I'd First like to apologize for Hutori's absence from this chamber. We shall endeavor to make sure we are a far more active member of this Council moving forward.

The Federal Republic of Hutori has no issue supporting this resolution though it goes without saying we reserve the right to continue to hold nuclear capability until such a time in the world they aren't needed.

Further, the Federal Republic of Hutori votes Aye in support of the Resolution condemning the Grand Ducky of Vorona.

I declare Resolution 22, which reads as follows;

The Security Council,

RECALLING its previous Resolutions, in particular Resolution 3 and Resolution 8,

RE-AFFIRMING that the Security Council of the World Congress recognises that slavery and the slave trade are inherently evil crimes which are to be utterly condemned,

RECOGNISING that the Security Council of the World Congress officially condemns all form of slavery and the slave trade as crimes against humanity,

Does hereby condemn the Grand Duchy of Vorona.

Does hereby demand that the Government of the Grand Duchy of Vorona immediately release all people within their jurisdiction from illegal bondage, demands that enslaved persons or their heirs be compensated and demands that the government of said nation immediately implement statutory overhauls to eradicate the culture of slavery and all its attendant crimes and customs from their society.

In pursuance of this Resolution, the Security Council does name Giorgia Pellegrini, Istalian Ambassador to the World Congress, as the Security Council Rapporteur to the Grand Duchy of Vorona. The Rapporteur will oversee the implementation of the Resolution and report back to the Security Council on a regular basis.

If, within 2 years, the Grand Duchy of Vorona has moved to enact this Resolution in full, the Rapporteur may propose a complete lifting of all sanctions and a repeal of the condemnation applied. If the Government of the Grand Duchy of Vorona fails to act, the Security Council shall review further options.

Colleagues, I have 2 concerns to raise today;

The Yeudish Republic of Beiteynu has abandoned the Abolition of unjustified punishments Act, we have reached out to the Democratic Yeudish Party, but right now, slavery as a punishment remains the law and it is not being considered by the Knesset.

Secondly, there seems to be a conflict growing between the Bundesrepublik Narikaton und Darnussia and the Free State of Malivia. The situation is still a little unclear but we are aware that the Free State has become very hostile to the Thalleristische Einheitspartei, and even Baltusia has threatened to cut ties with the Bundesrepublik if the TE enter Government. It is imperative war is avoided, especially for a domestic matter such as a democratically elected Government, provided said Government is not breaking international law or our resolutions.

Mr Stinson,
despite my country can understand the sentiments expressed by Baltusia and Malivia, the war option is not the solution, you are reason. We think that both Malivia and Baltusia have the right to cut relationships with other Nation if they believe it is necessary, but a conflict is not admitted obviously.
Howeverx the situation is already unclear, so: could Luthori, the most close member of the council monitoring it and report to us?

We must declare an interest in this matter having a close working relationship with Malivia. That said we agree with our esteemed colleague from Istalia and believe Luthori is best placed to investigate the situation and report back.

The situation in Dovani is very concerning my Government which propose to support the proposal made by the Kazulian Ambassador: the WC should organize a peacekeeping mission to be send in the contended territory between Utembo and Bianjie inviting both the nations to retire their forces. Furthermore, we should demand to Utembo to put an end to its declaration about the intent to enslave all Bianjie population and to destroy totally the Khanate. We think that the creation of a Neutral zone on the borders or the two nations is the first thing to do to avoid an open conflict and to stop the borders skermishes.
But about Utembo, we cannot consider its government as well as the Bianjie governmemt since they practice the slavery and the Eilomax continue to be protected in Utembo conducting its affairs.

On Slavery and Resolution 22; I can confirm we have received no response from the Yeudish Republic of Beiteynu regarding the abandoned Abolition of unjustified punishments Act, we are hopeful this will change, and will give them time. We have received no response from Vorona, and they are not moving to outlaw slavery or the slave trade. We once again promote and ask all members to promote ratification of the Embargo (http://classic.particracy.net/viewtreat ... atyid=3794) Can Ambassador Pellegrini report anything as the Rapporteur appointed in Resolution 22?

On the Bundesrepublik Narikaton und Darnussia and the Free State of Malivia; we can confirm that a Party within the Free State of Malivia threatened war against the Bundesrepublik Narikaton und Darnussia if the Thalleristische Einheitspartei entered Government. The Party is unknown at this time, but they stated the Free State had 'decided to issue a proclamation of Casus belli if the Thalleristische Einheitspartei is given any position in your states government.' At this time, no further action has been taken but the Malivian Government is claimed to have asked Bundeskanzler Feigenbaum for permission to undertake 'a surgical strike bombing run against the TE march.' This is unacceptable!

Therefore, I present the following Resolution for consideration;

RESOLUTION 23

The Security Council,

RECALLING that democracy is a universal value based on the freely expressed will of people to determine their political, economic, social and cultural systems and their full participation in all aspects of their lives,

RE-AFFIRMING that the Security Council of the World Congress plays a major role in promoting human rights, development, and peace and security,

RECOGNISING the will of the people is the basis of the authority of any Government,

Does oppose any attempt by a foreign power to interfere, influence, effect, change or manipulate the democratic process of another nation.

Does desire that the World Congress play a role in assisting parliaments and decentralized local governance structures to enhance the checks and balances that allow democracy to thrive.

Does offer electoral assistance and long-term support for electoral management bodies through the World Congress.

On the situation in Dovani; We are also minded the support a Peacekeeping Mission, to condemn Utembo and to seek to restrict Eilomax. Therefore, I present the following Resolution for consideration;

RESOLUTION 24

The Security Council,

EXPRESSING its utmost concern regarding the actions of the Kingdom of Utembo against the Khanate of Bianjie,

DEPLORING all violations of human rights and the threats against the entirety of the Bianjie population,

CONDEMNING Operation Black Lightning,

STRESSING the urgent need for substantial humanitarian assistance to the Bianjie population and the need to end all military action, guerilla or otherwise,

DECIDES to establish the World Congress Mission to Dovani (WCMD) which shall act as a peecekeeping force between the Kingdom of Utembo and the Khanate of Bianjie,

The Security Council does hereby issue the following mandate;

-The WCMD shall be overseen by Louise Dougall, Luthorian Ambassador to the World Congress, as the Security Council Rapporteur to Dovani.

-The WCMD shall consist of up to 15,000 military personnel, including up to 450 military observers and 300 staff officers, and up to 1,200 civilian police officers, including formed units to assist in the maintenance of law and order throughout Dovani, and the appropriate civilian components.

-Nations of Terra may commit personnel to the Mission, but they do so accepting that overall command of the Mission is in the hands of the Security Council Rapporteur to Dovani, who shall co-ordinate, manage, oversee and report back on all Mission operations, deployments, actions and decisions.

-Support the implementation of a Ceasefire Agreement and the establishment of a World Congress Buffer Zone between the Kingdom of Utembo and the Khanate of Bianjie. This zone is to be entered by no forces other than those of WCMD, which IS to supervise the prohibition of entry. Pending the determination of the size and character of the security zone, the existing area between the two forces is not to be breached by any forces.

-To provide security at key government installations, in particular ports, airports, and other vital infrastructure throughout the Khanate of Bianjie.

-The mission shall be authorised for 5 years, from the passing of this Resolution.

About Vorona, currently Istalia didn't receive any response to our recent message with which we have notified to Vorona the adoption of the Resolution 22 and with which once again we invited them to ban the slavery. We will continue to monitoring the situation but for the moment no changement seems occurs in Vorona.

About the Resolution 24, Istalia, as announced, support it and is ready to: organize the naval task force to ship in Bianjie/Utembo men and equipements of the peacekeeping mission and also we propose to use as police force our National Gendarmerie, which members are trained to conduct police activities (it is their main duty in Istalia, especially in the rural areas) but have also a full military training, so to ensure to the mission 1,200 more possible effective soldiers which will be able to help the rest of the military personnel in case of necessity, something we think will be more useful than a civilian police force.
But, in the Resolution we didn't find any reference to the Eilomax. We would like to present as soon as possible a Resolution to condemn Eilomax and all nations which will give hospitality to this company. Furthermore, we would like invite the members of the Security council to consider the possibility to join our forces to persecute Eilomax worldwide.

About the Resolution 23, despite Istalia in general support the resolution, we have some concerns about "Does oppose any attempt by a foreign power to interfere, influence, effect, change or manipulate the democratic process of another nation".
In fact: what if a democratic process favorite the run to the power of an extremist political forces which begins to endanger the rights if not the lifes of its citizens or of part of its nationals? What if a democratic process produce a majority government which begins a persecution against the opposition forces or against a religious, ethnic or other kind of minority?
We would like to develop furthermore the Resolution 23 or, better, before that, we should present a Resolution/Declaration about what is Democracy and in what cases a government is a democratic government.
In fact we fear that the Resolution 23 could be used to condamn any kind of intervention also when such a intervention is proposed to contrast genocides or horrible persecutions.

On Vorona, their time is running out and we hope they act, lest the Security Council have to consider options. Luthori is willing to consider intervention to enforce the mandate and end the crimes against humanity. We also want to keep an eye on the Yeudish Republic of Beiteynu, which has still not moved to outlaw slavery as originally intended.

On Resolution 24, we welcome the desire for Istalia to participate in the Peacekeeping mission, Luthori would do the same.

As for Eilomax, we believe a Resolution on that matter is necesarry also, and I present the following;

RESOLUTION 25

The Security Council,

RECALLING its primary responsibility for the maintenance of international peace and security,

RE-AFFIRMING that trafficking in persons entails the violation or abuse of human rights and is a crime against humanity,

CONDEMNING Eilomax, their operations, their staff, their investors and their customers,

RECOGNISING that trafficking in persons can be for the purpose of various forms of exploitation, including exploitation of the prostitution of others or other forms of sexual exploitation, forced labour, slavery or practices similar to slavery, servitude or the removal of organs,

Does hereby condemn, in the strongest terms, all instances of trafficking in persons.

Does call upon all nations to take decisive and immediate action to prevent, criminalize, investigate, prosecute and ensure accountability of those who engage in trafficking in persons.

The Security Council does hereby issue the following mandate;

-We hereby authorise Giorgia Pellegrini, Istalian Ambassador to the World Congress, as a Security Council Rapporteur, to investigate, disrupt and dismantle networks involved in trafficking in persons using the World Congress Anti Slavery Office (WCASO)

-WCASO shall consist of 5,000 staff employed by the World Congress. Their shall be a High Commisioner of the WCASO appointed by a majority of the Security Council, for a single term not exceeding 20 years.

-WCASO shall be funded through contributions of all Security Council members for the duration of their terms on the Council; 20% per member. A decade long budget will be submitted by the High Commisioner of the WCASO every 10 years detailing the funding required, to be approved by the Security Council.

-WCASO shall have the power to censure any company, person, nation, organisation, body or group which participate, authorise, allow or facilitate the trafficking of humans.

On Resolution 23, I understand your concerns, and propose this amended version;

ASCERTAINS that Democracy is a system of government in which the citizens exercise power directly or elect representatives from among themselves to form a governing body,

Does oppose any attempt by a foreign power to interfere, influence, effect, change or manipulate the democratic elections of another nation.

Does desire that the World Congress play a role in assisting parliaments and decentralized local governance structures to enhance the checks and balances that allow democracy to thrive.

Does offer electoral assistance and long-term support for electoral management bodies through the World Congress.

Does recognise that when a Government attempts to undertake measures or policies which contradict World Congress or Security Council Resoltuions, that the internationsl community may decide to act upon it, by further Resolution.

ASCERTAINS that Democracy is a system of government in which the citizens exercise power directly or elect representatives from among themselves to form a governing body, in which is enforced the protection of the human rights of all citizens without any discrimination whatsoever and in which is applied a rule of law so that the laws and procedures apply equally to all citizens and protect all of them by any abuses delimiting the powers, rights and duties of the Government and other institutional authorities,

Does oppose any attempt by a foreign power to interfere, influence, effect, change or manipulate the democratic elections of another nation.

Does desire that the World Congress play a role in assisting parliaments and decentralized local governance structures to enhance the checks and balances that allow democracy to thrive.

Does offer electoral assistance and long-term support for electoral management bodies through the World Congress.

Does recognise that when a Government attempts to undertake measures or policies which contradict World Congress or Security Council Resolutions, that the internationsl community may decide to act upon it, by further Resolution.

Or we can change all the passage with this:

ASCERTAINS that democracy consists of a political system for choosing and replacing the government through free and fair elections, of the active participation of the people, as citizens, in politics and civic life, the protection of the foundamental human rights of all citizens and a rule of law in which the laws and procedures apply equally to all citizens without any discrimination whatsoever and protect all of them by any abuses delimiting the powers, rights and duties of the Government and other institutional authorities.

In any case, we consider that both these forms can better describe what is a Democracy and so it will be possible to better indentify with which nations will be possible to apply the Resolution.



About the Resolution 25, Istalia will be more than glady to see me, its Ambassador, appointed to lead the WCASO, and my Government hopes that the other Nations will show cooperative behavior. However, my Government propose that I will take care of the WCASO but resigning from my position of official Instalian representative into the WC. My Government in fact want divide as much as possible the role of Istalian official reppresentative from the one appointed to conduct the investigation.
For this reason Istalia would like propose me, Giorgia Pellegrini, as High Commissioner of the WCASO with the duty to persue the objectives of the Resolution 25.
But if Luthori thought to the resolution in the form that a member of the Security Council shall directly conduct the investigation only assisted and supported by the High Commissioner, well, I will be ready to accomplish the task as still official Istalian Ambassador.
