Resolution 63

The Security Council

CONCERNED: that the situation in Jelbania continues to exist as a threat to regional and international peace

CONVINCED: that the implementation of a World Congress peacekeeping mission could usher the situation into a period peace and thus allow for a peace process to be worked towards

RECALLING: the World Congress' responsibility to maintain international peace and security

CONDEMNING: the reckless actions of the various parties involved in the situation

Does hereby move towards the practical implementation of measures to further prevent a spark in large-scale hostilities between the various factions and intervening forces involved,

The Security Council does hereby issue the following mandate,

- that the World Congress Security Council shall form a World Congress Protection and Assistance Force (WCPROASFOR) in accordance with the World Congress provisions on international peacekeeping and security assistance.

- the World Congress Protection and Assistance Force Force shall operate within all territories of Jelbania without harassment from the respective native parties and their sponsors.

- the World Congress Protection and Assistance Force, in its capacity as a peace maintenance force, shall form a 5 km buffer zone between the territories known as the Katonid Khanate of Jelbania, the Free Republic of Jelbania, the Northern Khaganate and the Tribal Areas of Jelbania, whereby native forces and their sponsors shall be allowed to operate within.

- the World Congress Protection and Assistance Force shall monitor compliance with the buffer zone and if necessary ensure that non compliant forces are reprimanded for their non-compliance as a means of furthering the enforcement of the buffer zone

- the World Congress Protection and Assistance Force shall operate within Jelbania under the banner of this resolution for a 24 month period, unless the Security Council decides otherwise

- that native forces and their sponsors comply with the 5 km Buffer and cooperate fully in the aforementioned buffer zone's implementation

- The World Congress calls upon nations, international organisations and regional entities to assist the World Congress Protection and Assistance Force in achieving the aforementioned objectives.

Deltaria is committed to achieving a lasting peace in the Jelbanian region. We vote AYE on this resolution and will provide support where we can. We hope that the Vanukans are able to overcome their inherent jingoism and do the same.

The Government of Vanuku is currently in talks with the ruler of the Northern Khaganate over the implementation of Resolution 63 and will vote on this soon. In the meantime we have a query. Whilst we welcome the formation of a WCPROASFOR - and the record will show that we were the primary mover in calling for this some weeks ago prior to the proposal of the unworkable Resolutions 61 and 62 - we do have some concerns over the positioning of the 5 km buffer zone and how it affects the territorial integrity of the Khaganate.

Can the Ambassador for Kazulia clarify the proposed geographic location of this zone - is to be 2.5km either side of the current border between the so-called Katonid Khanate and other territories - namely the Northern Khaganate, Free Republic of Jelbania and the Tribal Areas of Jelbania?

The 5 km buffer zone will span 2.5 km into two respective borders. For example: 2.5 km into the Northern Khaganate and 2.5 km into the Katonid Khanate, thus forming the 2.5 km buffer zone. This applies for all parties as mentioned in the resolution.

We thank the Kazulian Ambassador for this information.

Having analysed the geography, we must inform the Security Council that both the Kingdom of Vanuku and the Northern Khaganate have doubts over the positioning of this buffer zone.

The 2.5km zone inside the Khaganate border, particularly in the Göka​é​kstan region, is an area that contains many holy sites, shrines and locations of cultural significance to the Khagan and his people. They are very uncomfortable about giving up the defence of these fundamental iconic locations to a third party after many years being the sole bastion safeguarding them.

However, we have a practical solution that should work for all parties. The Deltarians have already created a 3km buffer zone in the Katonid Khanate - this is land that has no significant value, and any location of worth has been long ago razed to the ground or pilaged by Katonid forces.

We, therefore, respectfully suggest that the World Congress Protection and Assistance Force use this as its buffer zone along the border with the Khangante - a ready made solution that will require no upheaval for any party.

Could the resolution be modified along these lines?

The buffer zone established 2.5 km into the respective territories was set forward with the intention of keeping the various intervening forces from each other and to champion neutrality as an unbalanced buffer zone which for example ended 2.5 km into one province but 3 km into another will always be perceived as biased. This resolution aims to set the foundation for the championing of a peace process and was not established if the aim of moving in favour of any entity. The supposed religious sites located on the border regions will be placed under WCPROASFOR protection. Civilians will be able to enter this buffer zone as it is known to the World Congress that there exists civilian populations living within the proposed buffer zone. Civilians may enter these areas freely. Elsewhere in the buffer zone, civilian movement or activity requires specific authorisation from WCPROASFOR. Another resolution reaffirming the action of this resolution can work to establish these "Civilian Utilisation Regions"

We understand the Kazulian ambassador's argument regarding non-bias in terms of the positioning of the buffer zone and thank the delegate for her analysis.

With that in mind, and in light of developing events - namely, the fact that Katonid forces are now retreating following their failed invasion of the Northern Khaganate - we ask for a revaluation on the precise location of the buffer zone.

The Katonids have withdrawn three kilometres to the south harried by the Northern Khaganate troops, thus making the current de-facto border three miles further south (roughly where the Deltarians have positioned their own front line troops).

We suggest any buffer zone should be 2.5km south of this new demarcation and 2.5km north. In the interests of non-bias Is this agreeable?

If not we suggest a postponement of the vote until a definitive location for the buffer zone is agreed.
