Resolution proposal for the Security Council to condemn Piracy and call for International Action against it.

THE SECURITY COUNCIL OF THE WORLD CONGRESS

NOTING with concern that the continuing limited capacity and domestic legislation to facilitate the custody and prosecution of suspected pirates after their capture has hindered more robust international action against pirates effecting trade across Terra,

ACKNOWLEDGING the negative impact on Central Dovani's trade with the rest of the world, especially as it is a principle trade route to Majatra, Seleya and other region,

RE-AFFIRMING its respect for the sovereignty, territorial integrity, political independence, and unity of sovereign Nations, including sovereign rights in accordance with international law, with respect to offshore natural resources, including fisheries,

RECOGNISING the need to investigate and prosecute not only suspects captured at sea, but also anyone who incites or intentionally facilitates piracy operations, including key figures of criminal networks involved in piracy who plan, organize, facilitate, or illicitly finance or profit from such attacks,

Does hereby condemn and deplore all acts of piracy and armed robbery at sea.

Does hereby stress the need for a comprehensive response to prevent and suppress piracy and tackle its underlying causes by the international community.

Does hereby recognise the anti-piracy action of the Northern Council and the Governments of Midway.

Does call upon authorities to make all efforts to bring to justice those who are using the sea to plan, facilitate, or undertake criminal acts of piracy and armed robbery, and calls upon Member States of the World Congress to strengthen maritime capacity for action against piracy.

The Security Council does hereby issue the following mandate;

-We hereby authorise the creation of the World Congress Anti Piracy Office (WCAPO); to investigate, disrupt and dismantle networks involved in piracy and armed robbery at sea across Terra.

-WCAPO shall consist of staff employed by the World Congress. Their shall be a High Commissioner of the WCAPO appointed by a majority of the Security Council, for a single term not exceeding 20 years. The High Commissioner shall be from any member state and will create their own team, out of their budget.

-WCAPO shall be funded through contributions of all Security Council members for the duration of their terms on the Council; 20% per member. A decade long budget will be submitted by the High Commisioner of the WCAPO every 10 years detailing the funding required, to be approved by the Security Council. Further donations by member states are welcome.

-WCAPO shall have the power to censure any company, person, nation, organisation, body or group which participate, authorise, allow or facilitate piracy and armed robbery at sea across Terra.

-WCAPO shall have the power to create the 'World Congress Operation Ocean Shield' anti-piracy fleet, from member states willing to both participate and assist such operations against piracy and armed robbery at sea across Terra. The High Commissioner of the WCAPO shall manage a rotating leadership of the Operation every 2 years.

This is a great initiative. The water of the world, especially in the east for too much time have been plagued by such a menace. We can only vote in favor of this resolution.
