We can vote Yes to Resolution 39, but we want ask if there are provision about the duration of the mandate of Director-General.
And there is also the issue raised by the General Secreatary about the responsability of the Director-General toward both the GA and the SC. This last point is the most critics: what have to do the GA with the WC peacekeeping task force (WCPTF)? The GA doesn't appoint nobody, doesn't vote for financial provision (there is just something like a fix fee for the other members of the WC, with no possibility to debate on it, modify the ammount, etc...), etc...
Istalia really thinks that WCPTF has to be responsible only before the Security Council, the only body which has the power to manage the WCPTF, which appoints the key people, which votes for the missions.
The problem is the always the nature of the General Assembly, which is not a "parliament"! Has no power in this sense! Doesn't appoint the members of the SC, which are not responsible toward the GA, doesn't vote Resolutions, it cannot produce international resolutions, agreements, treaties, etc... It is a large diplomatic forum, stop.
We cannot give to such body any oversees power with the current form of the GA.
I noticed that also the Ispector-General role has no provisions about the duration of the mandate.
We should work before to solve these little issues and then we will can able to appoint the key people.

"By responsibility, it is meant that the Director-General will be responsible to answer questions, comments and concerns from the General Assembly but they hold no power or sway over the World Congress Peacekeeping Office. That is the sole sacred duty of the Security Council.
In terms of "mandate" I suppose you mean the duration or term of office? They serve at the behest of the Security Council or otherwise they will retire after they feel they've accomplished the mission. I firmly believe that General der Feldjäger (Dorvish Feldjäger) Klaus von Färber will set many precedents for us if he is placed into office. For those who do not know, Herr von Färber currently serves as the Dorvish Armed Forces' Police Chief, which is a step below the Chief of Army Police in the Dorvish Feldjäger. The Dorvish Feldjäger serve a vital military police and military security role to the Dorvish Armed Forces and we firmly believe that he is more than capable of both military action and civilian-law action that is necessary to establish peace in a conflict area.
As for the duties and the roles of both the Director-General and the Inspector-General, they are laid out in the resolution that formed the World Congress Peacekeeping Office. Their roles will evolve overtime surely, but overall the Director-General sets the objectives and acts as the "Commander" of sorts of the World Congress Peacekeeping Office while the Inspector-General serves as an auditor as well as assists in the civilian operations of the WCPO."

OOC: I have a question: for the Resolutions passed to the new session of the World Congress, we needs restart the vote with the current members of the SC, while the previous votes are no more valid, right?
