General Secretary of the World Congress:
Following the 4468 Security Council elections, the Permanent Members of the Security Council are: Dorvik, Istalia, Kazulia and Vanuku, and the Non-Permanent Members of the Security Council are: Luthori, Cobura, Indrala, and New Endralon

"It has come to the worlds attention that the dangerous radical regimes in Dovani have risen once again. It is without question that the world is watching a genocide unfold across Dovani for numerous people. I have come directly to the Security Council and it's esteemed members to discuss and plot a course of action for this. It is unacceptable and we cannot stand by and allow this to happen."

Istalia at the moment it is not aware of such radical regimes and of the risk of genocides. We will active as soon as possible our diplomacy to collect all the possible infos, however, we would be glad with you if you can present here a resume about the situation you are talking about.

Merlkai Hzar, Vanuku's Permanent Representative to World Congress:

Vanuku is aware of the situation and is discussing the possibility of unilateral sanctions in our domestic parliament. However, our government would much prefer a multilateral course of action driven by the World Congress.

For this reason, we second the Istalian Ambassador's call for the General Secretary's office to present a resume of the ongoing situation and any evidence secured of genocidal actions so that fellow security council members are brought fully up to speed."

"The rise of radical regimes in Utari Mosir and Istapali are an issue for us all. The movement of Kunihito into concentration camps in Utari Mosir is quickly being pushed into a genocide. While the world has sat idly by before, the World Congress must act. The election of a far-right President in Istapali are further enhancing tensions in the world and we must continue to defend against these regimes. I call on all Security Council members to stand against this."

"The Dorvish Republic has already begun sanctions against Utari Mosir and we will continue to do so until significant changes are conducted be they willingly or through force. It is also woefully apparent that one time ally and friend Kazulia has taken a stance against freedom, peace and stability and instead will willingly support genocide in Utari Mosir, the Dorvish Republic will not stand for it and will act, unilaterally or bilaterally, without a Security Council Resolution and we do not fear the consequences when innocent people are being murdered. If Kazulia, which has openly stated it's intention to veto any resolutions condemning the genocide, we will work against Kazulia with unknown fury."

From our country, we have prepared a draft about a future resolution on the issue that concerns us today. This resolution has no sanctions against Utari Mosir, nor against its government. In this sense, we hope to reach a consensus.

We hope, also, the contributions that other countries wish to make about this draft. We are sure that, at least, it is improvable and we are open to the necessary changes on this topic.

Recognizing that basic human rights are universal and that all citizens of the world must have full access to and enjoy these rights

Accepting the sovereignty that each state has as its own right.

Supporting the people of Utari Mosir who, due to ethnic persecution or imminent risk, have been forced to emigrate or seek asylum in international embassies, air or maritime ports or before leaving the country.

Expressing concern for the safety of foreign nationals and their rights in Utari Mosir

Reaffirming its strong commitment to the sovereignty, independence, territorial integrity and national unity of the Utari Mosir.

Mindful of its primary responsibility for the maintenance of international peace and security among the citizens of Terra

Acting under international law conferred to the world congress for the fulfillment of its mission by member countries;

Promotes states to accept applications for refuge or asylum of ethnic minorities in Utari Mosir through accessible and simple procedures

Calls upon Utari Mosir and neighboring states or transit countries to open channels of humanitarian access for the transport of people to countries of asylum.

Suggests to the States not to reject the denunciations of the refugees or citizens of Utari Mosir residing in their territory, about the situation of their native country.

Recommends that the states prepare all the resources at their disposal for the effective application of the rights of asylum and refuge, including the safe transportation from the country of origin to the country that accepted the asylum.

Suggests to the states that, if they do not accept (or cancel) the asylum or refugee status of Utari Mosir citizens, to transfer them to another country that accepts the request.

The pussyfooting about by some Security Council members over such a serious issue has angered and frustrated our nation. We have, therefore, decided to impose our own sanctions on Utari Mosir and recommend other right-minded members of this council do the same thing.

Our government is also willing to work with nations like Dorvik outside of a Security Council resolution to ensure the genocide-promoting regime is eradicated. Those who attempt to stand in our way will be judged as the advocates of genocide and appropriately dealt with.
