A resolution to establish international norms on the treatment of Prisoners of War
the World Congress General Assembly

RECOGNISING: the fact that war is a continuous struggle between good and evil.

ACKNOWLEDGING: that individuals (man, woman and/or child) of an enemy armed forces/nation captured during a period of tension and/or hostilities which might be viewed as armed, should be treated with respect and utmost regard for human rights.

DEFINES: the term "Prisoner of War" (PoW) as a member of a belligerent armed force/nation found in uniform or otherwise (where there is reason to believe he/she belongs to an opposing force) whom has been taken captive or apprehended by an opposing force/nation.

In its capacity as a force for the promotion of human rights, peace, equality and stability,

DECREES: that all Prisoners of War (might they be civilian or uniformed personnel, whether they are held in internment camps or otherwise), be granted the following provisions, free of charge, without discrimination.

a): Clothing. In the case of personnel belonging to combatant forces whom may not be considered civilians, such clothing is to bare no insignia suggesting the individual is indeed a prisoner or war, nor shall such clothing bare insignia aimed at promoting segregation might it be ethnic, political or religious.

b): Shelter and Humanitarian Facilities. No prisoner of war (might he/she civilian or uniformed) should be denied shelter and competent medical attention, nor should a prisoner of war be denied washing facilities and clean running war.

c): Food and Nutrition. No prisoner of war should be denied fully nutritional food and clean water for consumption. To this end, food supplies provided to prisoners of war should not be tampered with through the inclusion of substance unbenounced to the individual which may cause bodily or psychological harm.

d): Protection against Harm and Discrimination. No prisoner of war should be discriminated against on the basis of his of her ethnic background, political affiliation and/or religious practises. Prisoners of war, should be free to exercise the responsibilities and practices of his/her ethnic background, political affiliation and/or religious practises without interference and/or discrimination. Prisoners of war should be protected against bodily and psychological harm. To this end, prisoners of war should not be subject to torture, interrogation and/or medical procedures not required to ensure the individual's health and safety.

e): Other facilities which are deemed necessary for the survival of an individual whilst in captivity.

In accordance with established Human Rights and the norms surrounding them,

the World Congress General Assembly
PROHIBITS:
- the use of prisoners of war as a labour force. Prisoners of war cannot be used a labour force in industries which may be beneficial/instrumental (in any form or fashion) in advancing the wartime efforts/goals of the detaining force/nation.

PERMITS:
- The removal of items and contraband from prisoners of war by the detaining force/nation.

- That Prisoners of War may be questioned to obtain information of their rank, regiment number and entertainment medical information not of military importance.

- Nations to engage in the repatriation of civilians, prisoner of war exchange or conditional repatriation.

Mishe Otek Sisem, Coburan Minister of Foreign Affairs:

The State of Cobura has always obliged able-bodied prisoners of any kind to work during the day, where they can get used to normal participation in the labour market and repay society with usefull work. Prisoners of war are no exception to that, and therefore we will vote NO on this resolution, because its our opinion that states should be able to have prisoners of war work during their captivity. However, this must be done with respect to internationally accepted standards, and with the same regulations as other prisoners in the nation.

When this prohibition is removed from the resolution, we will happily vote in favour of this proposal.
