If rotation is on the table, we withdraw and support Vascania

Istapali also supports a rotation

At the moment we have:

- Mina, unknown stance
- Istapali, in favour of rotation
- Tropica, unknown stance
- Vascania, for Vascania
- Nsanlosa, for Vascania

Rotation thus far has been with Nsanlosa. I propose those who have not cast their vote yet, do so by the 28th, otherwise we will proceed with an automatic rotation to Vascania. This is an elected seat, so it's important for Dovani's voices to be herd, especially if there's a disagreement.

Tropica will support it's closest neighbor Vascania.

Looks like Vascania will be appointed to Seat E. Nomination will be locked down a few days before the 1st.

Vascania has been nominated for Seat E of the 84th Security Council. Voting for the 85th is now open until the 1st of November.

Players are invited to nominate a country for the next session by the 1st of November.
