Resolution 68
Resolution 68 is proposed directly by the Office of the President of the Security Council in order to provided a basis of management for the World Congress Security Council.
Closes the World Congress Anti-Slavery Office (WCASO), the World Congress Peacekeeping Office (WCPO), the World Congress Anti-Piracy Office (WCAPO) and any auxiliary organs, authorities or agencies established by previous resolution of the Security Council;
Establishes the World Congress Human Rights Office (WCHRO) lead by the High Commissioner of the World Congress Human Rights Office and the World Congress Peacekeeping and Assistance Force (WCPAFOR) led by the Director-General of the World Congress Peacekeeping and Assistance Force;
Denotes that the High Commissioner of the World Congress Human Rights Office and the World Congress Peacekeeping and Assistance Force hold a term of 10 years, can be from any World Congress member state and must be of 35 years of age on the date of their appointment, also notes that the High Commissioner and the General-Director are appointed via resolution of the Security Council;
Recognizes the initial appointees to the High Commissioner and the Director-General position shall form and organize their agency as they see fit and in concordance with the wishes of the Security Council;
Permits the World Congress Human Rights Office to investigate human rights abuses throughout the world and charges them with the protection of human rights as seen through resolutions of the Security Council also;
Permits the World Congress Peacekeeping and Assistance Force to provide a multi-national military and law enforcement peacekeeping force meant to preserve the peace and international stability or assist in the duties charged to the World Congress Human Rights Office upon consent of a Security Council Resolution;
Funds the World Congress Human Rights Office and the World Congress Peacekeeping and Assistance Force with a varied percentage (currently 3% of Non-Permanent Member and Permanent Member's Defense or Foreign Affairs budget and 2% of Non-Permanent Member and Permanent Members Defense or Foreign Affairs budget) of membership budgets and allows for member states involved in the various duties of the WCHRO and the WCPAFOR to provide material, finance and personnel for missions;
Creates the Department of Security Council Administration to be staffed of World Congress member state civil servants to better carry out the mission of the Security Council and places the DSCA underneath the administration of the Office of the President of the World Congress Security Council, the Department of Security Council Administration shall have a Director appointed by the President of the Security Council.
