Resolution 60
The Security Council,
TAKING INTO CONSIDERATION: The concerns and views expressed during the period of discussions within the General Assembly.
RECOGNISING: the need for measures to improve the efficiency and fluidity of the financial functions of the World Congress as it moves to address matters concerning political, economic and social issues.
RECOGNISING: the fact that World Congress operations prior to now have been funded by various nations on a basis of good-will
RECOGNISING: that the aforementioned basis of "good-will" cannot be depended on especially in times of uncertainty within the greater international community.
ESTABLISHING: the basis by which the members of the World Congress fulfil the financial obligations as outlined by this resolution
Does hereby call upon the nations of terra to contribute to the financing of the operations of the World Congress as it moves to address matters as it pertains to the political, social and economic issues.
The Security Council does hereby issue the following mandate;
-The establishment of the World Congress Budget Office; to manage the finances of the World Congress, its subordinates and its respective operations.
-Financial assets as it pertains to the World Congress Budget Office will be obtained through contributions of up to 1% of the Foreign Affairs Ministry budget of each nation within terra and the World Congress.
-WCBO shall consist of a staff employed by the World Congress. There shall be a High Commissioner of the WCBO appointed by a majority of the Security Council, for a single term not exceeding 20 years.
-The High Commissioner of the WCBO in his/her capacity as head of the WCBO shall possess the ability to (1) contact Member Nations if they fail to deposit their Contributions on time (2) create a World Congress Budget and distribute and audit World Congress funds in accordance with the Budget, and (3) take on debt in the name of the World Congress if monthly Contributions are insufficient to cover costs.
