Postby Maxington » Mon Jan 21, 2019 11:58 am

Resolution 77

The Security Council

Concerned: the instability in Utari Mosir continues to constitute a threat to regional peace and security in Dovani.

Recalling: the World Congress' primary responsibility as a force in the maintenance and support of international peace and security.

Convinced: that the implementation of the World Congress peacekeeping plan will assist in returning Utari Mosir towards a period of relative peace and stability.

Does hereby moves to implement measures in support and maintenance of international peace and security through the pathways of mutual cooperation and understanding.

The Security Council issues the following mandate,

- that a World Congress Security Force be established underneath its authority in accordance with the World Congress Peacekeeping Office's peacekeeping plan.

- that these forces shall be deployed within the aforementioned nation for a period not extending two and half years (30 months) unless mandated by the Security Council via an official decree or resolution.

- that in-order to legitimise the actions of the force, the World Congress Peacekeeping Office must present a report to both Security Council and the Secretariat of the World Congress at the end of a two and a half year period.

- that parties keep in mind the World Congress Security Force's principle objective to establish an environment of relative peace and stability for the implementation of development and reconstruction.

- that all participating parties take all necessary measures to ensure the security of the members of the World Congress Security Force and provide significant support in the areas of transit of equipment and personnel.

Clemens Novius Petronax, new representative to the World Congress for Selucia

Unfortunately I must disagree with my predecessor and depart from his actions. Selucia now votes NAY on Resolution 77.

Given that the WCSECFOR has not received the express consent of the parties concerned, especially the target state, we cannot support the authorization of a peacekeeping intervention. For Selucia target state consent and Security Council authorization are now sine qua non conditions for any legitimate intervention.

World Congress Coordinator

Hutori’s vote does not count; Hutori has had their Permanent Member Seat suspended thus their vote and veto power is removed. Please have a player from Hutori contact me in-game, on the forums or on Discord to discuss.
