The seat is open only to forum-based countries. The discussions and elections are entirely out-of-character and should be conducted as such. Players who wish for their countries to stand in the elections should indicate in this thread by the end of 4 July at the very latest. If there is more than one country that wishes to stand, controllers should attempt to discuss among themselves who should be elected in out-of-character terms. Discussion of this kind can happen prior to the deadline for nominating yourself. If no conclusion has been reached by the end of the day on 4 July then we will have a vote and it will be one controller, one vote for those eligible (i.e. a player who controls two countries does not cast two votes).
