GA Resolution #7: Exemption from the Ban on Certain Weaponry

Due to the recent decision of the security council to condemn the usage and production of chemical and biological weapons, the Keymon Ministry of Defense has requested an exemption from the ban and the punishments exhibited against those who do produce chemical and biological weapons. However, this is not a confirmation that the Keymon Military posses any Weapons of Mass Destruction. This is simply a request that Keymon can produce Chemical and Biological weapons in the future.

A resolution to exempt Keymon from the ban on producing, usage, and storing of chemical and biological weapons.

The World Congress,

UNDERSTANDING that Keymon, being the smallest nation in Terra, requires biological and chemical weapons to guarantee its sovereignty;

DECLARING that Keymon shall never attack civilians and shall not attack enemy forces unless they attack Keymon offensively in a first strike;

ENFORCING a strict set of guidelines from which these weapons can be used, produced, and stored;

CONVINCED that usage of these weapons is inhumane, yet at times necessary to guarantee the sovereignty of nations;

DEFINES "chemical weapon" as any toxic chemical or its precursor that can cause death, injury, temporary incapacitation or sensory irritation through its chemical action. Munitions or other delivery devices designed to deliver chemical weapons, whether filled or unfilled, are also considered weapons themselves and “biological weapon” as a bacterium, virus, protozoan, parasite, or fungus that can be used purposefully as a weapon in bioterrorism or biological warfare;
