEAO shall assist creating electoral systems in transitioning nations when called upon by those nations for that purpose.

Sec. 3. As an advisory body, the WCBEAO shall not have any binding authority on creating electoral systems, but shall strive to promote democratic principles, including universal suffrage and voting accessibility.

Sec. 4. The WCBEAO shall monitor elections and plebiscite votes in transitioning nations, when asked to do so and only in the capacity agreed upon by the transitioning nations in question, excepting the mandatory provisions in Sections 5, 6, and 7 of this Article.

Sec. 5. The WCBEAO must have access to voting locations without undue interference, to monitor possible fraud, voter intimidation, ballot tempering, and other unfair and fraudulent activities. The WCBEAO shall make publicly available any all reports of the previous to the press and relevant institutions.

Sec. 6. The WCBEAO must be allowed to either observe and monitor the tallying of votes or be a party therein.

Sec. 7. If the WCBEAO serves in an observational capacity, WCBEAO vote counts shall be nonbinding; however they should be conferred reasonable consideration in electoral disputes. If the WCBEAO serves as a party in vote tallying, WCBEAO vote counts shall be binding.

Sec. 8. Democratic nations are encouraged to assist in monitoring transitioning nations’ elections and plebiscite votes, per consensual terms and conditions.

Sec. 4. The World Congress recognizes also to the WCBEAO the right to monitor elections and plebiscite votes in all Terran nations, only in the capacity agreed upon by the nations in question, to overseeing on the respect of democratic principles underligned by this Resolution and also the right to release reports about the fairness of the monitered elections or prebliscite votes which shall be made publicly available and which can be used as reference by the World Congress Authorities.

Article IV – Clarifications

Sec. 1. Nothing in this Act shall be construed to require elections in nations where no elections are currently held.

Sec. 2. However, nothing in this Act shall be construed to deny the peoples' right to self-determination.


I hope to see a reasonable and paeceful debate about this Resolution and Iinvite nations of Terra to express thier opinions and also to propose eventually modifications.

As what would be described as a transitioning nation by this resolution, Pontesi is in full agreement with the establishment of such a Bureau. We were horrified by what happened in our nation due to the ballot-tampering and corruption of the opposing party back in the election of 4478 and we hope that such never happens again in our nation or any other.

To avoid misurestanding, a transitional regime nation, is a nation in which a previous non-democratic regime has fallen and that is trying to establish a democratic system of Government.
However, as described in the Article III Section 9, this Bureau can also overseeing the elections and the plebiscite votes in nation in which already there is a democratic regime. It can denounce irregularities as well as attempts to undermine the fairness of an election.

"The Luthori people fail to see why the World Congress even has an interest in the status of government of our nations. Such an agency would conflict with the self-determination of a nation's people to the right of self governance. The World Congress should focus on issues pertaining to international relations rather than enforce an ideological preference."

Mr Handson,
How such an institute could undermine self-determination and self governance?
Please explain me: how?

Soomeone is forcing your nation to welcome observers? Of course not!
And sorry, but there are many nations which refuse to have international relations with dictatures and rigged regimes.
Democrqcy it's not an ideology, democracy is a system of government, on which is based the WC itself.
Democracy is the best way to balance rights and duties of governements and peoples.

Democracy is also the best system to improve and promote peaceful diplomacy.

This organization,then, has an objective more important than mere diplomacy: protection of human beings! Since its foundation the WC though first of all to dignity, safeness, protection of human beings.
Democracy is the best system to assure human rights.

So, it ia duty of this organization to promote democrcy and assist its development around the world.

To respect other nations, cultures, traditions, and so on, first of all you have to respect your citizens. This any government of world shall learn.

The Workers' Republic of Kafuristan utterly rejects this attempt by the General Assembly President to interfere in the elections of member nations. It is nothing but an attempt to impose bourgeois democracy on the masses, subverting the true will of the people.
We have already been on the receiving end of the President of the WCGA's 'democratic assistance', as well as heard him openly advocate for opposition groups in Kafuristan multiple times.
This legislation constitutes regime change by stealth.

The Imperial State of Aldegar is weary of "legislation", as it could realistically be called, that grants such authority for an international organization to meddle in sovereign, domestic affairs. We believe that the spirit of the proposed resolution is fair but we question it's direction. We withhold judgement and a vote until we are able to better understand such impacts on domestic and sovereign affairs.

On behalf of Noumonde, I would like to commend Ibrahim El Salefi for the Resolution he has proposed, which we fully and passionately support. Here in Noumonde, we have a long history of unfair elections, and the consequence of this was dictatorship and the oppression of one race by the other. Here in Noumonde we understand, perhaps better than some others, that the right to fair elections is not an infringement on "national sovereignty", but an essential ingredient for human freedom and fulfilment.
