The Security Council
DETERMINED: to ensure the safety of humanitarian and civilian aircraft operating within Jelbanian aerospace
ALARMED: by reports that military flights over Jelbanian aerospace are steadily increasing
GREATLY CONSIDERING: that the establishment of a ban on military flights in the aerospace of Jelbania provides an essential factor for the safety of the delivery of humanitarian assistance and a decisive step for the cessation of hostilities in Jelbania
WARY: by reports of troops movements from forces of the Northern Khaganate and the Katonid Khanate.
CONCERNED: with reports of civilian casualties at the hands of airstrikes conducted by intervening parties
Does hereby move to implement measures aimed at preventing hostilities in Jelbania and its environs from peaking to catastrophic proportions,
The Security Council does hereby issue the following mandate,
- The establishment of a ban on military flights in the airspace of Jelbania. Let it be known that such a ban does not apply to the World Congress Protection and Assistance Force, or to other manoeuvres in support of World Congress operations.
- That the World Congress Protection and Assistance Force shall monitor compliance with the ban on military flights and if necessary ensure that non compliant forces are reprimanded for their non-compliance as a means of furthering the enforcement of the ban
- The World Congress calls upon nations, international organisations, sub-state entities to assist the World Congress Protection and Assistance Force in achieving the aforementioned objectives
