Now, collegues, we want propose this:

Resolution 41
SEEING the retirement of the previous Tyrant Malgus III of the Kalopian Thallerist Hegemony, now known as Confessional Republic of Kalopia (colloquially known as Western Kalopia), and now its removal from any institutional and official role.

SEEING the positive political evolution in Kalopia and the statements made by the new Government in favor of major democracy and rights and for the immediate ending of the violations of the human rights in the nation,

NOTING the efforts of the new Government of the Confessional Republic of Kalopia to improve in the nation a civil state of law and to introduce a stable democratic system,

RECOGNIZING the difficult conditions that the international sanctions generated for the common people of Western Kalopia,

THE WORLD CONGRESS SECURITY COUNCIL

In order to repeal the Resolution 35 adopted by the Security Council which has condamned Western Kalopia and launched international sanctions, gives to the Secretary General the task to organize an evaluation mission to be send in the Confessional Republic of Kalopia to evaluate the democratization efforts announced by the new Government and the effective ending of the violation of the human rights as well as the and of the Thallerist influence on the nation and to establish an international observatory to monitor the evolutions of the situation in favour of the respect of the state of law and of the civil and political rights of the Kalopian citizens but also to cooperate and assist the Government in its democratisation efforts, so to be able in the future to ascertain the definitive confirmation for the total absolution of the Confessional Republic of Kalopia toward the initiatives of this body, which will be able to definitively reppeal the Resolution against the Confessional Republic of Kalopia.

Furthermore,

THE WORLD CONGRESS SECURITY COUNCIL

reppeals the provision of the embargo enforced by the Resolution 35 for the most basic necessity goods including:

water
food
medicines

and authorize organizations and nations, after having informing the World Congress' General Secretary's Office, to send on the basis of no profit principles such necessity goods through ground means of transport, through ships and through aircrafts.
The evalution mission will be accompanied by a monitoring task force to control the arrival of such expeditions to avoid the entering in the nation of not authorized goods. This monitoring task force will indicate, with authorization by part of the Confessional Republic's Government, the entering points into the nation for such expeditions which shall respect these provisions and don't try to circumvent it.

Appeal of the World Congress Anti Slavery Office to the Security Council and official condamnation and censure of the Republic of Saridan for the reintroduction of the Slavery and the Slave trade in the nation:

Given the Resolution 25 of the Security Council of the World Congress, which recognize to the WCASO full power to censure any company, person, nation, organisation, body or group which participate, authorise, allow or facilitate the Slavery and the trafficking of humans,

The WCASO condamns and censures firmly the reintroduction in Saridan of the Slavery and the Slave Trade and condamns also any nation which cooperates with the Republic of Saridan and maintains relations with it.

The WCASO furthermore want propose to the Security Council a Resolution to take immediate measures against the Republic of Saridan:

WCASO Resolution proposal for the Security Council to condamn the Republic of Saridan and their responsabilities for the reintroduction of the Slavery

THE SECURITY COUNCIL OF THE WORLD CONGRESS

RECALLING its previous Resolutions, in particular Resolution 3 and Resolution 8,

RE-AFFIRMING that the Security Council of the World Congress recognises that slavery and the slave trade are inherently evil crimes which are to be utterly condemned,

RECOGNISING that the Security Council of the World Congress officially condemns all form of slavery and the slave trade as crimes against humanity,

Does hereby condemn the Republic of Saridan.

Does hereby demand that the Government of the Republic of Saridan immediately put an end to the Slavery and the Slave Trade, release all people within their jurisdiction from illegal bondage, demands that enslaved persons or their heirs be compensated and demands that the government of said nation immediately implement statutory overhauls to eradicate the culture of slavery and all its attendant crimes and customs from their society.

In pursuance of this Resolution, the Security Council does authorize the World Congress Anti Slavery Office to act organize a mission under the authority of the High Commissioner of the WCASO which will act as Security Council Evaluation mission to the Republic of Saridan. The Evaluation mission will oversee the implementation of the Resolution and report back to the Security Council on a regular basis.

If, within 2 years, the Republic of Saridan has moved to enact this Resolution in full, the Evaluation mission may propose a complete lifting of all sanctions and a repeal of the condemnation applied. If the Government of the Republic of Saridan fails to act, the Security Council shall review further options.

We thanks the WCASO for its condamnation and for its appeal to the Security Council. Istalian Government is ready to support the proposed Resolution of the WCASO, but, recognizing that it is not only the Slavery which is about to be reintroduced, but also discriminatory and segregationist policies, notably into the education system, probably one of the most heinous form of discrimination and segregation,

We would extend the proposed Resolution in this form:

THE SECURITY COUNCIL OF THE WORLD CONGRESS

RECALLING its previous Resolutions, in particular Resolution 3 and Resolution 8,

RECOGNIZING the reintroduction of the Slavery and the Slave Trade by part of the Government of the Republic of Saridan,

GIVEN also the intantion of the Government of the Republic of Saridan to reintroduce discriminatory and segregation policies and so the negation of most basic rights for the Saridan's citizens who will be interested by these measures,

RE-AFFIRMING that the Security Council of the World Congress recognises that slavery and the slave trade are inherently evil crimes which are to be utterly condemned,

RE-AFFIRMING that the Security Council of the World Congress recognises also the segregation practices are clearly violations of the most basic human rights which are to be utterly condemned,

RECOGNISING that the Security Council of the World Congress officially condemns all form of slavery and the slave trade and any form of discriminatory and segregational practices as crimes against humanity,

Does hereby condemn the Republic of Saridan.

Does hereby demand that the Government of the Republic of Saridan immediately put an end to the Slavery and the Slave Trade, release all people within their jurisdiction from illegal bondage, demands that enslaved persons or their heirs be compensated and demands that the government of said nation immediately implement statutory overhauls to eradicate the culture of slavery and all its attendant crimes and customs from their society.

Does hereby demand that the Government of the Republic of Saridan immediately put an end to the discriminatory and segregational policies, demands that people who suffered these discriminatory practices or their heirs be compensated and demands that the government of said nation immediately implement statutory overhauls to eradicate the culture of discrimination and segregation in any its form and all its attendant crimes and customs from their society.

In pursuance of this Resolution, the Security Council does authorize the World Congress Anti Slavery Office to act organize a mission under the authority of the High Commissioner of the WCASO which will act as Security Council Evaluation mission to the Republic of Saridan. The Evaluation mission will oversee the implementation of anti slavery polcies and report back to the Security Council on a regular basis.
Alongside the mission of the WCASO the Security Council authorize the General Secretary to organize a parallel mission to evaluate and oversee on the implementation of anti discriminatory and anti segregation policies and report back to the Security Council on a regular basis.

If, within 2 years, the Republic of Saridan has moved to enact this Resolution in full, the Evaluation missions may propose a complete lifting of all sanctions and a repeal of the condemnation applied. If the Government of the Republic of Saridan fails to act, the Security Council shall review further options.

This is a first Resolution to invite Saridan to respect the rights of those people, but if they will ignore all this, an other international embargo and other sanctions will be proposed!

But, I would like to open a debate: given the existence of Resolution 3 and 8 which condamn Slavery and any nation or organization or individuals which practice it, should be the nations which allow and enforce slavery authomatically condamned?
