"The power of the veto was placed into the World Congress Charter as a means to protect world interests; not self interest. We cannot agree that this reform to the system makes the veto useless or weakens it any amount. This reform merely provides that countries have to ensure that they work together to get resolutions passed, not that any nation can effectively stall Security Council proceedings."

Regulations like these should prevent the Permanent Members from doing whatever they want by vetoing any punishment-like resolutions. We would also suggest, in case this proposal might not make it, to set up the rule that any resolution cannot pass with a minimum of 2 vetoes instead of one.
