As you said: Badara is a dangerous places. We are talking with both the parties involved. The representative of the "Coalition" declared me that he has difficulties to control part of the Coalition's forces and that he personally cannot assure that the civilians and that a possible future mission to bring aid to the victims will be not involved in military actions.
For this reason Istalia prefers to move the refugees out of Badara. A measure of security for them and for all the forces sent to bring aid to this people.

We are establishing relations with the current active parties of the island hoping to find people more reasonable and civil to which discute. For the moment Istalia will not drop out definitively the Resolution 26 which we will present to the vote if the future Government showed to be opposite to the abolition of slavery.

Istalian delegation calls the other members to express themself and want point out the attention of the Council on the increasing international fueling of the conflict through financial as well as logistic support for both the parties of Badara. Even more weapons for the conflict could only fueled the war.

However, we received the cooperation of the Badaran Government so that the World Congress could bring aid to the refugees and maybe evacuate them in safer place: viewtopic.php?f=15&p=118859#p118859

The "Coalition" accepted to partecipate to the conference, but he chose Beiteynu to represent its party. We accepted to proceed only to go ahead with the negotiations and for the sake of the civilian victims.

Resolution 27

The Security Council is an instrument of peace, prosperity and stabilizing the International Order. Several nations who have been seated on the Security Council have attempted to negatively use their influence in attempting to gain favor, intimidate or outright threaten sovereign nations with their position. As leading members of the International Order we cannot allow this to become a problem. We hereby call upon the establishment of a commission, known as the Commission for the Oversight of the Security Council to be lead by a member state selected by the Security Council, to investigate and conduct an investigations into abuses by members of the Security Council. This Commission for the Oversight of the Security Council will be lead by a named High Commissioner and will be responsible to both the General Assembly and the Security Council.

The first investigation for the Commission for the Oversight of the Security Council will be an investigation into the actions of Istalia and monitoring Istalian actions in relation to their recent tenure in the Security Council which many believe,
including a portion of the General Assembly to be in direct violation and contradiction of the International Order.

Despite the pending Resolution on Istalia, we still have the right to exercise our duty as a member of the Security Council.
For this reason, to return to the question "Vorona", still unresolved, Istalia wants to propose to proceed with the vote on a revised text of Resolution 26:

Resolution 26

GIVEN the Resolution 3 adopted by the Security Council,

SEEING the total refuse to the diplomatic and reasonable dialogue of the Government of Vorona,

GIVEN the perpetuation in Vorona of the crime of the Slavery and the human traffiking about which the Government have major responsabilities,


THE WORLD CONGRESS SECURITY COUNCIL

Undertakes to organize and establish an International Embargo and Sanctions against the nation of Vorona which will provides:

I. All the nation that will vote in favor to a national bill to adopt this Resolution will cease all trade and economic activities with the Voronan's Government and with Voronan's firms.
II. All the nation that will vote in favor to a national bill to adopt this Resolution will refuse to authorize landing of planes and docking of ships of Vorona's origin, except if there is an emergency or if come a request of political asylum.
III. All the nation that will vote in favor to a national bill to adopt this Resolution will authorize their law enforcment agency to size all the goods as well as the capitals in transit in their nation which have as final destination Vorona.

In addition of this, the Security Council declares Vorona suspended by the World Congress which will refuse the partecipation of the Vorona's delegation to the organization until the rappeal of this resolution.

These sanctions will only be lifted if the following conditions are met:

I. End of the slavery and the slave trade in Vorona.
II. Recognition of full citizenships to all the inhabitants of Vorona.
III. The Authorization for a Mission leaded by the General Secreatary of the World Congress to enter in Vorona to ascertain the situation and to determine whether the government of Vorona will be actually accomplishing the request of the Security Council to lift the Embargo and to re-admit Vorona in the World Congress organization.
IV. End of any activity of the Eilomax in Vorona and adoption of legal measures against the slave lords and those who make profits thanks the Slavery.

In fact we can confirm that any communication attempt failed and the new government of Vorona didn't responded and is clearly taken no actions to abolish the Slavery.

Honorable members of the Security Council,
the World Comgress is fallen under the mockery of all these nations which with their actions and behavior are openly agreed on the perpetuation of the Slavery in Vorona in the name of the "National Sovereignty", which I personally call "the shield behind which justify any action of a Government, also the most brutal and barbaric crime against the humanity, a shield which protect them by the international law. International law which is dying due to the coalition of these rogue nations, which now have established a smear campaign against Istalia and that are try to stamp out us from the World Congress, criticizing our proposal of Resolution to condamn Vorona, comparing us with the bounch of criminals which are governing Vorona and which these nations declared as legitime because democratical elected, despite the fact that thousand if not millions of slaves have actually no rights, no political rights to express their vote and that are in effect a minority totally excluded by the political process.
Recognizing such a legitimacy to Vorona, these nations are make dying also the most basic definition of what is the Democracy.

Istalia in the past proceeded with too much intraprendence in its plan (because it remained only a plan) to establish a blockade against Vorona and we recognized that we acted out of the WC directive.
We will not deny that such a decisions was taken also due to an high stress and deception for the lack of inactivity, power and authority of the World Congress, but we recognized that our answer to this situation was excesive and not suitable.
Istalia for this reason experienced also an internal turnout with the previous administration heavily compromised and so the establishment of a new administration with a new foreign policy, more open to dialogue and to the respect of the WC will, in respect of the international law in which Istalia still trusts.
We recognized our errors and we refrein them to proceed on request of the Security Council. Now, we are made our possible to repair the past errors. We are opening our diplomacy to the long time enemy of the Majatran Revolutionary Socialist Federation, beginning from Deltaria recognizing its effort to democratize itself. We are now firmly working into the Security council and we are searching the cooperation of the other members to face the Slavery still in force in Vorona and to intervene into a serious Civil War which could cause enormous civilian casualities and sufferences. We decided to offer us as neutral party to try to find a pacific solution for the Civil War in Badara, with both the parties involved in the Civil War which confirmed the fair behavior of Istalia and its firmly neutrality: we convinced the parties for a ceasefire and we agreed also to send an humanitarian mission for rescue the refugees of the war.

Istalia was always among the first to condamn and to propose Resolutions, it is true, but we ware as well the first to refrein and ritire sanctions and condamnations when we recognized the cooperative behavior of the condamned nations and their respect of the WC requests.
For this reason, we will leave the decision on the Resolution proposed by Dorvik to the hand of World Congress and if necessary we will face the conseguences, with dignity and with the awareness to have always acted to protect the human beings rights and the safety of all humanity, but we invite the SC to consider also the efforts which Istalia is made to assure a most suitable behavior as member of SC.

The Federal Republic of Hutori votes Aye in Favor of Resolution 26.

Further the Hutorian National Senate is on the cusp of passing Bill C-37, which will immediately create our Anti-Slavery Watch and Blacklist and under it's provisions immediately cease all economic and diplomatic interaction with Vorona.
