But just a last thing: if this council will support this extreme measure,
well, it will show and virtually will decree that the istalian citizens are more trustworthy of assistance and defence than the slaves of Vorona, are more trustworthy to be considered human beigns than the slaves of Vorona.

The first step in defeating this rogue state is sanctioning it practically with an embargo on all goods and migration both ways - alongside isolating Eilomax to its shores. We have very little issue with economic sanctions. Hutori has been the forefront in its opposition to slavery and will not do business of any kind with a Nation that allows slavery within its borders. I have received confirmation from my government that we will be introducing legislation to add a permanent watch list of nations and governments that support slavery and will be instituting sanctions against them.

Any proposal which brings economic sanctions against Vorona we will gladly enforce and vote in favor of.

and we say to you that in case of extreme measures, an international partecipation would be more than appreciated and supported. About the Embargo, Istalia join the Embargo on Vorona and proceeded internally to approve all the necessary measures to respect the embargo: but that's exactly the partecipation to this Embargo which pushed Vorona to proceed: they are menacing our citizens to push Istalia to withdrawn from the Embargo and from the measures adopted to make respect it in Istalia.
And furthermore, we read news about the possibility of a next withdrawn of a Nation from the Embargo, and the establishment of economic and trade relations between this nation and Vorona, something that which however until today only 9 nations ratified, and among them only 3 nation members of the Security Council, and Vorona for the moment is only taking even worste measures.

And, last thing: our citizens needs of help as soon as possible, we don't want to see them enslaved and suffer forced labor or... worste... we don't want see them become martyrs of the anger of the slavers...

However, we would propose an official resolution of the Security Council against Vorona in the form of the Resolution 12, the Resolution 26:

GIVEN the Resolution 3 adopted by the Security Council,

SEEING the total refuse to the diplomatic and reasonable dialogue of the Government of Vorona,

NOTING how Vorona consider blackmail as a form of diplomacy,

GIVEN also the perpetuation in Vorona of the crime of the Slavery and the human traffiking about which the Government have major responsabilities,

GIVEN the arbitrary and illegal detention of Istalian citizens which are persecuted only for their citizenships, threatening their life to make pression on Istalia to withdrawn from any form of Embargo against Vorona.


THE WORLD CONGRESS SECURITY COUNCIL

Undertakes to organize and establish an International Embargo and Sanctions against the nation of Vorona which will provides:

I. All the nation that will vote in favor to a national bill to adopt this Resolution will cease all trade and economic activities with the Voronan's Government and with Voronan's firms.
II. All the nation that will vote in favor to a national bill to adopt this Resolution will refuse to authorize landing of planes and docking of ships of Vorona's origin, except if there is an emergency or if come a request of political asylum.
III. All the nation that will vote in favor to a national bill to adopt this Resolution will authorize their law enforcment agency to size all the goods as well as the capitals in transit in their nation which have as final destination Vorona.

In addition of this, the Security Council declares Vorona suspended by the World Congress which will refuse the partecipation of the Vorona's delegation to the organization until the rappeal of this resolution.

These sanctions will only be lifted if the following conditions are met:

I. End of the detention of the Istalian Citizens still under the arbitrary government's judicial law of Vorona.
II. End of the slavery and the slave trade in Vorona.
III. Recognition of full citizenships to all the inhabitants of Vorona.
IV. The Authorization for a Mission leaded by the General Secreatary of the World Congress to enter in Vorona to ascertain the situation and to determine whether the government of Vorona will be actually accomplishing the request of the Security Council to lift the Embargo and to re-admit Vorona in the World Congress organization.
V. End of any activity of the Eilomax in Vorona and adoption of legal measures against the slave lords and those who make profits thanks the Slavery.

However, given the fact that we are assisting to the fail of the first Embargo and to the re-establishment of relations with Vorona by part of a Nation once part of the Embargo, we have to express our fear about that also this Resolution will be simply ignored by part of the rest of the international community, and even strongly criticized. And, most important thing: no conseguences will come for these nations which will decide to ignore the Resolution.
Another clear constatation of the ineffectiveness of any kind of resolutions adopted by this Organization. For this reason we ask that the Security Council and the World Congress will respect the Resolution 3, which clearly declares:

The Security Council of the World Congress hereby recognises that slavery and the slave trade are inherently evil practices crimes which are to be utterly condemned. Furthermore, nations, organisations and individuals which turn a blind eye are failing in their duty to eradicate these disgusting practices crimes.
To this end, the Security Council of the World Congress issues official condemnation against all form of slavery and slave trade as crimes against humanity.
This is a condemnation against all the subject, public as well as private which burden themselves with this crime against humanity and we invite all the nations of Terra to break any relationship with the subjects mentioned.

So, we demand to the Security Council to officially condamn all these nations which showed or are showing to fail to respect their duty, a DUTY, to eradicate the Slavery and the Slave Trade.
But furthermore, we would like invite the SC to reflect on what means the Resolution 3 and to realize how most part of Terra ignore and makes a mockery of all the international normative originated by this body.

And about the Governments which support in various way Governments which support and enforce slavery? This is not a perfect example of nations which "turn a blind eye"? Istalia proposes that also the nations which support and/or maintain economic or trade relations with slavery nations, as already condamned by the Resolution 3, will be included among the black list which is proposing Hutori. Do We want proceed against the perpetretors but not against those that with their disinterest, informed or less, feed these regimes and these criminals?

Answering your question Ambassador, any nation, government or political party that allows slavery, or does open business with a Nation that allows or support slavery will be added immediately to this blacklist and appropriate actions will be taken. When the Blacklist has been created and passes by our Senate, we will gladly share this list both with this Xohncol and the World Congress Anti-Slavery Office will does have my governments full permission to work within Hutori and set up an office there, considering the current state of affairs within our neighbor Davostag.

Hutori takes an absolute zero tolerance policy to slavery and it's institutions and will combat it and ant form we can.

Istalia will proceed with a same list, analysing all the nations which allow the slavery and all the nations with which they have relationships.
Also Istalia will give full support to the WCASO.
And about Davostag, we fear that we are facing another nations which will never heard nothing if not.... but we can wait to solve the question in Vorona.

Last thing: the nations which will be condemned and which will be add to the black list should be excluded by parteciping to this Organization, like Vorona will be excluded, like Saridan as condamned nations was excluded. Uniform treatment for all the nations without favoritism. So, we pretend that also the ridicoulous authomatic machines of Beiteynu will be definitively deconnected and that all the comndenned nations will be excluded and penalized in all the possible way.

We want proceed with diplomatic tools? Well, we shall be rigorous! If a nation maintain ties with a nation which promote or allow slavery should be warned one time: the second communication should be the notification of the exclusion of the nation from the World Congress and the application of immediate sanctions.

Hutori talk very well: we shall take an absolute zero tolerance policy. And we can assure you that Istalia will notify every single violations. And for thi reason we ask officially to the WCASO to conduct an investigation to determine the ties of other nations with the slavery nations, ties like treaty, also old treaty, any form of agreement, partecipation in financial activities, buying of treasure bonds from these nations, private economic cooperations and investments. The last investigation involved the Eilomax, this time will involve all the slavery nations!

for this reason we want stop the drafting of the Resolution 26, but I want propose that a observers mission will be organized by the WCASO and that Vorona will cooperate to proceed against Eilomax and ita exponents and assets in Vorona.
We want also finalized the black list proposed by Hutori and the resolution to condamn slavery regimes and nations which cooperate with them.

Greetings,
first of all I would like announce that the istalian citizens were released and that they are on the way to return back home. But in Majatra another crisis arose: in Badara a civil war has been unleashed between the Government forces and anti-Government forces called simply the "Coalition".
We are asking to both part if they are interested to a cease fire and to organize a meeting into a neutral nation and we are asking the reason of this civil war.
We ask however an international support for this situation, and first of all the organization of an international mission to send doctors, nurses, medical equipement and medicines, as well as obviously food, tents, containers, equipment, etc... to face the refugees emergency which we think will become worste in the next months.
Furthemore, we propose to the WC to ask to the closer nation to Badara, Cildania and Kafuristan, to allow the establishment of refugee camps and so propose that some nations will provide ships to deplace all these refugees from the war theater. However, we have doubt that Kafuristan will accept an international cooperation, given the fact that the same party which opposed the WCASO is still at the power. So, we would like propose Selucia, or also Saridan, as possible nations to which requires their disponibility to establish refugees camps, and if also from these nations should not come positive response, Istalia is ready to host these camps and we could also ask to Mordusia or Solentia.

I think that first of all we should think to the civil victimes of these war, which as usual are those who suffer most in such case.

Badara is a dangerous place. It is clear that we need to send medical help first of all. I suggest requisitioning a coastal area and establishing a temporary settlement for refugees, with hospital and educational facilities to help these people. I don't think either side can truly be considered 'right', so I suggest we stay neutral and act only as a relief effort for the time being.
