SC R46: Action against the Wolfsheim infection

Collegues,
the Istalian Government calls the members of the Security Council to act as soon as possible to contrast an issue that is becoming a veritable public health emergency which is plaguing the Republic of Ostland.
This desease, the infection caused by a bactaria which seems to be very resilient to the common antibiotics, risks to become a veritable world health crisis, if not a global pandemic.

Furthermore, I will not deny that my Government is also concerned by how the Government of Hulstria is facing the emergency, reaching to present ultimatum to the Government of Ostland, menacing a veritable invasion. We can be conscious that Hulstria is concerned by the desease, but at the same time we don't think that military threat and ultimanum launched against a Government even more in difficulties could be useful.
The World Congress is here also to assiste the nations of Terra to face such crisis and dangerous situations. In the light of the increasing agitation of the Hulstrian Government for the Wolfsheim Bacteria Infections, it is our duty, members of the Security Council, to lend a hand and to assiste Ostland to face the infection and to assiste Hulstria to securize the common borders between them and Ostland, assisting the Ostlandian to control their borders, an assistance also for the other country which border with Ostland, namely Utari Mosir, Degalogesa, Kazulia, Sekowo, New Verham and Cifutingan.

The Security Council Rapporteur for the mission will be confirmed as soon we will reach an agreement.

Here our proposal:

Resolution 46

The Security Council,

EXPRESSING its utmost concern regarding the aggravation of the general public health condition in the Republic of Ostland,

CONCERNING by the rapid spread of the Wolsfheim Bacterial Infection and the increasing number of death,

RECOGNIZING the difficult of the Ostland's Government to face this threat and its extreme situation of urgent need,

AIMING to assist and protect the Ostland Government facing the difficulties to manage its nation and to ensure the sovereignty of the country during such a critic situation,

First of all

DISCOURAGE anyone to travel in Ostland,

RECOMMEND to anyone who travelled recently in Ostland to see a doctor to disprove any form of infection,

RECOMMEND forthermore for a limited period the ban of any travel to and from Ostland to contrast the spread of the desease, a ban to be lifted after the establishment of medical chekpoint to the international airports, ports and to the frontier stations.

DECIDES to establish the World Congress Humanitarian Mission to Ostland (WHCMO) with the task of overall planning and coordination, directing the efforts of the WC staff, national governments, and other humanitarian actors, to bring assistance and support to Ostland and to its population ravaged by this desease,

The Security Council does hereby issue the following mandate;

-The WHCMO shall be overseen by Julia Winters, Hutorian Ambassador to the World Congress, as the Security Council Rapporteur to Ostland.

-The WHCMO shall consist of up to 1,000 medical staff personel, including doctors, nurses and health specialist, from each country member of the security council. 5,000 military personnel, including up to 180 military observers and 75 staff officers, and up to 2,500 civilian police officers, including formed units to assist in the maintenance of law and order throughout Ostland and to provide security to the frontier checkpoints, and the appropriate civilian components.

-Nations of Terra and any other international and humanitarian organization may commit medical personnel to the Mission, but they do so accepting that overall command of the Mission is in the hands of the Security Council Rapporteur to Ostland, who shall co-ordinate, manage, oversee and report back on all Mission coordination, planning, actions and decisions.

-To provide pharmaceutical and medical supplies and equipment to satisfy the needs of the Mission.

-Ensuring financial support for the Mission, through the committment of the SC members, to funds, with decreasing priority, the containment of the disease and the assistence to the infected; the necessary biomedical research programs and operations to contrast the responsable bacteria; assisting the local Government to ensuring the national and public security for the people of Ostland.

-To support the efforts of the Republic of Ostland to secure their border to avoid the further spread of the Wolfsheim Infection beyond their national borders, first of all through the establishment of medical checkpoint to control anyone entering or leaving Ostland.

-To provide security at key government installations, in particular ports, airports, and other vital infrastructure throughout the Republic of Ostland.

-The mission shall be authorised until the resolution of the health crisis in Ostland, from the passing of this Resolution.

My Government would like invite the New Endralonian/Kizenian and Malivian doctors and expertises to take the place of the medic staff of Istalia into the WCHMO, given their already advanced research on the bacteria.
Istalia will send paramedic staff and obviously will cover all the expenses of its quota. We will be glad to organize also the transfer of the NR/Znian and Malivian staffs from their country with all the equipement they needs.
We believe that we need the best and most prepared expertises on place to fight the desease.
