A resolution to establish a Worldwide apparatus against the production and use of chemical and biological weapons.

Acknowledging the fact that several nations within the sphere of the international domain possess (stockpiles or otherwise) of weapons of mass destruction of the chemical and biological nature.
Recognising that throughout the course of recorded history, the use of weapons of mass destruction of the chemical and biological nature (otherwise known as chemical and biological weapons) has seen an increase due to the ease of production of said weapons.
Recognising further that the use of chemical and biological weapons in both combat and peacetime is unprecedented, unethical, inhumane and indefensible.
Does hereby move to implement measures to further prevent further production and use of chemical and biological weapons by any state or non-state entity.
The Security Council does hereby issue the following mandate,
- That the use of chemical agents as weapons (hereafter referred to as chemical weapons) in any capacity that may inflict harm upon military personnel, civilians, or the environment is prohibited and can carry punishments ranging from condemnation to economic sanctions, based on the analysis of the security council.
- That member nations shall take all measures necessary and practical in preventing the production, sale, or transfer of biological agents and chemical agents (and/or the components necessary in their construction) from their own nation to another entity, if the transfer process is considered to violate the intentions and provisions of this resolution.
-That member nations shall take all necessary, and available precautions to secure, and prevent their chemical and biological weapons stockpiles from accidental release, or falling into the hands of individuals whom have the intent to violate the intentions and provisions of this protocol.
- That the World Congress Chemical and Biological Weapons Office shall be established with the intended purpose of (i) assisting the civilian populations of member nations which have been subjected to the consequences of a biological and chemical attack by proportionally utilising all appropriate resources provided by the WC (ii) Work with all international, regional and local entities towards the end goal of complete non-proliferation of chemical and biological weapons and (iii) conducting reviews, investigations and detailed inquiries on the state of weapons neutralisation where such a case comes forward.
- That member nations reserve the right to stockpile biological agents for the purposes of research only, so long as they are in compliance with the provisions of this resolution; and such "stockpiling" shall be done ONLY with the intended purpose of championing the development of vaccinations, the creation of non-chemical/biological defensive measures and/or the development of medical treatments.
