Following from my previous post and the conversation that we had on the Discord server, Moderation has removed the option for countries not to be a member of the World Congress (though the
actual variable still exists). I am glad that they have listened to player feedback on this. As I said in my original post, I don't think the variable should be implemented at all and favour continuing the current system of operation of the World Congress but I would invite other players to express their view and we can hopefully get a sense of the views on either side.
In my view there are actually two related issues at play in this case. The first is whether countries should be able to disengage from the World Congress by not sending representatives, not voting in elections, not funding the institutions and not recognising the ability of the Security Council to create law. Few players would disagree with this and it has been used over the past few years by various countries with Kalistan as the longest-running example. For all practical purposes, Kalistan has left the World Congress. In the current situation though the view of the institution of the World Congress remains that Kalistan is a
de jure member (and this is why they have their votes recorded in Security Council elections).
On the other hand, the second issue is whether countries should be able to withdraw from the organisation completely. As I have said already, I don't think that this additional step adds anything useful to role-play and Doc himself seems to agree that it would probably weaken the role-play even for those countries that choose to disengage.
Given that this discussion involves a broader recognition of the World Congress it would be perhaps be an opportune moment to think about how we want this institution to operate as a community from an out-of-character perspective. No doubt I am a player who is incredibly supportive of the institution but my view is very different to the view of other players who are similarly enthusiastic.
Personally I favour a much more limited role for the World Congress than players who would like to see the organisation regularly involved in international conflict, for example. For me the institution should serve as a forum for discussion between national governments and should primarily be involved in litigating on genuinely "international" matters. In a logistical sense, there is a lot of work to do sorting through over a hundred resolutions and countless debates. In all honesty my work in my own time as World Congress Coordinator was not as successful as I would have liked in this regard.
In general terms though I do feel quite strongly that it is beneficial to have an international organisation that has the out-of-character backing of Moderation and which has much broader scope than the player-led organisations. Regardless of what we think of individual players and members, it would be wrong to say that the World Congress has not created at least a few enjoyable moments in role-play over the past five years.
