Louise Dougall, Luthori Ambassador to the Security Council;

General Secretary, all previous Resolutions being discussed are of course null and void now, following fresh elections. I guess, I would being by saying Luthori is proud to serve with our fellow Security Council members, and we hope we can begin to make a difference in this institution.

We are currently reviewing the international situation, but would welcome dialogue between member states until such a time as we are ready to present a Resolution to the Council.

Since the Council seems content to stay silent, I present the following;

The Security Council,

RECALLING its previous Resolutions, in particular Resolution 3 and Resolution 8,

RE-AFFIRMING that the Security Council of the World Congress recognises that slavery and the slave trade are inherently evil crimes which are to be utterly condemned,

Does hereby condemn the Grand Duchy of Vorona.

Giorgia Pellegrini, Istalian Ambassador to the World Congress:

This should be the Resolution 22, however, Istalia vote YES to this resolutio, nut we would propose to add the peovision of repeal of the condamnation in case of cooperation from the involved governments. Beiteynu seems about to introduce important reforms in this sense. We propose to organaze an observation team which will monitoring the local situation for a period of time to be established before of total reppeal of the resolution.

Thank you

Louise Dougall, Luthori Ambassador to the Security Council;

We would be content to allow the General Secretary to appoint an observation team to oversee the implementation of the required changes in both nations. If the changes are undertaken within 2 years, we would move for a Security Council vote for repeal. If they are not however, we must consider stronger resolutions or even direct action itself.

Louise Dougall, Luthori Ambassador to the Security Council;

I have not numbered this Resolution, as their is no clear record of those passed or rejected in our archives. I do present the following amended version;

The Security Council,

RECALLING its previous Resolutions, in particular Resolution 3 and Resolution 8,

RE-AFFIRMING that the Security Council of the World Congress recognises that slavery and the slave trade are inherently evil crimes which are to be utterly condemned,

RECOGNISING that the Security Council of the World Congress officially condemns all form of slavery and the slave trade as crimes against humanity,

Does hereby condemn the Grand Duchy of Vorona.

Does hereby condem the Yeudish Republic of Beiteynu.

Does hereby demand that the Governments of the Grand Duchy of Vorona and the Yeudish Republic of Beiteynu immediately release all people within their jurisdictions from illegal bondage, demands that enslaved persons or their heirs be compensated and demands that the governments of said nations immediately implement statutory overhauls to eradicate the culture of slavery and all its attendant crimes and customs from their respective societies.

In pursuance of this Resolution, the Security Council does name Giorgia Pellegrini, Istalian Ambassador to the World Congress, as the Security Council Rapporteur to the Grand Duchy of Vorona and the Yeudish Republic of Beiteynu. The Rapporteur will oversee the implementation of the Resolution and report back to the Security Council on a regular basis.

If, within 2 years, either nation has moved to enact this Resolution in full, the Rapporteur may propose a complete lifting of all sanctions and a repeal of the condemnation applied to either nation, individually or jointly. If either nation fails to act, the Security Council shall review further options.

Louise Dougall, Luthori Ambassador to the Security Council;

Council Members, we have been made aware that the Yeudish Republic of Beiteynu has moved the Abolition of unjustified punishments Act, which would outlaw the slave trade and slavery altogether. Provided this Act passes, which it is currently set to do, the Luthori Delegation does amend the proposed Resolution to the following;

Does hereby demand that the Government of the Grand Duchy of Vorona immediately release all people within their jurisdiction from illegal bondage, demands that enslaved persons or their heirs be compensated and demands that the government of said nation immediately implement statutory overhauls to eradicate the culture of slavery and all its attendant crimes and customs from their society.

In pursuance of this Resolution, the Security Council does name Giorgia Pellegrini, Istalian Ambassador to the World Congress, as the Security Council Rapporteur to the Grand Duchy of Vorona. The Rapporteur will oversee the implementation of the Resolution and report back to the Security Council on a regular basis.

If, within 2 years, the Grand Duchy of Vorona has moved to enact this Resolution in full, the Rapporteur may propose a complete lifting of all sanctions and a repeal of the condemnation applied. If the Government of the Grand Duchy of Vorona fails to act, the Security Council shall review further options.

Isobella Descartes, Baltusian Ambassador to the Security Council

Ambassador Dougall,

We in Baltusia vote AYE to this amended resolution. I have to tell you now that under our previous administration our President took unilateral action to economically embargo the Grand Duchy of Vorona and that embargo was passed by Congress and remains in place.

Ambassador Pellegrini:

Istalia support and so vote AYE to the new version of this last resolution. We ask the aid of the Head of the Council to give the right number to this resolution.
