Resolution 41SEEING the retirement of the previous Tyrant Malgus III of the Kalopian Thallerist Hegemony, now known as Confessional Republic of Kalopia (colloquially known as Western Kalopia), and now its removal from any institutional and official role.
SEEING the positive political evolution in Kalopia and the statements made by the new Government in favor of major democracy and rights and for the immediate ending of the violations of the human rights in the nation,
NOTING the efforts of the new Government of the Confessional Republic of Kalopia to improve in the nation a civil state of law and to introduce a stable democratic system,
RECOGNIZING the difficult conditions that the international sanctions generated for the common people of Western Kalopia,
THE WORLD CONGRESS SECURITY COUNCILIn order to repeal the Resolution 35 adopted by the Security Council which has condamned Western Kalopia and launched international sanctions, gives to the Secretary General the task to organize an evaluation mission to be send in the Confessional Republic of Kalopia to evaluate the democratization efforts announced by the new Government and the effective ending of the violation of the human rights as well as the and of the Thallerist influence on the nation and to establish an international observatory to monitor the evolutions of the situation in favour of the respect of the state of law and of the civil and political rights of the Kalopian citizens but also to cooperate and assist the Government in its democratisation efforts, so to be able in the future to ascertain the definitive confirmation for the total absolution of the Confessional Republic of Kalopia toward the initiatives of this body, which will be able to definitively reppeal the Resolution against the Confessional Republic of Kalopia.

THE WORLD CONGRESS SECURITY COUNCILreppeals the provision of the embargo enforced by the Resolution 35 for the most basic necessity goods including:
and authorize organizations and nations, after having informing the World Congress' General Secretary's Office, to send on the basis of no profit principles such necessity goods through ground means of transport, through ships and through aircrafts.
The evalution mission will be accompanied by a monitoring task force to control the arrival of such expeditions to avoid the entering in the nation of not authorized goods. This monitoring task force will indicate, with authorization by part of the Confessional Republic's Government, the entering points into the nation for such expeditions which shall respect these provisions and don't try to circumvent it.
